Briefly discusses some of the issues that must be addressed in order to implement a multilingual interface for a digital library system in general, and the problems associated with character encoding of multilingual text in particular. Highlights the development of Unicode Standard, which is envisioned as a solution to the problem of multilingual character encoding and its progressive implementation by the computer industry, including the library community. Concludes that library and information networks in India must adopt Unicode to digitize and provide access to the rich repertoire of literature generated in scores of Indian languages.Item Issues in UGC-Infonet E-Journal Consortium(INFLIBNET Centre, 2005-10-10) Devi, Thiyam Satyabati; Murthy, T.A.V.Library consortia for purchasing electronic journals became recognized as a vital part of academic information infrastructure at the research community. The biggest challenge that newcomers to the consortium world face is grasping the fact that standard setting is about giving away rights in technology. Leading institutions in North America and Western Europe take a variety of positive measures to promote consortium activities and formed unique consortia of many kinds. On the other hand, a consortium in India is still in a developing stage and struggle to solve problems they face. The factors that have led to the development of consortia are diverse among countries. This paper describes definitions, aim, organizations, internal structures, policies and other characteristics of the UGC-Infonet E-Journal Consortium which is one of the well known consortia for Higher Education in India under the UGC. It will also highlight the characteristics and issues faced by the consortia and the measures taken up to promote consortium activities.Item A User-Centred Design Methodology for Ensuring Usability of IR Interfaces(INFLIBNET Centre, 2005-11-10) Ahmed, S. Knowledge Management (KM) has recently received considerable attention in the computer information systems community and is continuously gaining interest by industry, enterprises and academia. knowledge management combines with information management play an important role for the success of transforming individual knowledge into organizational knowledge since we are moving into an era of “knowledge capitalism”. Higher education (HE) institutions are involved in knowledge creation, dissemination and learning, so they are in the knowledge business. Now-a-days, the increasing economic importance of knowledge redefines the links among education, work and learning in Higher Education institutions. This paper presents the key concepts of human-computer interaction in knowledge management, discusses their applicability to Higher Education and proposes the creation of learning organizations in HE institutions, as an innovative way to apply KM to HE.Item E-Journal Management in Academic Libraries with Special Reference to INDEST Consortia in India(INFLIBNET Centre, 2005-11-10) Thamaraiselvi, G; Kaliammal, A.In the Academic and research libraries, the long-term preservation and management of digital collections is the most important issue. In certain ways, digital materials are incredibly fragile, dependent for their continued utility upon technologies that undergo rapid and continual change. Keeping and managing the e-journal resources accessible for use by future generations will require conscious effort and continual investment. No library is self sufficient to purchase all the books, Journals and other library documents with in their library budget. So customers belonging to different academic institutions or university may purchase e-journals and sharing its cost through consortia. This paper explains the terms and definitions of Electronic Journals (e-journals), followed by the aims and objectives of the e-journal purchase and management. Also the issues in archiving and preserving the back issues of the e-journals, the initiatives taken in archiving them and the role of e-journal agents in purchasing and managing them are discussed. The purchase and management of e-journals through Consortia and the various consortium efforts taken in India with special reference to INDEST consortia also have been explained in this paper.Item Matadata Interoperability for Cataloguing of E-Journals :A Comparative Study of lLibsys, MARC-21, and CONSER(INFLIBNET Centre, 2005-11-10) Chudamani, K S; Nagarathna, H CThe content of digital libraries includes data and metadata that describe various aspects of the digital record that consist of links or relationships to other data or metadata, whether internal or external to the digital library. Metadata is provided in order to provide richer searching than would be possible using standard free-text indexing. In particular it was desirable to allow users to search on a number of fields including Author, Title and Description. Metadata Expand the use of data incorporated in the digital object or text, and find ways of integrating different kinds of metadata. Metadata has been defined as “data about data”. It is information about an electronic resource which may be embedded in the resource. According to Gilliland-Swetland metadata is more than description; a more deeper conceptualization of metadata is needed as information professionals consider the range of their activities that may end up in included into digital information systems. There are three main types of metadata Descriptive metadata; Structural metadata; Administrative metadata. Traditional library cataloguing is a form of metadata and MARC21 and the rule sets used with it such as AACR2 are metadata standards. Metadata is particularly useful for large collections of documents or other materials, it can be used for managing the resource and for finding specific items. A Catalogue becomes as found by some libraries an essential tool for retrieval. Increasing size and complexity of the digital information available on the web, demands for new methods of its organization. Uniform and structured meta information which can effectively be employed to achieve this goal. “LibSys for library automation” is the prime mission of New Delhi based software company - Info-Tek Consultants Pvt. Ltd. The Libsys metadata facilitates ordering receiving loose issues, recording bound volumes of journals in print medium this can be easily converted to e- Journal recording by changing the item receiving data into e-journal release data. The location metadata in libsys can be easily converted to url.. Bound volumes can give the link to Url The Library of Congress’ Network Development and MARC Standards Office is developing a framework for working with MARC data in a XML environment. This framework is intended to be flexible and extensible to allow users to work with MARC data in ways specific to their needs. CONSER(2) began in the early 1970s as a project to convert manual serial cataloging into machine-readable records. It has evolved into an ongoing program to create and maintain high quality bibliographic records for serials. In keeping with its evolution, the name changed in 1986 from CONSER (CONversion of SERials) Project to the CONSER (Cooperative ONline SERials) Program. Describing electronic access to information is another challenge for the cataloger due to the different areas of the record involved, including the new electronic location and access field (856). 3rd Convention PLANNER -2005, Assam Univ., Silchar, 10-11 Nov., 2005 © , Ahmedabad 167 Metadata as a tool to facilitate exchange of information between interoperating systems and interoperability of metadata schemas themselves which can help to facilitate systems interoperability. Digitization is one of the hot topics in librarianship today. To build a “Digital Library” requires that the content of a collection be available electronically. The rhetoric of the information highway has provided the impetus to convert many existing paper-based (or sound and video) collections into new digital media. Digitization of all categories of materials is now possible with the advances in digital technology. The assumption is that digital collections will be more accessible to a broader range of users, presumable through networking technologies, and that there are new efficiencies to be gained in resource-sharing and for preservation. The topic discuss the concept of Digital library, Component, Technology, Functions and Supporting Format of Digital Library.Item Managing and Handling Electronic Journals : Some Issues(INFLIBNET Centre, 2005-11-10) Bist, Rajender SinghLibraries are moving rapidly towards the electronic method of storage and retrieval. Electronic journals are being added to the Library collections at exponential rates. Today ejournals offer flexibility and recent developments have enhanced the visibility of these by integrating all journal titles in any format. Individual libraries today are facing issues to make these e-journals accessible to users and consortia based subscriptions to e-journals has developed as a viable solution for increased access, with some cost savings. This calls for handling and management of e-journal subscriptions. This paper outlines some of the processes of handling and managing e-journals in individual libraries as well as Consortium.Item Consortium of Plantation Crops Research Libraries For Resource Sharing – A Proposal Issues and Facts(INFLIBNET Centre, 2005-11-10) Joshi, Govindnformation explosion resulted from the rapid advances in all scientific fields has made it vital for all scientists to have rapid, easy access to scientific information. However, scientists in developing countries are hampered by the high cost of subscriptions to various journals. Since air-mail delivery is prohibitively expensive, the journals that are received come six to eight months after the publication date, hampering the work of scientists even further. Fortunately, the Internet has come to the rescue. Online journals are available immediately after publication anywhere in the world, with a few clicks of a mouse. Electronic subscriptions are normally cheaper than print subscriptions. Nevertheless, the costs to institutions are still extremely high, particularly in view of the fact that any institution has to subscribe to many journals to meet the varied needs of its scientists. In view of this urgent need, it is proposed that all institutions dedicated to research on plantation crops come together to form a consortium to subscribe to a core group of international journals, available online, that would benefit all members. This would follow the pattern of other consortia such as INDEST, INFONET and INFLIBNET. Experience gained in an initial experiment are focused.Item The Digital Technology : Yet to Take Off(INFLIBNET Centre, 2005-11-10) Jolly, SurabhiThe changing world of librarianship has paved to information highway from the traditionally embarked concept of private world. The adaptation of Information Technology (IT) for data readiness, accessibility and decision support excellence has got into the virtual environment of electronic devices in many libraries. The convergence of computer and communication technologies has linked the human minds worldwide and is trying to cut across the physical barriers. This paper points out the gradual shift-over towards digital info high-tech from traditional rudimentary adherence thus giving rise to fears into the librarians to greater extent. The fears are like phobia to computer exposures, stationary skills, regressive attitude, cognitive factors etc. These are the pressing challenges before the professionals of coming generation to enthuse with information highway. The paper also gives suggestions as to how to overcome the fear and develop knowledge based confidence for high tech absorption of Digitization breaking the barriers of distance.Item Marketing of Information Products and Services in Bangladesh: Findings, Data Analysis and Discussions(INFLIBNET Centre, 2005-11-10) Munshi, M NasiruddinThis paper discusses the current trends of library and information products and services in Bangladesh with reference to country’s leading special and specialized academic libraries. Identifies the present status of library’s information products and services and their marketing strategies, and measures the attitudes of librarians/information professionals towards profitmaking activities in libraries. Highlights the information needs and information seeking behaviour of academic community, scientists, specialists, researchers as well as administrators of the organizations and from outside the organizations.Item Library Portals: A Report(INFLIBNET Centre, 2005-11-10) Maheta, Mahendra; Jani, JayWith the growing acceptance of web portals on university campuses, many librarians are considering building library portals to make their collections accessible to users who expect all knowledge to be obtainable with just a few clicks from inside a web browser. After all, the World Wide Web has become the marketplace for documents, goods, services, and ideas. For many people, especially students, if something is not on the web, it does not exist. This trend is especially challenging for libraries, which are the traditional keepers of knowledge but whose knowledge is largely kept in many millions of books and journalsnot on the web. The idea of a library portal is misdirected. While it is vital that libraries have a presence on university enterprise portals, libraries should build portal pages, portal channels, and portal cameos rather than entire library portals.Item Role of Storage Devises in Digital Library Environment(INFLIBNET Centre, 2005-11-10) Raval, C. N.; Dalwadi, MaheshIn this present paper, the latest technology deal with the digital library and the role of storage devices in digital library with spend emphasis on CD ROM. Also describe the features of external storage models.Item Collection Development in the Electronic Environment: Challenges before Library Professionals(2005-11-10) Kumbar, B D; Hadagali, Gururaj SEconomic forces and technological advances have combined together to create a new environment, which is popularly known as ‘Electronic’ environment.
