With the publishing world steadily moving from print to electronic, the libraries are also slowly adopting to the changes. Electronic information environment facilitates enhancement in the speed of service, number of users served,the quantum and exhaustiveness of information provided. However, the libraries need to have a methodical approach to move from print to electronic media. They should have well defined policies in place. This paper specifically focuses on the new policies adopted by Scientific Information Resource Centre (SIRC) of the Tata Institute of Fundamental Research in acquiring e-resources with particular reference to Electronic Journals.Item Blog: A Handy Tool for Librarians(INFLIBNET Centre, 2010-02-18) Rajashekara, G R; Gireesh, D RLibrarians have to learn how to do a lot with just a little in order to promote awareness of their programs and services. They have seized the opportunities to market libraries in the real world via traditional media: newspapers, corporate newsletters, radio, and TV. Many libraries produce brochures, pathfinders, and their own newsletters. So it is no surprise to see librarians stepping up to the plate and spreading the word online with blogs. Savvy librarians have identified blogs as another means to market libraries and their services. The article discuses basics of blogs, like history, types, features and limitations. And also it explains how it’s useful for librarians. The present trend demands more from the traditional library professional.Item Re-engineering of Systems and Services of Selected Technical Institute Libraries in Assam: A Qualitative Study(INFLIBNET Centre, 2010-02-18) Barman, Rajani Kanta; Thakuria, Pranjit KumarThe purpose of the paper is to touch upon the basic principles and importance of re-engineering and its impact on quality management of libraries in some selected technical institutes of Assam in aspects of users’ satisfaction. Libraries have always had the ability to respond to the challenges of technology, from the printing press of the middle age to the print explosion of 20th century and to the digital ‘print’ of today. With the changing world ICT plays a dominant role in today’s library and information centers. But the academic libraries of Assam especially in technical institutions except few are lagging behind. Explains the status of re-engineering of some major libraries and their services lacuna. Suggests some remedial measures for improvement in the context of digital environment. This paper discusses the management and preservation system of AV materials of 9 (Nine) selected TV media libraries of North Eastern Region. The tape formats used, staff strength, accessioning, classification, cataloguing, automation, preservation techniques etc. are discussed. It brings uniformity in the work and service and helps in international information interchange.Item A Study of E-resource Acquisition Policies in Consortia : A Possibility(INFLIBNET Centre, 2010-02-18) Sinha, Madhulika; Thacker, Vaibhavi ALibraries of various institutes generally develop their own e-resources acquisition policies which they follow for acquisition of e-resources. The main object of evolving this policy is to provide easy access to all the e-resources, provide Authentic Information to users and availability to anywhere. The e-resource Acquisition Policy should follow the Library Standards like BSI (Bureau of Indian Standards), ISO (International Standards Organization) etc., Law of IPR and Copyrights should be applicable. For acquisition of e-resources and for its uninterrupted optimum utilization, libraries develop their own acquisition policy which provide safeguard while acquiring e-resources and also in the event of dispute or odd situation. In this paper, we discuss broad features of the acquisition policy which generally cover the e-resources to be selected, acquired, mode of acquisition, infrastructure required for its optimum use, collection development, availability of funds, priority to be given to e-resources to be acquired, intellectual access, ILL, technical compatibility, archival policy, contract negotiation and pricing policy, consortia acquisition, licensing, free e-resources, de-selection, exclusion of free e-resources, duplication, types of e-resources, digital collection, etc. To impart awareness among the learners and users located in remote areas,Government should take initiative to develop a network which provides information and other eresources up to that level.Item Use of Scholarly Resources among Research Scholars in Pondicherry University(INFLIBNET Centre, 2010-02-18) Singson, Mangkhollen; Leeladharan, MIn this short article we examine the use of electronic journals by research scholar and consider whether library services need any innovation. Networking is the pre-requisite of the present society to be member of it. Therefore, to become the member of the library, network has become essential without any scope for any option or alternatives. Inadequacy of resources of even biggest library of the world is the main feature of any library or resource center. Therefore, augmentation of resources at the minimum cost is the aim not only by adding own resources but use resources of other libraries. The present professional challenge is that resources may not be available in own collection, but are to be made accessible wherever these are available. As such dependence on external resources is increasing day by day. We have to borrow what we don’t have or develop a common repository by collective efforts, which requires not only willingness to begin the process but mission to achieve the objectives. Keeping in view the above points in mind this paper briefly discuss about the need of the Guwahati academic library network and objectives of networking among the academic libraries in the Guwahati city. This has made libraries to supplement long-established services with online services to users, fulfilling any time and anywhere needs and expectations. The World Wide Web is a new powerful tool for reference librarians. Information which was once only available to large libraries with very high budgets is suddenly available to any library with Internet connections. Reference librarians themselves are participating in the electronic publication trade by creating Web pages and finding aids to assist both themselves and their users to locate information electronically on the World Wide Web. The web which poses a new challenge for librarians, offers major new tools and techniques to provide the powerful services. The present paper tries to focus new aspect of reference service. This paper discusses all these aspects with the practical approach planned for digital preservation, collection of its rare documents, conferences, audios of important speakers and other collections of IIAS Library. The preservation of digital information and brief installation process of Dspace are an important part of this discussion. These days’ libraries are doing their best to deal with these changes to serve the latest need of the library patron. This paper discusses the tools and challenges of change management in the libraries to facilitate their expansion, resources management and service performance. Information services have always been under constant pressure to prove the value of their staff, services and existence to management. The key to success lies in the ability to predict, manage, and exploit change in all areas of work, with change management emerging as a key extended skill which must be added to any information professional’s repertoire. Despite the tendency for information technology, finance and marketing departments to dominate boardroom thinking, the library and information sector still has the opportunity to take control of organizational information strategies, coordinate and drive the technologies and promote library use and benefits. The paper provides useful comprehensive tools to change the traditional libraries. The W4 tool will allow library professionals to determine informally the degree to which their organizational culture is either transformational or transactional in nature.
