Abstract: The article describes the licensing deals that consortia can negotiate on behalf of their member libraries have a lot of impact on libraries on collection development decisions. The libraries, consortia and publisher should understand each other’s goals and needs. They have to work more closely together as a alliance for a common goal rather than seeing each other as target. INFLIBNET, in this regard act as catalyst and co-ordinate the activities of the participating libraries throughout the country and always try to strengthen the consortia model among all the 294 universities in India. Each participating library is required to sign a commitment form for the product price point for which it was able to commit. Once the price was fixed, the implementation could begin (in the first phase INFLIBNET has selected 38 universities for the purpose). The most ideal outcome would be for us to be able to weave a web of cooperation that would tie together local, state, regional, national and international consortia along with networks and vendors. Abstract: The Ministry of Human Resource Development (MHRD) has set-up a “Consortia-based Subscription to Electronic Resources for Technical Education System in India” on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. Abstract: Information Flow refers to the technique in which information is acquired, analyzed, and distributed by Metropolitan Planning Organizations. Information Flow can be studied taking into account three stages of the process such as (i) Accomplishment of Data in Electronic form, (ii) Analysis and Management of Data, and (iii) Distribution of information. The ameliorated telecommunication systems, a convergence of an assortment of technologies such as telecommunication, computer, satellite, microwave etc. have a far-reaching upshot to adopt a changed system of flow of information. Telecommunication technology pooled with Computer technology in this respect is an indispensable medium that transmits information by electromagnetic means. A wide variety of information can be transferred through a telecommunications system, including voice and harmony, still-frame and full-motion pictures, computer files and applications, and telegraphic data. Abstract: Subject Gateways provides search facilities of relevant information sources on the Internet and are created, designed, maintained and reviewed by librarians/information professionals and/or subject experts with the aim of providing access to high quality sources of information and contain the full range of subject oriented internet material which negate the possibility of repetition in the search results. The use of traditional cataloguing and classification aims to ensure accurate subject description. Thus the quality input provides a quality output search and it is for the user to decide whether the output is capable to match their requirement. Gateways also give an opportunity to authors/scholars/users to provide an input of information resource through its template, though it is further evaluated and assessed by gateway editors. Selection procedure, collection management policy, scope policy and reviewing the information Gateway has been included in brief. ICSSR is the sponsoring body of the Information Gateway of Social Sciences, thus the paper has been concluded by providing the recommendations for ICSSR. Abstract: The paper examines both the two advanced terminologies of information skills and information literacy as generally envisaged. Discusses the challenges proffered by the new technology within and out of the institutions of higher learning. Provide and direct users on library use and marketing information literacy has become a major duty of library staff whether on a library practical tour nor in a lecture hall. This has been both a major initiative and contribution that library and information profession are involved for the sake of promoting the effective use of the print and electronic resources under their custody. India has not done much on the user skills programme as observed in most of their colleges and universities, unlike other many countries. However, the country recognizes the need for training end-users in the appropriate areas as the environment changes in order to overcome hurdles while using the library resources. Stresses the importance of continuing education not only for the library and information professionals but also the patrons whenever there is a new invention. It further suggests that Indian universities and colleges make it an obligation for all users to undertake this training whether in a lecture theatre or hand on the site-training. Abstract: This paper describes the in-house software development initiative undertaken at the Central Library of Indian Institute of Technology, Kharagpur for library automation and to replace the existing commercial package. A glimpse of the application of software development strategies for a library software development work is presented with the help of ER diagram, DFD, and schematic diagram, for the Current Journal module. Any software development effort pursues its challenges as the focal point to improve, enhance and substantiate the development effort. Some of the hidden and perceived challenges are listed out. As the software development phases up to testing only consume 40% of the effort, the library is gathering resources and support to execute 60% of the effort in maintaining the package as well as to generalize the package for its marketability. Abstract: The university of Kashmir was initiated to the use of IT applications for its library services under the auspices of the INFLIBNET Centre, Ahmedabad. The university has so far created some databases which include those of books, theses (M.Phil and Ph.D), medical dissertations (MD and MS). The Library System of the university has developed one more database of the articles published in different international and national journals available in the Central Library (Allama Iqbal Library itself). This data base viz., Journa holds 1, 50,000 odd records of the articles from the journals / periodicals available in the library. The database is kept on a few systems for the search and study of the clientele of the library augmented by the photocopying facility available in the same floor these journals are put to display. Abstract: The academic environment is becoming more and more competitive in its dealings and functions and the academic culture is fast transforming as enterprising in nature. The academic library as the centre for scholarly communication faces many challenges in meeting needs and behavioural patterns of users of the university. Among the solutions used in libraries in providing information, an access strategy through web is very much requested by modern users. A university library access portal (ULAP) is the solution for information needs of academic users to facilitate teaching, learning and research. ULAP is supposed to provide updated information and access to e-resources to cope up with the changes and challenges of the curricula and learning outcomes planned under new educational strategies. Abstract: Information technology is a boon of present century. It is a combination of several technologies and systems, such as computer technology, telecommunication technology, micro-graphic technology and information retrieval technology. Application of IT is imperative for sustainable development in all spheres of human activities. IT, as a tool for harnessing information, should be introduced specially in libraries of higher learning institutes with long term vision and prospective planning at a time when the country has entered the new millennium. The challenges of 21 st century such as globalization, privatization and liberalization should not be neglected by higher education system. Hence the application of IT in higher education should consider these aspects. This paper discusses the librarian's computer awareness and application of IT in college libraries of Yavatmal district (Maharashtra). The author conducted a questionnaire survey of college libraries to find out the proportion of librarian's computer awareness and use of IT application in college libraries of Yavatmal district. The finding of this study was that out of 34 respondents 18 librarians were computer literate and aware of Information Technology. Only 8 colleges have computers in the libraries and 6 college libraries are automated. The results of this study suggest that UGC should provide financial help for the automation of college libraries of higher education and the librarians must get ready by keeping abreast of latest Information Technology in order to face the new challenge in information field.
