Abstract: ICTs have been adopted by libraries in India as and when they are evolved. The transformation of some traditional libraries into hybrid libraries has been gradual, but with little jerks as well. The paper stresses that ICTs are inevitable for a modern library in a networked global information society. This paper also raises some is sues, particularly the ones concerning human resources, faced by Indian libraries in various stages of transformation. Libraries in India are now faced with issues concerning the most critical resource in management, viz. the human resource. From poorly organised collections managed by non-professionals to modern networked libraries managed by professionals, and libraries falling somewhere between the two extremes, India has all types and levels of libraries. With a large number of libraries still tradit ional, some automated, and only a few having digital collections, manpower issues in case of Indian libraries are diverse and complex. Many university and special libraries have completed to a larger extent their automation processes, and are also networked. This paper highlights the problems faced by librarians in modernising their libraries and digitizing their collections. Public libraries seem to have been left behind as far as adoption of ICTs and modernisation of libraries is concerned. In the absence of clear-cut policy and guidelines for networking, and digitization of libraries, and the provision of electronic library services, library authorities and professionals are facing a lot of problems. The paper points out that in India there is also a contradiction regarding employment scenario in libraries. On the one hand there are many libraries which don't have a qualified professional librarian, and on the other there are inadequate employment opportunities for the very large number of qualified bachelors' and masters' degree holders in library and information science. This situation has implications for teachers in library and information science for updating the syllabi of existing courses and introducing new need based short-term courses to strengthen the existing professionally qualified staff. The paper lays emphasis on developing policy drafts for library and information services in the country in the context of digitization and global electronic village. Particular emphasis must be laid down in the policy on issues concerning manpower. Since government agencies have not done much regarding policy issues, concerned professional associations and organisations should take up the initiative in this regard. The paper concludes with the hope that in the near future, library associations and organisations shall play proactive and assertive roles so that some of the issues currently faced by the profession are sorted out. Tyagi, Om Prakash (INFLIBNET Centre, March NaN, 2001)[more][less]
Abstract: The age of digital technology has revolutionised communications. It is used and enjoyed by all strata of society for business, education, research, and entertainment. Digitisation of information is of particular relevance to business. Organizations must learn how to use information effectively, as competition will keep increasing and profit margins will be under pressure. Information should be stored in a manner that the retrieval is quick and storage safe and permanent. Paper records, books, journals and reports are not very handy as compared to CD-ROMs when it comes to looking for a particular piece of information. It may take, some times, weeks to compile the results, using traditional records. So, we are looking at digitisation as a solution for the coming years. The digital collections must include genre of library materials such as text (books, serials, dissertations/theses), numeric database (statistical/scientific) and special collections (image, audio, video, manuscript etc.). In this paper, the author focuses on the meaning of digitization, benefits of digitization, application area and digitisation process. Parekh, Harsha (INFLIBNET Centre, March NaN, 2001)[more][less]
Abstract: Digital resources are a comparatively new category of information materials in Indian libraries.Although in many ways managing digital resources is similar to handling other resources, thereare significant differences. One major difference lies in the fact that libraries are also increasingly getting involved in the very creation of digital resources.Digital resources can broadly be grouped into two categories – those that are originally created and distributed in digital format and those that are originally created in another format and are later converted into a digital format through a process generally referred to as digitization. Several organizations – libraries, governments, research institutions, and commercial organizations - at local, regional, national and international levels are involved on digitization activities. This paper begins with an understanding of digitization - the meaning and the processes – and then seeks to look at the issues involved in the digitization process from the perspective of libraries. As such, the focus is greater on the digitization of printed materials, rather than objects or sound, film or video recordings. URI: http://hdl.handle.net/1944/79 Files in this item: 1

Hatua, Sudip Ranjan (INFLIBNET Centre, March NaN, 2001)[more][less]
Abstract: Information superhighway is today thought of as a revolutionary platform intended to form a network connecting computers globally. The Digital Library System (DLS) is an information service in which all the information resources are available in computer processable form and the functions of acquisition, storage, preservation, retrieval, access and display are carried out through the use of digital technologies. It is not restricted to the provision of information in text format. In fact, audio and video resources are also to be represented digitally. A DLS can disseminate its information across a network and users can retrieve information in the same way. Scholarly and professionals interest in DLS has grown rapidly during 1990s. A typical DLS is a media server connected to high speed networks. This paper discusses the typical DLS, with its components and features. Abstract: From the early 90’s, the pool of free scholarly electronic journals has increased considerably. Electronic Journals in Scholarly setting continue a tradition of creation and dissemination of knowledge that has begun long ago on Print Journals. The attitude and publishing habits of researchers have changed. Amidst the furore of serial price increase, the steady growth of scholarly journals freely available in electronic form is worth noticing. Most editors and publishers agree that the research findings should be made widely available to all, and the internet is capable of doing just that. This paper tends to look at some of the aspects of free scholarly journals, their availability, impact on the scientific community and resource links. Abstract: Ever since the development of the webpage, the Internet resources have grown at an exponential rate. Growth rate has further increased with the digitization of old documents besides the creation of new digital resources. The Internet empowers every author to create, publish and directly distribute the contents to the end users. Easy and expeditious access to information, convenience of use and advances in technology led to the increasing accessibility of the Internet resources and further accelerated their growth. The Internet can provide comprehensive information in a diversity of subjects for a variety of needs and to various categories of users at any point of time. The major concern now is evaluation and quality filtering of information resources, accessible on the Internet. This paper includes the criteria for evaluation and selection of web resources for libraries and information users. Abstract: While library automation and Online Public Access Catalogue (OPAC) are slowly taking place, digital library research and development activities are at a very preliminary stage in India. Never the less various institutions, especially the universities and other academic institution in the country have rich resources that can be shared and put to optimum use through digital libraries. In this paper the down-to-earth approach to building digital libraries for the Ph.D Theses and Dissertations submitted to the Indian Universities has been proposed, primarily for the benefit of the academic and research community. Author proposes that INFLIBNET is in an excellent position to spearhead in building such digital libraries and the same may be taken up in three stages for which simple guidelines have been discussed and presented. Abstract: Library service is a busy, user-oriented activity, with a deep-rooted emphasis on means rather than ends, on tactics rather than strategy, on building collections rather than on the roles those collections play. This has been reflected by many renewed critics in their professional literature on practical and technical matters. In this paper the authors try to emphasise major changes that are likely to take place and a need for recognition regarding convergence between library, computing , and telecommunications services; of probable changes in the publishing world, and library management using new tools and techniques. Rajkumar, P V (INFLIBNET Centre, March NaN, 2001)[more][less]
Abstract: The digital library offers users the prospect of access to electronic resources at their convenience temporally and spatially. Users do not have to be concerned with the physical library’s hours of operation, and users do not have to physically go to the library to access resources. Much has been written about the digital library. The focus of most studies, papers, and articles has been on the technology, or on the types of resources offered. Human interaction in the digital library is discussed far less frequently. One would almost get the impression that the service tradition of the physical library will be unnecessary and redundant in the digital library environment. This paper explores the role of the librarian and of the service perspective, in the digital library environment. Focus of the paper is limited to librarian/user collaboration where the librarian and user are not co-located. The author, explores the role of the librarian as outlined in the literature on digital libraries, examines some studies that attempt to put the service perspective in the digital library, surveys existing initiatives in providing library services electronically, and outlines potential service perspectives for the digital library.
