Item INFORMATION MANAGEMENT IN THE DIGITAL ERA: A MILLENNIUM APPROACH(INFLIBNET Centre, 2001-03) Rajkumar, P VThe digital library offers users the prospect of access to electronic resources at their convenience temporally and spatially. Users do not have to be concerned with the physical library’s hours of operation, and users do not have to physically go to the library to access resources. Much has been written about the digital library. The focus of most studies, papers, and articles has been on the technology, or on the types of resources offered. Human interaction in the digital library is discussed far less frequently. One would almost get the impression that the service tradition of the physical library will be unnecessary and redundant in the digital library environment. This paper explores the role of the librarian and of the service perspective, in the digital library environment. Focus of the paper is limited to librarian/user collaboration where the librarian and user are not co-located. The author, explores the role of the librarian as outlined in the literature on digital libraries, examines some studies that attempt to put the service perspective in the digital library, surveys existing initiatives in providing library services electronically, and outlines potential service perspectives for the digital library.Item Access Provision and Security to Digital Resources(INFLIBNET Centre, 2001-03) Mukut, Sarmah; Chakraborty, SumanaUsage of digital media has witnessed a tremendous growth during the last decades, as a result of their notable benefits in efficient storage, ease of manipulation and transmission. However these features make digital media vulnerable to copyright infringement, tampering and unauthorized distribution. The access provisions and security or protection of digital resources has received significant attention within the digital media community, and a number of techniques in this respect have been evolved. In this paper we have discussed some of the reasons for attacking the digital resources; authentication, authorization, data hiding techniques for copyright protection and also some relevant topics of research results.Item LOCATING FULL TEXT ARTICLES WITH CURRENT AWARENESS SERVICE: A CASE STUDY 1(INFLIBNET Centre, 2001-03) Anuradha, K T; Suvarsha WaltersJournals are an important source of information to a research community. But the problems associated with information explosion and escalating cost of journals have made it difficult to effectively access the information contained in journals, even for a narrow subject area. Application of information technology, like availability of on-line journals and e-mail based table of contents services, has eased the problem to some extent. One such service is the Electronic Table of Contents (ETOC) service provided by National Centre for Science Information (NCSI) to the research community at the Indian Institute of Science (IISc). This service is based on the Current Contents obtained from Institute of Scientific Information (ISI). This work aims to add value to the ETOC service by including information about the availability or non-availability of a journal in the JRD Tata Memorial Library in the institute in the ETOC service.Item Digitisation of Libraries and Manpower Issues In The Indian Context(INFLIBNET Centre, 2001-03) Kalra, H P SICTs have been adopted by libraries in India as and when they are evolved. The transformation of some traditional libraries into hybrid libraries has been gradual, but with little jerks as well. The paper stresses that ICTs are inevitable for a modern library in a networked global information society. This paper also raises some is sues, particularly the ones concerning human resources, faced by Indian libraries in various stages of transformation. Libraries in India are now faced with issues concerning the most critical resource in management, viz. the human resource. From poorly organised collections managed by non-professionals to modern networked libraries managed by professionals, and libraries falling somewhere between the two extremes, India has all types and levels of libraries. With a large number of libraries still tradit ional, some automated, and only a few having digital collections, manpower issues in case of Indian libraries are diverse and complex. Many university and special libraries have completed to a larger extent their automation processes, and are also networked. This paper highlights the problems faced by librarians in modernising their libraries and digitizing their collections. Public libraries seem to have been left behind as far as adoption of ICTs and modernisation of libraries is concerned. In the absence of clear-cut policy and guidelines for networking, and digitization of libraries, and the provision of electronic library services, library authorities and professionals are facing a lot of problems. The paper points out that in India there is also a contradiction regarding employment scenario in libraries. On the one hand there are many libraries which don't have a qualified professional librarian, and on the other there are inadequate employment opportunities for the very large number of qualified bachelors' and masters' degree holders in library and information science. This situation has implications for teachers in library and information science for updating the syllabi of existing courses and introducing new need based short-term courses to strengthen the existing professionally qualified staff. The paper lays emphasis on developing policy drafts for library and information services in the country in the context of digitization and global electronic village. Particular emphasis must be laid down in the policy on issues concerning manpower. Since government agencies have not done much regarding policy issues, concerned professional associations and organisations should take up the initiative in this regard. The paper concludes with the hope that in the near future, library associations and organisations shall play proactive and assertive roles so that some of the issues currently faced by the profession are sorted out.Item MANAGEMENT OF PHARMACEUTICAL DIGITAL RESOURCES(INFLIBNET Centre, 2001-03) Thandavamoorthy, K; Vengan, RThe unique knowledge base for the profession of pharmacy is the body of drug information that the pharmacists use to define, monitor and modify the drug therapy of the patients that he or she serves. Digital resources offer such possibility and possess advantages over traditional sources with respect to access of information. One of the greatest benefit of digital resources is that, users can access the resources themselves. The focus of this paper is on the management of digital resources. Response to specific questions relating to pharmaceutical practices, the growth of pharmaceutical information and the use of Information Technology for managing digital sources are some of the facets dealt in detail. Pharmaceutical Digital Resources in the form of CD-ROMs and Web sites and their contents are detailed for information and use. Finally, an emphasis has been made for acquiring and familiarising Information Technology related techniques for effective use of pharmaceutical information.Item USE OF INTERNET IN ACADEMIC LIBRARIES: A CASE STUDY OF SHANTARAKSHITA LIBRARY(INFLIBNET Centre, 2001-03) Mishra, R K; Mohanta, R NInternet has grown up as the most popular and effective information tool of the present age. It's growth, popularity and effectiveness are shaping the world as a global village. Every domain of the human intellect has taken boost with this outstanding development of the 20 th Century. Keeping these facts in mind, the Shantarakshita library of Tibetan Institute got the Internet connectivity in the year 1998. Since then, users of the library are immensely using it. To streamline the use of this facility and to train users in its proper use, various initiatives have been taken by the library. Present study is an endeavour in this direction.Item DIGITAL LIBRARY DEVELOPMENT: MAJOR ISSUES OF EXTERNALLY PUBLISHED CONTENTS(INFLIBNET Centre, 2001-03) Vijayakumar, J K; Jeevan, V K JA library may procure contents in various sources and forms to service their clients. In the predominantly paper based erstwhile environment all these contents were put to similar types of use, and copyright restrictions were imposed based on the quantum of pages copied etc. In the electronic and digital perspective, owners of information are resorting to punitive measures regarding the use and contents in digital form. Some of the constraints faced by our libraries to engage in serious digital initiatives are three fold-that of money, manpower and contents. Most of our libraries, particularly in the higher education and research institutes solely depend on the information providers and publishers in the developed world to satisfy their urge for vital contents that inspire indigenous research. Since contents are a major ingredient in digital library development, the pragmatic and viable way out for libraries is to judiciously judge them as available in electronic forms in optical media or on Web and procure at least some of them for hosting locally. This paper presents some of the major issues involved in such a critical activity with some illustrative examples available like IEE/IEEE Electronic Library, Indian Standards on CD-ROM, Science Direct and Web access of Indian Academy of Sciences journals. The justification for selecting external contents has also been mentioned. KHARAGPUR.(INFLIBNET Centre, 2001-03) Mohapatra, P KDigital resource building , Intranet online services and Internet browsing are gaining momentum in technical library services during last few years in order to supplement the modern library services, specifically in the area of research and development activities in different parts of our country, and so is the case with Central Library of Indian Institute Of Technology (I.I.T) at Kharagpur. I.I.T. Kharagpur, being a premier, large and diversified technical institute in the field of science and technology, is always at the fore front of adopting modern practices for providing new kind of services to its community. Annexing Electronic Library (EL) in the year 1995, Central Library , I.I.T. Kharagpur , since then in a continuous process, started acquiring various digitized commercial databases and also applied all other possible means to build up its digitized document collection and services thereof. This paper presents an image of experiences gathered by the ‘Author’ in augmenting digitized resources and making newer services available thereof to meet the changing needs of the users, focusing on computer based literature search services, electronic SDI, and the like. Author, being an experienced library professional, starts this paper with an introduction to a panoramic view of to-day’s library system. He, proceeds further to give a brief account of traditional library services, followed by ,the salient features of the Electronic Library at I.I.T. Kharagpur including collection of digital resources in their stock, unfolding the scope and coverage in each case, such as source of origin, the search and retrieval software, the vendor details, cost of the database and the computer platform used . Further to this ‘Author’ tries to give reference to the in-house digitized information creation by way of Homepage development and its world wide accessibility through Internet ; creation of web documents through MHRD(Ministry of Human Resource Development) project grant (i.e Archives on Technical Education) . Finally ‘Author’ concludes this paper with his optimistic idea of emergence of hybrid library system in coming days to maintain parallel collection of documents both in print media as well as in digitized format to supplement and complement the gap in formation need of the users at large.Item Access to Digital Resources Using Internet At Banaras Hindu University : A Survey(INFLIBNET Centre, 2001-03) Prasad, H N; Singh, SuchitaThis paper presents the analysis of the survey of Internet users at Banaras Hindu University. Authors suggest that university libraries should organise Internet users training programme to ensure better exploitation of digital information available world wide.Item Role of Library and Information Proffessionals In The Emerging Knowledge Society(INFLIBNET Centre, 2001-03) Vyas, S DThe data, concerning human development progress as well as use of information technology in our country, shows that we are still far behind other developed nations. Efforts have been made by present government to make India, a knowledge based society in new era. It has set time bound targets to see that India becomes a 'developed nation' in next twenty years. The paper criticises the concept of knowledge worker, as it fails to identify the due role of library and information professionals. Appreciates the efforts of the Planning Commission and A.P.J. Abdul Kalam's India 2020: A Vision of the New Millennium, making an environment in which the people make India a developed nation. It states how our rural people begin to use the tools of information technology in new era. The opening of two Public Information Kiosks (PIKS) by National Institute of Rural Development (NIRD), in Andhra Pradesh is a good beginning to harness new technology by its rural people. The paper discusses the role of library and information professionals, as they are actively engaged in finding practicle solutions to the challenges of digital age. The paper points out Christopher Edwards's view that the role of information professionals in knowledge society is neither fully recognised nor understood. He furthers remarks that the major initiatives of the government have always bypassed the library and information sector. Our professional skills developed over generations are marginalised. The paper deliberates upon the recent development in ICTs at international level. The paper concludes with a caution, that, without emphasizing the role of information professionals as well as of libraries and information centres, our vision of knowledge society shall remain a dream.Item PRESERVATION OF DIGITAL INFORMATION IN LIBRARIES: ISSUES AND STRATEGIES(INFLIBNET Centre, 2001-03) Bulu, Maharana; Panda, K CThe introduction of digital technology into the process of production, distribution and storage of information has made the libraries to go digital. Libraries all around the globe have responded to various challenges posed by the preservation of digital information and have encountered the technical, organizational, resource and legal issues associated with it. Although, the libraries have been experimenting with various preservation strategies such as technology preservation, emulation, migration etc., the need for a technologically feasible, financially affordable and widely acceptable strategy for preservation is still there. The paper discusses various issues and challenges associated with digital preservation and examines different strategies of digital preservation. Digital libraries calls for resource sharing, which is a convenient way for managing and distributing information among users. Heterogeneous systems have to be interconnected so that the user community can have seamless/precise flow of information as per need. Also, future systems and services must be interoperable so that there is no potential loss of precision or data in the data exchange. This paper is an attempt to study interconnection and interoperability of information systems. Keeping in view the future users requirements, new technologies in the next generation information systems are also discussed. Amidst the furore of serial price increase, the steady growth of scholarly journals freely available in electronic form is worth noticing. Most editors and publishers agree that the research findings should be made widely available to all, and the internet is capable of doing just that. The text of these editions is preserved at various newspaper offices. This has resulted in database creation activity in Indian languages. Internet editions of Marathi newspapers are also being produced recently . Digital information is no less important than its analogue counterpart. Both require efforts to preserve the wealth that they contain. But, because electronic formats are mo re fragile and rely on technology that is constantly changing, the decisions that must be made about preservation must be considered sooner rather than later. It is in this context, that, this paper explores the issues surrounding the preservation of digital information and throws light on proposed strategies for digital longevity. This paper concludes that the need of hour is to create and develop valid documents in standard formats and adopt suitable methods to preserve data in digital format.Item XML ROLE IN DEFINING METADATA USING DTDs FOR THE DIGITAL RESOURCES ON THE WEB(INFLIBNET Centre, 2001-03) GAYATHRI DEVI, SThis paper introduces the concept of deficiencies in html and advocates that xml can be a substitute of html for its advantages. Being the web standard, it also accomplishes its application to the library documents as a metatag descriptor. The paper explains this through an example of XML, DTD, CSS, HTML files with few catalogue fields as descriptors. It also focuses on the various recommendations brought by RDF and Dublin Core in the development of metadata.Item Acquisition and Preservation of Digital Resoures(INFLIBNET Centre, 2001-03) Bhakti, Beke; Shinde, SwatiThe article deals with various aspects of digital resources such as selection, acquisition, legal aspects of purchasing, such as licensing agreements, archiving or preservation.Today the availability of digital resources is growing faster which have made significant impact not only on the traditional acquisition policy but also on the preservation and weeding out policy. Due to proliferation of digital resources, it is important that they should be preserved for long-term access. The article points out necessity of sound acquisition policy and the preservation aspects.
