Abstract: The present paper describes about the universal access to knowledge and information in the network and digital environment. It highlights the Open Access Declaration, Open Access Movement in India and aboard, Open Source Software for establishing Institutional Repositories and Digital Libraries for open access. Besides this it also highlights the recommendations of the Working Groups of National Knowledge Commission for Libraries and Open Access and Open Access Educational Resources. Some of the national level digital library initiatives and institutional repositories have also been listed for the benefit of the professionals. Initiatives taken by the INFLIBNET Centre , Ahmedabad and IISc , Bangalore and other institutions for creating Digital Libraries using Dspace has also been described. The initiatives taken by the INFLIBNET Centre and IIT Bombay for initiating Electronic Theses and Dissertation Project has been described in brief. Abstract: The objective of library networking is to promote resource sharing and free flow of information. Rapid technological changes have brought a drastic change in the resource sharing activities, specially Open Archives Initiatives (OAI) model enables the dissemination of research output at international, national and regional levels thus removing the restrictions placed by the traditional scientific model. Z39.50 protocol has provided a common platform which help to develop a Union catalogue. These new developments have made resource sharing more practical. In such a scenario, the best approach is to focus on how software will make it possible for the library to utilize networked resources for the maximum benefit of their users. This paper presents a design of library software, which is interoperability in nature and support networking and exploitation of web resources apart from automating library operations. Abstract: The pivotal role of education as an instrument of social change - by altering the human perspective and transforming the traditional mindset of society is well recognized. The universalisation of education has become the top priority, especially for the developing countries. But the extension of quality education to remote and rural regions becomes a Herculean task for a large country like India with multi-lingual and multi-cultural population separated by vast geographical distances, and, in many instances, inaccessible terrain. Open Courseware (OCW) is part of a comparatively new educational movement in the line of Open Access (OA) and leading institutions and universities around the world are capitalizing it for the betterment of the society. OCW provides learners an opportunity to disseminate knowledge beyond the traditional classroom environment. The present study aims to spread the word of OCW and sensitize the teachers and learners about the tremendous potential of OCW in the context of education in India. Abstract: Library Consortia or Consortium is now being overheard globally. It is more because of electronic or digital form of information. Consortia are all about sharing resources and improving access to information. These resources are shared among libraries that have common missions, goals and clients (users) and act on those commonalties. Before we are sharing own library resources through inter library loan, but in this Information communication technology (ICT) age it has gained momentum even in the developing countries. When library consortiums are formed, the existing environment about users’ preferences and difficulties need to be studied. Abstract: Now-a-days, while a mature system of preservation and conservation (PAC) technology and methodology exists world wide to achieve the systematic PAC of world’s cultural heritage, the PAC programs of Bangladesh National Archives (the custodian of Bangladesh Government’s records) have excluded the same provisions to sustain the usable life of it’s resources. In this circumstance, this study seeks to articulate the current PAC status of archives in Bangladesh National Archives, and examine the barriers that have hindered the development of fullfledged PAC program for them. Finally some recommendations have been put forward at the consideration of Bangladesh National Archives so that it can employ the minimum technologies for proper care of its resources and become gradually able to adopt latest technologies for the preservation of manual archives together with the development of a national digital repository of archives. Abstract: The choice of library management programme is constituted by social, economic and or political factors that result in selection of a system that is not suitable for the library requirements, characteristics and functions. Open Source Software or OSS has revolutionised the modus operandi of library software for library automation. OSS is quickly becoming a solution, owing to the freedom to copy, modify and distribute it and freedom from contracts as well as for greater opportunities for interoperability with other application. The paper mainly discusses about different OSS. It is a relatively new idea for library automation. People often advocate OSS because it is free. Some of the selected OSS is highlighted. Abstract: RSS is a Web 2.0 technology that is being used by millions of web users around the world to keep track of their favourite websites. In the ‘old days’ of the web to keep track of updates on a website visitors had to ‘bookmark’ websites in their browser and manually return to them on a regular basis to see what had been added. RSS has become a valuable technology for everything from casual web users to webmasters. According to a recent Yahoo survey only 12% of internet users are aware of RSS and a mere 4% have knowingly used RSS. The paper discusses about the different aspects of RSS such as meaning of RSS, evolution of RSS, how to create RSS and how to get / read RSS Feeds including basics of XML, which is the basic language for writing programs for RSS Feeds. Abstract: Library 2.0 is a loosely defined model for a modernized form of library service that reflects a transitionwithin the library world in the way that services are delivered to users. The focus is on user-centered change and participation in the creation of content and community. The concept of Library 2.0 borrows from that of Business 2.0 and Web 2.0 and follows some of the same underlying philosophies. This includes online services such as the use of OPAC systems and an increased flow of information from the user back to the libraryWith Library 2.0, library services are constantly updated and reevaluated to best serve library users. Library 2.0 also attempts to harness the library user in the design and implementation of library services by encouraging feedback and participation. Proponents of this concept expect that ultimately the Library 2.0 model for service will replace traditional, one-directional service offerings that have characterized libraries for centuries.Present paper highlights the chaning role of library 2.0 in present digital environment. Abstract: The INFLIBNET Centre, being a nodal agency of the academic sector of the country working in the area of resource sharing among the community, started developing union databases of library resources available in the university sector. In this regard, PhD dissertation being an important vital source of information for the academic research community, the Centre in the initial period of its establishment, started developing the union database of theses with the support of 82 universities having 52000 records. The database has now 2, 20,206 records with support from 238 universities. This article explains about the creation of theses union database at INFLIBNET Centre. It also includes steps involved in creating the database till the making available online for the user community. Further, it gives complete overview about the union database of theses. Abstract: The internet has become the way of life in this information society. It beings the idea of wall less/boundary less open library. Whereas, in the states like Manipur, the distant and remote corner of North East India, it is only available to few people with access to a Computer Network. The ability and facility to access web contents are very limited. Keeping this in view the present piece of study attempts to analyse the status in 48 (Forty eight) different types of libraries of Manipur. Besides this, 321 (three hundred and twenty one) users of these libraries have also been taken into account to understand how far they can use and are aware of accessibility to internet.
