In this present era of information, computer facilities have become indispensable tools in library culture as they are effective and efficient in serving the library needs and demands. Though libraries worldwide are moving towards digitization, however from the Indian perspective, there is still a long way to go especially in the state of Meghalaya since many libraries in colleges do not even have computers. This paper explains the problems and prospects in digitizing college libraries in Meghalaya. As the world moves towards the paperless society, it is vital to emphasize on the improvement of higher education system with the provision of computer facilities for digitization of the college libraries to enhance the quality education in the state.Item Institutional Repositories Movement in India: Tips & Strategies for Success in the Challenging Times(INFLIBNET Centre, 2010-02-18) Vij, Rajeev; Soni, Navin KumarThe paper highlights the institutional repositories (IRs) movement in India updated till Nov 2009. The paper attempts to identify and evaluate institutional repositories in India with special reference to initiatives taken by twelve DRDO laboratories/establishments including DESIDOC. This paper gives a comprehensive listing of workshops conducted in India to promote development of IRs and also lists institutional repositories developed in India, most of which are available in the public domain. The IRs are identified through a study of the literature, as well as internet searching and browsing. A questionnaire based survey followed by select telephonic interviews were conducted to examine the number of DRDO labs/estts, who have already hosted IRs, and those who intend to do so in the near future. Use of open source software, especially DSpace, is found to be most commonly used for the creation of IRs in India. The collection size in most of the IRs of India is in few hundred records only. IRs face a seemingly endless set of interrelated challenges. Most pertinent questions are: How can we attract content? And how can we integrate IRs into the Institutions landscape? The paper highlights the Indian initiatives in the field of IRs. It provides an overview of the 69 institutional repositories of Indian institutions in a range of subject disciplines. This article highlights software requirements for setting up IRs and the current trends in India. The paper conducts a literature review and questionnaire survey on IRs already established and those planned in near future among DRDO Labs/Estt and to incorporate it with the authors’ own experiences. The authors believe that institutional repositories will help in the sharing of institutional intellectual output and will increase article citations and the impact factors of Indian publications. The LIS professionals should play a proactive role in the growth of e-resources in institutional repositories to enable IRs to become sustainable in the future also. This paper explores some of the challenges and benefits to libraries operating an IR. Lastly, this paper will examine the future of IR’s as it relates to issues in sustainability and viability for institutional repositories.Item Utilization of Internet-Based Library and Information Services by the Faculty Members of Engineering College in the Aligarh Muslim University, Aligarh: A Case Study(INFLIBNET Centre, 2010-02-18) Rehman, Waheed UR; Ali, AmjadThis paper is the outcome of a survey conducted to assess the utilization of internet-based library services available to the faculty members of Z.H. College of Engineering & Technology at the Aligarh Muslim University. Data for the study was colleted by administering an open-ended questionnaire asking for recording of information on the various aspects of the internet-based services, frequency of visit to the library, purpose of visiting the library, Internet usage, purpose of using the internet services, use of popular Search engines, awareness about Internet services, number of E-journal consulted and the behaviors of staff members while using the library facilities. It brings uniformity in the work and service and helps in international information interchange.Item A Study of E-resource Acquisition Policies in Consortia : A Possibility(INFLIBNET Centre, 2010-02-18) Sinha, Madhulika; Thacker, Vaibhavi ALibraries of various institutes generally develop their own e-resources acquisition policies which they follow for acquisition of e-resources. The main object of evolving this policy is to provide easy access to all the e-resources, provide Authentic Information to users and availability to anywhere. The e-resource Acquisition Policy should follow the Library Standards like BSI (Bureau of Indian Standards), ISO (International Standards Organization) etc., Law of IPR and Copyrights should be applicable. For acquisition of e-resources and for its uninterrupted optimum utilization, libraries develop their own acquisition policy which provide safeguard while acquiring e-resources and also in the event of dispute or odd situation. In this paper, we discuss broad features of the acquisition policy which generally cover the e-resources to be selected, acquired, mode of acquisition, infrastructure required for its optimum use, collection development, availability of funds, priority to be given to e-resources to be acquired, intellectual access, ILL, technical compatibility, archival policy, contract negotiation and pricing policy, consortia acquisition, licensing, free e-resources, de-selection, exclusion of free e-resources, duplication, types of e-resources, digital collection, etc. To impart awareness among the learners and users located in remote areas,Government should take initiative to develop a network which provides information and other eresources up to that level.Item Library Professionals in Digital Environment: A Challenging Task(INFLIBNET Centre, 2010-02-18) Barman, R K; G B, DevchoudhuryDiscusses the changing horizon of modern librarianship. Libraries have always had the ability to respond to the challenges of technology, from the printing press of the middle age to the print explosion of 20th century and to the digital ‘print’ of today. With the changing world ICT plays a dominant role in today’s library and information centers. But the academic libraries of Assam especially in technical institutions except few are lagging behind. Explains the status of re-engineering of some major libraries and their services lacuna. Suggests some remedial measures for improvement in the context of digital environment. This paper discusses the management and preservation system of AV materials of 9 (Nine) selected TV media libraries of North Eastern Region. The tape formats used, staff strength, accessioning, classification, cataloguing, automation, preservation techniques etc. are discussed. This has made libraries to supplement long-established services with online services to users, fulfilling any time and anywhere needs and expectations. The World Wide Web is a new powerful tool for reference librarians. Information which was once only available to large libraries with very high budgets is suddenly available to any library with Internet connections. Reference librarians themselves are participating in the electronic publication trade by creating Web pages and finding aids to assist both themselves and their users to locate information electronically on the World Wide Web. The web which poses a new challenge for librarians, offers major new tools and techniques to provide the powerful services. The present paper tries to focus new aspect of reference service. Most common users of a library are scientists, academicians, technical personnel, students. It is important to disseminate the research information arrived /available to the Users in addition to archived data. It is also very important that users must be aware of the various services provided by libraries. Library managers are required to send clear messages to the users that the business of library is to provide required information in the shortest possible time. In this era of information technology, attracting people to library is very difficult. Library Heads and staff should become proactive in providing and propagating the services and facilities available at the Library.Based on the interaction with many users, and analyzing their experiences, it is found that minimization of reaction time in providing the required information to the users is essential. In this paper, services and the initiatives taken by Library known as “Knowledge Centre (KC)” of Aeronautical Development Establishment (ADE) to bring awareness about the services provided by KC are presented. Information and Communication Technology (ICT) is effectively utilized by the Knowledge Centre to achieve the objective of making available information required by Scientists in time to help them to devote more time in project activities rather spending time in searching for information.Item Impact of Library Collection Towards Doctoral Studies A Case Study on Citation Analysis of PhD Dissertations in the School of Science & Technology in Tezpur University(INFLIBNET Centre, 2010-02-18) Hazarika, Tilak; Sarma, Dipak; Gohain, AnjanImpact of library holdings in terms of physical and online access on the doctoral studies in Tezpur University have been studied based on citation appended to the PhD dissertations in four subjects clubbed under the School of Science & Technology. Two latest dissertations (degree awarded) from each four subjects have been taken for the study selected through systematic sampling method. Category wise distribution of the cited items viz. journals, books & monographs, conference proceedings, electronic sources, web citations and others have been studied. Category wise percentile distribution and availability of cited items in the parent library have been calculated for journals and books followed by preparation of rank list of journals for each four subjects studied. Some well known statistical and bibliometric parameters have been applied for the study. Suggestive approach to re-engineering of collection development policy of the university libraries have been lined up based on the findings.Item Challenges and Issues of College Library Services in Dibrugarh District of Assam: A Case Study(INFLIBNET Centre, 2010-02-18) Das, Dhrubajit; Baruah, DipikaThe college libraries of Dibrugarh district are facing many problems due to lack of adequate finance, collection, sufficient manpower, and lack of infrastructure. Concept of Wiki actually revolutionized the Web 2.0 world. The present paper describes the philosophy of Wiki, one of the widely used Web Content Management System in Web 2.0 era, and various wiki tools available as well as wiki syntax. Detailed method of installation and customization of one of the widely used wiki software MediaWiki is discussed. The software is used to install Wiki at INFLIBNET Centre.Item Re– engineering Library Acquisition: A Case Study(INFLIBNET Centre, 2010-02-18) Devi, V Rama; Haritha, BLibraries have always had the ability to respond to the challenges of technology, from the printing press of the middle ages to the print explosion of the twentieth century, to the digital ‘print’ of today. Modern economic rationalism demands that libraries become more accountable for both the services they provide and the funds they expand. Such accountability requires libraries to investigate, analyze and, where necessary change the methods and processes they have traditionally undertaken to justify their very existence to funding bodies. Re-engineering is about changing to the way we do things. Re-engineering is reinventing the way one does business, by stepping back and examining values, goals, and the system processes used to meet these goals. Process redesign is often an outcome of this evaluation. The acquisition process is one prime process for re-engineering as it consists of a large number of easily identifiable routines which can be compartmentalized, and altered as required. This paper is case study of Dr. B.R. Ambedkar Open University Library (DRBRAOUL) and its Acquisition Section and how to reengineer the Library Acquisitions.
