Abstract: This paper describes various technological and social requirements for planning digital and electronic library services. These requirements include LAN and client-server architecture, facilities for storage and access, facilities for archiving digital information, establishing priorities in building network information resources, introducing necessary changes in library organisation and services, and providing a comprehensive usertraining programme. Guidelines for building digital library and information services are suggested. The paper concludes with recommendations for the Indian libraries to take advantage of the availability of the information networking technology in creating their electronic libraries.
