Abstract: The WWW is more and more used for application to application communication. The programmatic interfaces made available are referred to as web services. Most people today can hardly conceive of life without the internet. The web of documents has morphed into a web of data. The semantic wave embraces three stages of internet growth. The first stage, web 1.0, was about connecting information and getting on the net. Web 2.0 is about connecting people putting the “I” in user interface, and the “we” into a web of social participation. The next stage, web 3.0, is starting now. Abstract: The World Wide Web is a huge repository of information, and continues to grow at a rapid pace, constantly being augmented and maintained by millions of people. The library professional has progressed immensely in the last decade, and acquired the common skills to use the Internet and other technology to collect organize and disseminate the knowledge, but still creation and maintenance of an interactive library website required technical expertise, money and time. Abstract: The article addresses activities that involve some of the exclusive rights of copyright holders; the right to make copies, to display or perform copyright works, and in some cases to distribute works; and the copyright law’s exemptions from liability for fair use and for certain library copying. Copyright is legally complicated, controversial, subject to a number of misunderstandings and generally not fully understood even by the librarians whose daily tasks include administering it. To better understand the current status of copyright and its impact on libraries the notion of copyright is briefly outlines, along with what exactly copyright is. Libraries and academic institutions can also influence publishers to adjust their present copyright policies with regard to the reuse of published articles. The expectation is that there will be many digital libraries, most of which will have specialized collections and will be internet worked together in a way loosely resembling today’s Internet. Most digital library project planners are aware there are intellectual property issues that must be resolved in order to successfully deploy their libraries. Some proposals for digital library projects express intent to resolve intellectual property issues as part of the overall plan for the library. Abstract: Books can play an important role in children’s lives. Research has shown that children’s use of books can increase their cognitive, social, and motivational development. In addition, access to narratives from different cultures can offer children opportunities to better understand the world around them as well as who they are in relation to that world. Every day the news media report misunderstandings, intolerance and outright aggression between people from different cultures. Age-old disputes over land, water, religious and cultural practices fuel intolerance. Children absorb the culture and attitudes of their community. Consequently, cycles of intolerance pass from generation to generation. But there is some hope for change: research has shown that sharing personal experiences can change attitudes. Change can happen when children read children’s books from other cultures. International Children’s Digital Library Foundation is the mother organization of the International Children’s Digital Library (ICDL). The mission of the International Children’s Digital Library Foundation is to prepare children for life in an ethnically and culturally diverse world by building the world’s largest online multicultural repository of children’s literature. Abstract: In educational and research institutions, the quantity of digital content created is huge, and libraries at these institutions have a liability to bring this digital material under guardian control in order to manage and preserve it over time. These all have presented challenges and problems to libraries because of the need for special equipment to display items in these formats, obsolescence of this equipment and/or the formats, and the need to preserve the information contained on sometimes fragile storage media. Now the Libraries are working with the DSpace, Greenstone etc (opensource digital repository platform) to explore the problem of capturing research and teaching material in any digital format and preserving it over time. It is a daunting task with few confirmed models, requiring new technology, policies, procedures, core staff competencies, and cost models Problems are not ending; now burning problem is what we should be selected for Preservation for future as this task is not trouble-free. Abstract: Digitization is an electronic process of converging information from a print format to a digital format. Abstract: The purpose of this paper is to describe about the Dublin Core Metadata elements, its significance, as the latest emerging International Standard of cataloguing of books, articles, videos and World Wide Web Resources. A candid discussion and general guideline is provided for the digital library professionals to manage electronic resources with the help of 16 DC metadata elements. This paper at least answers some primarily questions like “What are DC metadata elements?” “What are its characteristics?” “Why they are important and how it is becoming a techno-savvy approach of traditional cataloguing in current scenario?” The paper also examines the relationship between metadata and traditional cataloguing. The main steps for cataloging web resources using Sixteen Dublin Core Metadata elements are explained, and a worksheet is also provided to create DC metadata. DC metadata elements are valuable add-ons for digital library. The overview of Dublin core metadata cannot be complete in such small paper, therefore author limit herself to the most prominent technologies available. Abstract: Distance Education is gaining lot of prominence in the country due to various socio-economic parameters and the rising demand for education. The country has got a very comprehensive Distance Learning system comprising a national open university, 12 state open universities and 127 directorates of distance education attached to campus universities. The Indira Gandhi National Open University operates through a three-tier system having University Headquarters at Maidan Garhi, New Delhi; 64 Regional Centres in various States and 1621 Study Centres scattered all over the country. Library and Documentation Division (L&DD) is a hierarchical system with the Central Library at the Headquarters followed by branch libraries located at Regional Centres and Study Centres. To provide equitable information access to distance learners at par with the current national initiatives for campus based learners, the Library is working to form a library consortium, NODLINET (National Open and Distance Learners’ Library Network) for distance learning institutions as the network of national Open University, state Open Universities and directorates of distance education in campus universities in the country. Distance learning Libraries should concentrate on fulfilling the information needs and requirements of distance learners by exploring modern information technologies, developing library networks and negotiating with information providers to strike better learner friendly licensing and access models. The paper discusses the different barriers in providing electronic resources and services to the distance learners and arrives at viable suggestions for overcoming the same. Abstract: There are many web-authoring software like FrontPage, Dreamweaver, etc which have been used to develop and maintain the websites. But gradually, it became difficult to maintain and update the websites because of their very dynamic nature and a variety of file formats. Content Management Systems(CMS) evolved as an alternative to such web-authoring tools. A content management system offers a way to manage large amounts of web-based information that escapes the burden of coding all of the information into each page in HTML by hand. Although the rapid proliferation of commercially available content management systems makes it easier to find a vendor that might have right solution, the cost to purchase a commercial CMS application is very high. As an alternative to commercial CMS, open source solutions are a tantalizing option. Though, there are a huge number of open source CMS available in public domain, it is difficult to decide what solution will work best for a particular organization (or library). The author explain on this paper the functional requirements, for novice users, of a CMS and to evaluate a few most popular open source CMSs.
