Abstract: Now a days network based information services have become more useful, affordable, available and usable. In network based information system, users can work simultaneously with multiple distributed information sources that differ in content, form and source types. Libraries serve at least three roles in learning. They serve practical role in sharing expensive resources – both physical and human resources. Libraries serve a cultural role in preserving and organizing artifacts and ideas. Third, libraries serve as a centers of interdisciplinary places shared by learners from all disciplines. If the library is networked, it extends such interdisciplinary approach by making diverse information resources available beyond the physical space shared by a group of learners apart from providing internal resources to the local users as well as remote users. One clear differentiation between traditional libraries and electronic libraries is that electronic libraries offer to deposit as well as use information. Electronic libraries allow storage of information in electronic form, communication from any place to obtain material, copying or taking print out from any place. Abstract: Paper projects the performance of the Internet Service Providers (ISP), especially the leased line connectivity extended from the institutions of Government of India i.e., Software Technology Parks of India (STPI) established under the Ministry of Information Technology and Videsh Sanchar Nigam Ltd., (VSNL) established under the Ministry of Communication. Emphasis is laid on the leased line Internet connectivity being extended to the academic institutions and private industrial establishments in Mysore City. Also highlighted are the various issues concerned with hardware and passive component requirements, including the comparison of cost factor. The data /information provided here are based on the empirical studies and experiences gained in both the cases over the past 3 years. Also depicted are the comparison of certain issues of terms and conditions quoted by both the ISPs, while extending the services. More than anything, the effectiveness of services and the customer satisfaction in attending to the work of installation and follow-up services are compared. The merits and demerits in getting the Internet connectivity through the local data circuit maintained by the BSNL (DoT) and the radio waves from the earth station are examined. Abstract: Developments in information communication technologies has brought about an accelerated information explosion and huge change in how information is being produced, processed, stored and communicated. Information is now being made available in digital format accessed via electronic networks such as the Internet, and being stored or preserved in digital archives or collections. In addition, digital information can be manipulated and disseminated very easily. Such forms of development have resulted in major concerns in the protection of digital information sources under existing copyright and other related laws and regulations. This Paper examines the efforts being made to revise copyright laws in order to include the protection of digital information sources, and the role library and information professionals and institutions around the world, can play to ensure that revised copyright laws do not have a negative impact on the free flow of information and access to digital information sources. The situation regarding copyright laws, digital information and libraries in India is discussed and numbers of observations are made. Also discusses the role of IFLA for protecting electronic Intellectual Property Right. It focuses on various categories of Intellectual Property Rights viz. Abstract: With growing interest in the Internet, more specifically, the World Wide Web, over the past few years and rapid growth in the number of users, the volume of information carried by the Internet has increased dramatically both in sheer size and diversity. In addition, vast amount of information on the Web is publicly available to users with uncontrolled, unstructured, and drastically changing nature. Internet search engines, meta-search engines and subject directories have contributed, to a certain extent, in finding information required by the user. However, it is a time consuming task because the user has to actively search relevant information. In the context of Internet and World Wide Web, keeping completely current with all latest information available is an impossible task. But, majority of services such as the Current Awareness Services, alert service table of contents of journals, new books, standards, patents, Web page monitors, E-Newsletter and daily news digests, etc. are based on the concept called push technology for delivering latest literature right to the end-user’s desktop through e-mail as soon as published. When full-fledged features of the push technology are utilized for providing current awareness service using Web resources, it will not only open new opportunities to the librarians but also to the end-users to keep up-to-date with latest literature. The article describes the opportunities open for the Cyber Librarian, advantages and down sides of push technology, push models, types of notifications and user interfaces, and active current awareness services on World Wide Web that are relevant to the library profession. Abstract: The paper attempts to measure the level and status of best library practices and services of university library systems amidst drastic and dramatic changes in the global information environment. Describes that dynamic changes in the environment upset the static balances in the users, provides services, products and consultations. The library paradigm is shifting from storehouse model of information provision to “access” or “Gateway” model. Emphasizes that some sort of intervention is needed to put the same in order and bring equilibrium between the users and providers. Also describes that TQM is an intervention to bring radical changes in the system. With that aim in mind this paper examines and ausits the strengths and weaknesses of nine university libraries through TQM. Conceptualises the term TQM and reengineering in the context of library and information services. Points out that the aim of TQM and reengineering in the context of university libraries is to provide local and global information as a unified transaction from the same terminal. The induction of IT in all spheres of human activities have forced the university libraries to attain require competencies and information infrastructure to interface the problems, challenges opportunities and impending threats. Information management of this sort is nothing but application of information technology (IT) in all house keeping, networking, resource sharing and other advanced information handling activities. To cope with the changing needs of information the forms of information resources are also changing at a fast pace that is clearly visible from the long journey from ‘shruti’in vedic age to the Internet and digital resources. Library literature also reveals that convergence of print and digital technology is necessary condition for qualitative library services. To that end an attempt is made to measure that level of IT application with regard to forms of reading material, forms of periodicals, hardware and software facilities initiation of computerisation, status of housekeeping operations, retrieval services, application in library administration and management (MIS), size of in-house databases, and access to major networks and their services, particularly the use of Internet based services in all the nine university libraries under study. This is a sort of auditing of the existing scenario. Also suggests measures to reengineer the library management, structure, organisation, services, information infrastructure, and competencies to cope with the situation. Abstract: The libraries exist in many forms and are of many types. With the advancement of information technology, we have image libraries, audio libraries and even digital libraries. A digital library may simply be defined as the library, which has all the documents in the digital form rather than the print media. In traditional libraries, we have the documents in printed forms while in case of digital libraries; all the documents are found in digitized forms. A library can serve at least three roles in learning, viz.; first, practical role in sharing expensive sources like physical and human resources, secondly, cultural role in preserving and organizing artifacts and ideas and thirdly social and intellectual roles by bringing together people and ideas. The libraries serve as centers of interdisciplinary places shared by learners from all disciplines. Digital libraries extend such interdisciplinary approach by making diverse information resources available beyond the physical space shared by a group of learners. Digital libraries have been in use for the last three decades, but there is a constant change and improvement in the technology used by digital libraries in the last decade. By the 1990’s, the technology made it possible for digital libraries to include different items like text, image, audio and video. Nowadays, visual information systems are gaining more popularity as compared to text based information systems. Therefore, digital libraries are becoming more graphical in nature and they provide access to digital information collections. The digitalization is the process of conversion of any fixed or analog media – books, journal articles, photos, paintings, microforms into electronic form though scanning, sampling or even reeking. It is the creation of digital collection of information with multimedia features, that offer faster and easy access to a large number of users. In digitization, the documents are either scanned from print image or directly reproduced in digital form on Floppy, CDs, DVDs and other digital media. The digitalization process provides solutions to traditional library problems such as conservation, preservation, storage, multimedia documents, remote access to information collection and acquisition or original digital works created by publishers, agencies and scholars, access to external material not held in-house by providing pointers to website, other library collection and publishers servers. Though, there are various means of resource sharing like, telephone, fax, xeroxing and e-mail etc. (Dhiman, 1998) but the Internet is one of the media over which many library resources are put in the form of web sites in digitized form. The users can access the information from such sites in digitized form. Abstract: Organizing and providing access to the resources on the internet has been a problem area in spite of the availability of sophisticated search engines and other software tools. There have been several attempts to organize the resources on the WWW. Some of them have tried to use traditional Library Classification Schemes such as the Library of Congress Classification, the Dewey Decimal Classification and others. However there is a need to assign proper subject headings to them and present them in a logical or hierarchical sequence to cater to the need for browsing. This paper attempts to describe an experimental system designed to organize and provide access to web documents using a faceted pre-coordinate indexing system based on the Deep Structure Indexing System (DSIS) derived from POPSI (POstulate based Permuted Subject Indexing) of Bhattacharya, and the facet analysis and chain indexing system of Ranganathan. A prototype software system has been designed to create a database of records specifying Web documents according to the Dublin Core and input a faceted subject heading according to DSIS. Synonymous terms are added to the standard terms in the heading using appropriate symbols. Once the data is entered along with a description and URL of the Web document, the record is stored in the system. More than one faceted subject heading can be assigned to a record depending on the content of the original document. The system stores the surrogates and keeps the faceted subject headings separately after establishing a link. Search is carried out on index entries derived from the faceted subject heading using chain indexing technique. If a single term is input, the system searches for its presence in the faceted subject headings and displays the subject headings in a sorted sequence reflecting an organizing sequence. If the number of retrieved headings is too large (running into more than a page) then the user has the option of entering another search term to be searched in combination. The system searches subject headings already retrieved and look for those containing the second term. The retrieved faceted subject headings can be displayed and browsed. When the relevant subject heading is selected the system displays the records with their URLs. Using the URL the original document on the web can be accessed. The prototype system developed under Windows NT environment using ASP and web server is under rigorous testing. The database and indexes management routines need further development. To use them effectively, one should have the expertise to use it and know the individual features and advantages. This article is based on my experience while using these tools for getting the information from the Internet for creating a database and e-journal gateway.
