    Planning, Designing and Developing of Digital Libraries and Digital Preservation

    Digital libraries represent the meeting point of many disciplines and fields, including data management, information systems, information retrieval, library sciences, document management, the web, image processing, artificial intelligence and human-computer interaction. Due to these technological invasions majority of libraries are getting converted into digital libraries which provide suitable help to fulfill their users’ basic objectives of providing relevant information. This is so because globalization of information is taking place and territorial boundaries are becoming meaningless due to developments in information and communication technology (ICT) and traditional constraints of time and space are disappearing. Digital library is the electronic library in which the access, storage and dissemination of information is in the digitalized form. It is an attempt to touch base with all the areas relating to use of digital library and digital preservation in libraries in simple language. This paper briefly describes the planning, designing, development, guidelines for designing, characteristics, achieves, services, resources, maintenance, responsibility, role of librarian, strategies, definition, need, purpose , function, digitization in libraries, Standards, policy, Softwares available, LSDI, advantages, disadvantages, etc.

    Capacity Building through Training Program in LIS Professionals: A Survey on Various Libraries in Barak Valley (Assam)

    Capacity is the ability to cope with problems with immediate solution. Capacity building involves man-machine interfaces to enhance operating efficiency, skills of employee of an organization towards the achievement of organizational goals. In order to make employees satisfied and committed to their jobs in academic and research libraries, there is need for strong and effective motivation at the various levels, departments and sections of the library. The present study was undertaken with a view to know the role of training program of LIS Professionals in their library services. The present study is based on the opinion of LIS professional from Rabindra Library, Assam University, Silchar and various college libraries which are affiliated under Assam University, Silchar in Cachar District, Assam. For this purpose, survey method has been adopted by the investigators, which comprises of administration of questionnaire, observation of the participants, and interview of the LIS professionals for knowing their view towards training program. The self-designed questionnaire has been distributed amongst the randomly selected samples. The filled up questionnaires have been collected from the respondents for data analysis and interpretations. For data analysis percentage calculations have been made. Findings of this study shows that training is essential for LIS professionals for developing their skill by attending conferences, workshop, refresher course, etc. to cope up with the capacity to handle latest technology.

    With its physical and virtual levels, information commons is the combination of information communication technologies, information technologies, information resources, facilities, and services in such a manner to ensure the seamless flow of digital information to the users. It constitutes the physical space, physical media, digital resources, digital services and training etc. Banaras Hindu University (BHU) Library System has done significant work to develop a healthy information commons to provide digital environment to assist the university students, researchers and faculties into their studies and research works. This paper presents the development of the information commons in the Central Library at Banaras Hindu University. It discusses the need and goals of the facilities to support the seamless access, collaboration and production of the scholarly outputs. The purpose of the study is to find the feasibilities to acquire new techniques and services to cope with the continuous paradigm shift towards the digital environment.

    Information Seeking Behavior of Scientists of ICAR, Meghalaya: A Study

    Understanding about the information needs and seeking behaviour of agricultural scientists could play a vital role in gathering their information needs efficiently. Libraries can use this knowledge for reorienting their collections and facilities to adapt them to the needs of the scientific community. The main purpose of the study is to examine different facets of information seeking behaviour, and specifically the information needs and seeking behaviour of agricultural scientists of ICAR Institutes of Meghalaya, , use pattern and also different types of constrains faced by them.A survey method along with random sampling technique was used for the study. A well designed questionnaire was used as a data collection tool along with observations and informal interviews. Some of 68 questionnaires were distributed, out of which 65 questionnaires received with response rate of (95.6%). Findings indicate that guidance in the use of library resources and services and mainly updating the Institutes libraries is necessary to help agricultural scieninformation needs and seeking behaviour of agricultural scientists of ICAR institutes in Meghalaya.

    Measuring the Publication Productivity of N.E-Indian Universities Using Scopus: A Bibliometric Analysis

    Universities of N.E- India are having a great importance in higher education sector for the region. Scholars from these universities published a numbers of intellectual works in different publication sources. SCOPUS is an indexing and abstracting database which facilitates for accessing the high quality published materials. The database is having a unique method of searching known as “affiliation search” strategy and the data for the institution publications are collected from it . The paper aims at investigating the different types of published materials by the Universities of N.E- India like articles, conference papers, review, erratum etc. The paper also identifies the peak period in which the growth of publication is maximum. Lastly, an attempt has been made to calculate the Annual Growth rate(AGR) and Average Annual Growth rate(AAGR) of the published documents during the last 20 years.

    Access of Electronic Resources in Engineering College Libraries of Assam: An Empirical Analysis

    The main objective of this research is to analyze and evaluate the use of web based-resources by the engineering college libraries of Assam. It covers the different types of academic users including faculty members, students and research scholars. It aims to consider the various factors of e-resources usage such as purposes, impact, importance, problems, acceptance, and satisfaction with e-resources. The survey was conducted with the help of a structured questionnaire followed by interview as and where it was felt necessary. Two formats of questionnaire were prepared; first, a printed format and second, an electronic format using Google Docs spreadsheet. The data so collected were analyzed and interpreted with the help of MS Excel. The study finds many aspects of e-resources use among engineering academics of Assam. It reveals that engineering college library users are using many types of e-resources. Using the e-resources, their academic/professional competency also improved. The teaching methodology also involved the e-resources uses and the students’ ability was also affected in a positive manner by this methodology. Some problems were also explored in using eresources. The majority of users were quite satisfied with using e-resources. The study was an attempt to evaluate the use of e-resources by users of engineering college libraries of Assam. Results from the study are encouraging and it is hoped that the findings will provide meaning and a useful platform for further research as well as usability among engineering academics will also be improved.

A survey has been carried out among different libraries of Assam.     Status of ICT Applications in the Higher Educational Institutional Libraries of Sikkim: A Preliminary Survey

    The Information and Communication Technology (ICT) has played an important role in the library and information centre and changed the concept of libraries. The application of ICT is much essential for libraries and information centres because these centres are carrier of information which is useful for everyone. Use of ICT in library and information centres has become more important in the age of information explosion and widespread use of digital information resources. ICT in libraries helps in performing their routine operations and services most efficiently. Libraries are subscribing e-journals, CD-ROM databases, online databases, web based resources and a variety of other electronic resources for its users and all this is possible with the help of ICT applications. The first part of paper describes about the higher educational institutions and their libraries whereas the second part of the paper highlights the status of ICT infrastructure and computerisation of libraries in the higher educational institutions of Sikkim.

    Research Publication Trends of the Scientists of Tezpur University: A Scientometric Study

    Bibliographic records of 847 items retrieved from Web of Science were studied and increasing publication trends were seen in Tezpur University (T.U.). The average output of the organization was 60 publications per year; the peak was 200 items in 2012 and the minimum was 4 items in the year 1999. Single authorship publication accounted for 6%, while multi authorship publication of articles accounted for 94 %. The top 22 institutions which collaborated with T.U accounted for about 26% share. It was seen that the publications of T.U received a total of 4763 citations during the period of 14 years. The average citation per item was 5.7.

    Application of Google Drive in Academic Library: A Practical Approach

    Application of Information and Communication Technology (ICT) in Library and Information Centre (LIC) brings significant changes in its systems and services. The LIC always tries to apply various ICT tools to make the systems and services more user-friendly. Cloud computing is the recent one in this row. This paper shows how the Google’s cloud based service, i.e., Google Drive can be used in a college library. In college library, for purchasing the library books, the faculty members usually submit their requisite list of books in plain paper or in a prescribed form containing different columns for bibliographic information and number of copies required. In this process, a librarian faces different obstacles. Google Drive is one of the to solutions to overcome from this issue. This study is completely based on a practical approach followed in Pub Kamrup College Library and it is in initial stage/trial stage.

    Awareness and Use of UGC-Infonet Digital Library Consortium E-Resources in Universities of Gujarat State: A Sample Survey

    This survey finds that 57.20 percent of the users are aware and use the UGC-Infonet Digital Library Consortium E- resources, whereas 31.16 percent are aware, but do not use and 11.62 percent are not at all aware of the availability of the consortium resources. The majority of non-users belong to social sciences and humanities and those who have not undergone any type formal computer training. Comparatively the users from science stream uses the consortium resources more frequently than those belonging to social science and humanities. Lack of knowledge to use, slow internet bandwidth, lack of time to visit university library and can not access this consortium on ID/Passwords are found to be the major problem faced. Providing training and giving access to ID/Password to its users will make maximum use of the consortium.
