Abstract: “A library is a place where the right information is provided at right time, at right place and in a right personal way” by Dr. Ranganathan still holds true with the coming of new technology. The resources are shifting from print to electronic forms and the horizons of information age have expanded considerably than ever before, thanks to Internet and World wide web making the whole world a global village, thereby leading to such huge information maze which is beyond imagination. But, in order to make effective use of this mine of information, it becomes equally important to understand it and devise tools and techniques to utilize it effectively. Besides the analytical skills to identify the needs of users, knowledge of search tools has started becoming a speciality. Where search engines, subject’s guides and meta search engines help identify and locate the information, search logic helps to conceptualize the queries. However, the librarians who are excited to use wonderful web resources are digging out and mastering techniques to understand it’s behavior keeping in mind the fact that the value of a resource, and its ability to satisfy the information requirements, will vary for different audiences. However, as the Internet resources are dynamic and keep on changing, so resource evaluation has becomes more difficult than ever before leading to non-credibility of the results. This magnificent tool for librarians and informational professionals if properly understood and utilized can drastically change the frame of the today’s libraries and librarians building new relationships with the users, satisfying their information needs in a way they could never have anticipated. Abstract: Increased use of software engineering for model analysis, multimedia technology for usability, explicit support for reuse, metrics for project management and an increased use of natural language facilities will allow tomorrows end users to create their own application. The library is the most important resource for students and young engineers who wish to develop professional expertise quickly. This paper proposes two models viz., simulation model for Library Budget and CASE centered library-forecasting model. Models represent reality and simulation imitates it. Simulation is the imitation of the operation of a real world process or systems over time. The paper deals about the purpose of simulation, steps in simulation, CASE tools, and CASE centered library model. Forecasting is employed for the projection of these operations and patterns into the future. The CASE centered forecasting model projected in this paper may be used for the development of an application system to show the potential of shared data base applications or as a foundation for a library management reengineering effort. Abstract: The primary goal of a library is to provide access to information resources to the users. However, as libraries move from paper to electronic medium, providing access to resources over a network safety has become very complicated. Security of assets or resources in a library network should be achieved without any compromise. But, if users are not protected from easy and unauthorized access to the library network the stored information may be at risk. So, the network must be protected by creating some security policies. Libraries will be able to protect their resources by making sure that users will use only those resources for which they have been granted access. Abstract: Presents a view to stimulate discussion within the Indian library and academic community about adopting a model of library consortia to improve Library and Information Service. Using published literature identifies and discuses factors to be considered for choosing the model. Observes that the very concept of University Library Consortia in India is very fertile one. If hatched i.e. planned and implemented in a proper way can certainly yield fruits. But the success of consortia like other cooperative efforts depends on the proper mix of enthusiasm, innovative thinking, caution and skepticism. As University libraries in India have no or little experience on consortia, these have to go in a humble way. In this connection informal consortia can achieve considerable success provided participating universities effectively act as teams not as individuals to achieve common goals and should not forget “one will not get a chicken by smashing an egg open’. Abstract: The loss of monopoly status, the rapid growth in the quantity of information, and the fact that information can now be digitized and delivered electronically necessitates that libraries combine their efforts in providing a range of new services through cooperative electronic networks. This is with a view to remaining relevant in spite of the serious reduction in funding coupled with increasing costs of resources. This paper, through a review of literature and visits to websites, identifies five well-established cooperative electronic networks in Southern Africa. The paper discusses their areas of cooperation and reports benefits to member institutions. The paper concludes that cooperative utilization of electronic networks is the most practical approach to providing seamless access to electronic information resources by academic libraries in the digital age. Abstract: A very large part of the content in our country is in various local languages. Language is a barrier to get the full advantage of this knowledge. In order to remove the language barrier, computer and IT solutions can play a major role. It is needed to create a system of multilingual content knowledge base so that it can serve all-regional community requirements. However this is not an easy task as there are various technological hurdles and lack of commitment. Commercial companies are not interested in developing such solutions, as there is no big market for them. This paper gives an insight about developing the local language solutions and it’s pros and cons. It also discusses about the initiatives taken by the government and its supported organisatons. Abstract: World Wide Web (WWW or the Web) is perhaps the second most widely used application after electronic mail. The publicity and popularity WWW has gained is so great that many people equate WWW with the Internet. It has been attracting large number of users as well as information providers due to its user-friendly interface and hypermedia features. The size of WWW is not only huge it also has been increasing at a mind-boggling rate making it extremely difficult to retrieve information from it. In order to overcome this difficulty a large number of companies and institutions have developed various search aids such as catalogs, indexes, directories, and search engines for information retrieval. However, the huge number of these search aids and the differences in the search features used by them have confounded users. Are these web search engines equally good or do they differ greatly? Is it a fact that a particular search engine is good for one particular subject field and not so good for another? How do they differ from one another in performance? Is there a single Web search engine that out-performs all others in information retrieval? The current study attempts to seek answers to some of these questions. Abstract: The article describes the licensing deals that consortia can negotiate on behalf of their member libraries have a lot of impact on libraries on collection development decisions. The libraries, consortia and publisher should understand each other’s goals and needs. They have to work more closely together as a alliance for a common goal rather than seeing each other as target. INFLIBNET, in this regard act as catalyst and co-ordinate the activities of the participating libraries throughout the country and always try to strengthen the consortia model among all the 294 universities in India. Each participating library is required to sign a commitment form for the product price point for which it was able to commit. Once the price was fixed, the implementation could begin (in the first phase INFLIBNET has selected 38 universities for the purpose). The most ideal outcome would be for us to be able to weave a web of cooperation that would tie together local, state, regional, national and international consortia along with networks and vendors. Abstract: In view of the transition stage from print media to electronic media, information seeking pattern of users particularly research scholars are likely to change. The present study was undertaken with an objective to ascertain as to what extent electronic as well as other traditional resources are being used in university environment in India as well as in neighboring counties having similar conditions like India, The analysis was focused to determine the use of the basic information sources in research particularly electronic resources. Results indicate that traditional sources are still dominantly used with little use of electronic media except the use of some commercial subject databases on CD-ROM. Internet use is much below the expectation. Even free e-journals are not being referred. Users, no doubt, have the aptitude to use electronic resources including Internet but lack adequate facilities as well as initiation from professionals.
