Abstract: World Wide Web (WWW or the Web) is perhaps the second most widely used application after electronic mail. The publicity and popularity WWW has gained is so great that many people equate WWW with the Internet. It has been attracting large number of users as well as information providers due to its user-friendly interface and hypermedia features. The size of WWW is not only huge it also has been increasing at a mind-boggling rate making it extremely difficult to retrieve information from it. In order to overcome this difficulty a large number of companies and institutions have developed various search aids such as catalogs, indexes, directories, and search engines for information retrieval. However, the huge number of these search aids and the differences in the search features used by them have confounded users. Are these web search engines equally good or do they differ greatly? Is it a fact that a particular search engine is good for one particular subject field and not so good for another? How do they differ from one another in performance? Is there a single Web search engine that out-performs all others in information retrieval? The current study attempts to seek answers to some of these questions. Abstract: The greatest upheaval in the library history that occurred after the invention of the Printing Press in the fifteenth century has been seen in the last two decades of the twentieth century due to a series of technological advancements. These breakthroughs in technology included the development of the Computer and the advent of the Internet. This led to the birth of the phrases "Access versus Ownership" and "Library Consortium". Abstract: A very large part of the content in our country is in various local languages. Language is a barrier to get the full advantage of this knowledge. In order to remove the language barrier, computer and IT solutions can play a major role. It is needed to create a system of multilingual content knowledge base so that it can serve all-regional community requirements. However this is not an easy task as there are various technological hurdles and lack of commitment. Commercial companies are not interested in developing such solutions, as there is no big market for them. This paper gives an insight about developing the local language solutions and it’s pros and cons. It also discusses about the initiatives taken by the government and its supported organisatons. Abstract: The Internet and web are growing and accelerating the problem of information explosion globally. Internet based resources and services are very valuable particularly for developing countries including India since the printed sources of information are not easily available in time from developed countries. Internet services are being used effectively for library applications for retrieving information from remote data bases and have been the basis of advent of the digital library. India, having more than 180 Universities and 6000 colleges mainly depends on resources available in their own libraries but such isolated libraries can be made to digital library resource for providing better and quick services. The digital libraries are superior over classical libraries in many respects and rank to levels like Stand-alone Digital Library (SDL), Federated Digital Library (FDL) and Harvested Digital Library (HDL). A HDL can be charged by the expert to enhance its content. The digital libraries can be converted into Search Engines also but need a huge organizational effort, and shall become more useful for a one time shot for quickly needed information. Several digital libraries and their web sites are available on Internet related to standard libraries and different subjects for the users. A number of national digital library networks in India are in operation/implementation stage and institution are being encouraged for their transformation into digital libraries and become part of the digital network for speedy exchange of information. Abstract: DLIST is the Digital Library of Information Science and Technology, a repository of electronic resources in the domains of Library and Information Science (LIS) and Information Technology (IT). Initial collection development scope is in Information Literacy and Informetrics. Academics, researchers, and practitioners create a wealth of content that includes published papers, instructional materials, tutorials for software and databases, bibliographies, pathfinders, bibliometric datasets, dissertations and reports. DLIST aims to capture this wealth of information in a library that is openly available for re-use and flobal dissemination. Open deposit processes where authors retain copyright and facilities for full-text storage in a variety of formats are used. A demonstration of DLIST along with the steps to register, deposit, and use materials is a part of the oral presentation at CALIBER 2003, Ahmedabad, India. UK and US experiences in building institutional repositories and strategies for international consortia building for resource sharing using DLIST are also outlined. Abstract: IIT Bombay Central library has varied collection in physical as well electronic/digital form. The access and maintenance of physical collection has become a great challenge as far as economic and ethical problems are concerned. The digital collection can easily be preserve on system and accessible to users on web without being tampered, but the rare and classic collection in physical form need to be preserved for future generation by overcoming the unethical means of losses. The MODROB / MHRD sponsored project helped to initiate the issue of security by installing the electronic security system to secure the esteemed collection and augment circulation activity. Abstract: Cryptography has widely been used as a means of information security in today’s electronic world. In addition to e-commerce, e-mail and other applications over the Internet, it has been used in common household items as well. The increased reliance on cryptographic methods has raised several ethical questions of global concern that are closely related to fundamental human rights. Some view it as a boon, as an escape from the oppressive hands of the state while others see it as a way of making the information - poor have to pay for every information and denial of access to essential information. In this paper an attempt has been made to separate out the concepts appropriate to each interpretation. Digital libraries also face quite many ethical problems concerning cryptography that even stand against the principles of a public library system. Abstract: While searching for information the researcher will encounter many types of resources-books, articles and websites.But all of them may not be suitable for his purpose.The researcher needs to identify only relevant and authentic information which suits his purpose. The information source has to be evaluated in terms of coverage, scope ,intended users, timeliness, authority, objectivity, documentation etc. Though most of the strategies stated above for evaluating the information can be applied to any type of resource,the unfiltered, free-from nature of the web provides unique challenges in determining a website'appropriateness as an information source.Many guidelines and checklists are available on Net for evaluating Internet sources.This paper presents the findings of such a study made to evaluate selected websites to check the validity of information, coverage,currency,appropriateness, links and structure of the website keeping in view certain evaluation criteria.Findings reveal that variations exist among the websites in terms of their structure and content and it is also possible to find out validity of information available on Web by evaluating the resource we want to use. Abstract: Resource sharing is an age-old concept in the Library and Information profession, which is addressed by terms such as co-operation, consortia, networking etc. Information explosion has made it difficult for libraries to acquire all the required information resources, which are published. The change in information generation and transmission has made us to move from print to electronic in terms of acquiring information resources and to provide services. freeE-Journals Information Service (freeE-JIS) is a demonstration system, developed at NCSI as an extension for E-journal Information Service (E-JIS) provided by the Centre in IISc. The prototype freeE-JIS supports Co-operative E-journals Content Management System, where libraries willing to participate can share their knowledge of free E-journals, available on the Internet. The software for freeE-JIS was developed on Linux platform using Apache Web Server with MySQL database as the back end. Abstract: The article describes the licensing deals that consortia can negotiate on behalf of their member libraries have a lot of impact on libraries on collection development decisions. The libraries, consortia and publisher should understand each other’s goals and needs. They have to work more closely together as a alliance for a common goal rather than seeing each other as target. INFLIBNET, in this regard act as catalyst and co-ordinate the activities of the participating libraries throughout the country and always try to strengthen the consortia model among all the 294 universities in India. Each participating library is required to sign a commitment form for the product price point for which it was able to commit. Once the price was fixed, the implementation could begin (in the first phase INFLIBNET has selected 38 universities for the purpose). The most ideal outcome would be for us to be able to weave a web of cooperation that would tie together local, state, regional, national and international consortia along with networks and vendors. Abstract: The Ministry of Human Resource Development (MHRD) has set-up a “Consortia-based Subscription to Electronic Resources for Technical Education System in India” on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. Abstract: Information Flow refers to the technique in which information is acquired, analyzed, and distributed by Metropolitan Planning Organizations. Information Flow can be studied taking into account three stages of the process such as (i) Accomplishment of Data in Electronic form, (ii) Analysis and Management of Data, and (iii) Distribution of information. The ameliorated telecommunication systems, a convergence of an assortment of technologies such as telecommunication, computer, satellite, microwave etc. have a far-reaching upshot to adopt a changed system of flow of information. Telecommunication technology pooled with Computer technology in this respect is an indispensable medium that transmits information by electromagnetic means. A wide variety of information can be transferred through a telecommunications system, including voice and harmony, still-frame and full-motion pictures, computer files and applications, and telegraphic data. Abstract: Subject Gateways provides search facilities of relevant information sources on the Internet and are created, designed, maintained and reviewed by librarians/information professionals and/or subject experts with the aim of providing access to high quality sources of information and contain the full range of subject oriented internet material which negate the possibility of repetition in the search results. The use of traditional cataloguing and classification aims to ensure accurate subject description. Thus the quality input provides a quality output search and it is for the user to decide whether the output is capable to match their requirement. Gateways also give an opportunity to authors/scholars/users to provide an input of information resource through its template, though it is further evaluated and assessed by gateway editors. Selection procedure, collection management policy, scope policy and reviewing the information Gateway has been included in brief. ICSSR is the sponsoring body of the Information Gateway of Social Sciences, thus the paper has been concluded by providing the recommendations for ICSSR. Abstract: The paper examines both the two advanced terminologies of information skills and information literacy as generally envisaged. Discusses the challenges proffered by the new technology within and out of the institutions of higher learning. Provide and direct users on library use and marketing information literacy has become a major duty of library staff whether on a library practical tour nor in a lecture hall. This has been both a major initiative and contribution that library and information profession are involved for the sake of promoting the effective use of the print and electronic resources under their custody. India has not done much on the user skills programme as observed in most of their colleges and universities, unlike other many countries. However, the country recognizes the need for training end-users in the appropriate areas as the environment changes in order to overcome hurdles while using the library resources. Stresses the importance of continuing education not only for the library and information professionals but also the patrons whenever there is a new invention. It further suggests that Indian universities and colleges make it an obligation for all users to undertake this training whether in a lecture theatre or hand on the site-training. Abstract: This paper describes the in-house software development initiative undertaken at the Central Library of Indian Institute of Technology, Kharagpur for library automation and to replace the existing commercial package. A glimpse of the application of software development strategies for a library software development work is presented with the help of ER diagram, DFD, and schematic diagram, for the Current Journal module. Any software development effort pursues its challenges as the focal point to improve, enhance and substantiate the development effort. Some of the hidden and perceived challenges are listed out. As the software development phases up to testing only consume 40% of the effort, the library is gathering resources and support to execute 60% of the effort in maintaining the package as well as to generalize the package for its marketability.
