The purpose of the study is to critically examine the importance of digital learning, particularly mobile learning, and its policy matters. Contextual analysis is conducted to explore the scope and gaps in the present M-Leaning system and the use of OERs. Our findings support the argument that M-learning is among the essential and alternative learning modes for current and next-generation students. UNESCO is in the continuous development and upgrades policies of OER. This study facilitates the policymakers to understand the current trends in digital learning and provides the gaps in m-learning to be upgraded in the future.en_US
