Abstract: Open Access (OA) initiative emerged as a revolutionary movement that promotes free access to scholarly publications over the Internet, removes the price and permission barriers and ensures the widest possible dissemination of research. OA exists where there is free, immediate and unrestricted availability of digital content. In India poor access to international journals and the low visibility of research papers are the major problems facing Indian researchers. OA is viewed as a solution to remedy this problem.A number of workshops and training events were organized in India during this period, where a few thousand library and computer professionals received training in open source software for building open access repositories. The present paper aims to give the concept of Open Access and highlights some of the Open Access Journal initiatives in India.Open Access to information and knowledge not only enables digital inclusion of common citizens, particularly under privileged communities, but also bridges social divides. Abstract: Open access journals are scholarly journals that are available to the reader “without financial or other barrier other than access to the internet itself.” Some are subsidized, and some require payment on behalf of the author. Subsidized journals are financed by an academic institution or a government information center; those requiring payment are typically financed by money made available to researchers for the purpose from a public or private funding agency, as part of a research grant. There have also been several modifications of open access journals that have considerably different natures: hybrid open access journals and delayed open access journals. Open access journals (sometimes called the “gold road to open access”) are one of the two general methods for providing open access. The other one (sometimes called the “green road”) is self-archiving in a repository. The publisher of an open Access journal is known as an open access publisher, and the process, open access publishing. The paper describes about the open access and open access journals. The benefits of the OAJ to researchers, for education, types of OAJ, the OAJ and the library, essential of OAJ, advantages and disadvantages of OAJ, current problems, criticism, history and links are discussed in this paper for the benefit of the research scholars. Abstract: The present paper describes about the universal access to knowledge and information in the network and digital environment. It highlights the Open Access Declaration, Open Access Movement in India and aboard, Open Source Software for establishing Institutional Repositories and Digital Libraries for open access. Besides this it also highlights the recommendations of the Working Groups of National Knowledge Commission for Libraries and Open Access and Open Access Educational Resources. Some of the national level digital library initiatives and institutional repositories have also been listed for the benefit of the professionals. Initiatives taken by the INFLIBNET Centre , Ahmedabad and IISc , Bangalore and other institutions for creating Digital Libraries using Dspace has also been described. The initiatives taken by the INFLIBNET Centre and IIT Bombay for initiating Electronic Theses and Dissertation Project has been described in brief. Abstract: The objective of library networking is to promote resource sharing and free flow of information. Rapid technological changes have brought a drastic change in the resource sharing activities, specially Open Archives Initiatives (OAI) model enables the dissemination of research output at international, national and regional levels thus removing the restrictions placed by the traditional scientific model. Z39.50 protocol has provided a common platform which help to develop a Union catalogue. These new developments have made resource sharing more practical. In such a scenario, the best approach is to focus on how software will make it possible for the library to utilize networked resources for the maximum benefit of their users. This paper presents a design of library software, which is interoperability in nature and support networking and exploitation of web resources apart from automating library operations. Abstract: The pivotal role of education as an instrument of social change - by altering the human perspective and transforming the traditional mindset of society is well recognized. The universalisation of education has become the top priority, especially for the developing countries. But the extension of quality education to remote and rural regions becomes a Herculean task for a large country like India with multi-lingual and multi-cultural population separated by vast geographical distances, and, in many instances, inaccessible terrain. Open Courseware (OCW) is part of a comparatively new educational movement in the line of Open Access (OA) and leading institutions and universities around the world are capitalizing it for the betterment of the society. OCW provides learners an opportunity to disseminate knowledge beyond the traditional classroom environment. The present study aims to spread the word of OCW and sensitize the teachers and learners about the tremendous potential of OCW in the context of education in India. Abstract: Library Consortia or Consortium is now being overheard globally. It is more because of electronic or digital form of information. Consortia are all about sharing resources and improving access to information. These resources are shared among libraries that have common missions, goals and clients (users) and act on those commonalties. Before we are sharing own library resources through inter library loan, but in this Information communication technology (ICT) age it has gained momentum even in the developing countries. When library consortiums are formed, the existing environment about users’ preferences and difficulties need to be studied. Abstract: Now-a-days, while a mature system of preservation and conservation (PAC) technology and methodology exists world wide to achieve the systematic PAC of world’s cultural heritage, the PAC programs of Bangladesh National Archives (the custodian of Bangladesh Government’s records) have excluded the same provisions to sustain the usable life of it’s resources. In this circumstance, this study seeks to articulate the current PAC status of archives in Bangladesh National Archives, and examine the barriers that have hindered the development of fullfledged PAC program for them. Finally some recommendations have been put forward at the consideration of Bangladesh National Archives so that it can employ the minimum technologies for proper care of its resources and become gradually able to adopt latest technologies for the preservation of manual archives together with the development of a national digital repository of archives. Abstract: RSS is a Web 2.0 technology that is being used by millions of web users around the world to keep track of their favourite websites. In the ‘old days’ of the web to keep track of updates on a website visitors had to ‘bookmark’ websites in their browser and manually return to them on a regular basis to see what had been added. RSS has become a valuable technology for everything from casual web users to webmasters. According to a recent Yahoo survey only 12% of internet users are aware of RSS and a mere 4% have knowingly used RSS. The paper discusses about the different aspects of RSS such as meaning of RSS, evolution of RSS, how to create RSS and how to get / read RSS Feeds including basics of XML, which is the basic language for writing programs for RSS Feeds.
