Abstract: During the past few years, there has been tremendous development reaming the concept of digital libraries-a knowledge base that can be stored and retrieved through on- line networks. Digital libraries are the most complex form of information systems that support digital document preservation, distributed database management, hypertext, filtering, information retrieval and selective dissemination of information. This has really overcome geographical barriers offering wide range of academic, research and cultural resources with multimedia effects which can be accessed around the world over the distributed netwo rks. The paper examines the concept of Digital library, the technology that has enabled its emergence and its architecture. It also highlights the digital library projects undertaken in USA, UK and India. Abstract: A library may procure contents in various sources and forms to service their clients. In the predominantly paper based erstwhile environment all these contents were put to similar types of use, and copyright restrictions were imposed based on the quantum of pages copied etc. In the electronic and digital perspective, owners of information are resorting to punitive measures regarding the use and contents in digital form. Some of the constraints faced by our libraries to engage in serious digital initiatives are three fold-that of money, manpower and contents. Most of our libraries, particularly in the higher education and research institutes solely depend on the information providers and publishers in the developed world to satisfy their urge for vital contents that inspire indigenous research. Since contents are a major ingredient in digital library development, the pragmatic and viable way out for libraries is to judiciously judge them as available in electronic forms in optical media or on Web and procure at least some of them for hosting locally. This paper presents some of the major issues involved in such a critical activity with some illustrative examples available like IEE/IEEE Electronic Library, Indian Standards on CD-ROM, Science Direct and Web access of Indian Academy of Sciences journals. The justification for selecting external contents has also been mentioned. A detailed checklist for evaluating contents is presented from various angles, like authenticity of content, user interface, search and display capabilities, documentation and technical support, and Media dependent features. Abstract: As a means for improving access and for preserving the contents for posterity, a proposal for developing a digital library of Indian Library and Information Science journals is attempted in this paper. A brief about the purposes, functions, and tasks involved in digital library development is discussed. Around 29 journals are identified for digitising, by considering the style and coverage of articles published in them from those listed as from India in Ulrichs, and by making a survey of journals published. Since digitisation and digital library development are stupendous tasks involving computer and communications infrastructure, and considerable specialized human skill, institutions like INSDOC, DRTC, NCSI, DELNET and INFLIBNET are identified to host this decentralised digital library. To have the state of affairs in the national level, two case studies of Current Science online and the recent venture by NISSAT to host their Newsletter, Information Today and Tomorrow on Tripod Server is presented. The need for proper formats like PDF, as the initiatives discussed are resorting to multiple formats of html, gif and jpg to deal with text and figures, is stressed. Since some of the journals have a collection of over 4 decades and in all probability old issues in electronic form may not be available, scanning and CD archiving of old issues is suggested with web access to the latest volumes, may be 5-10 years to begin with. Problems and prospects of how the copyrights are transferred to the developer, how the contents are accessed, security mechanisms, sponsorships needed to host it as a free facility permitting unhindered access, and the unresolvable problem of Internet bandwidth demands are highlighted. Abstract: For several decades, preservation specialists have voiced concern over preservation of our cultural heritage in electronic form. Digital information is no less important than its analogue counterpart. Both require efforts to preserve the wealth that they contain. But, because electronic formats are mo re fragile and rely on technology that is constantly changing, the decisions that must be made about preservation must be considered sooner rather than later. It is in this context, that, this paper explores the issues surrounding the preservation of digital information and throws light on proposed strategies for digital longevity. This paper concludes that the need of hour is to create and develop valid documents in standard formats and adopt suitable methods to preserve data in digital format. Abstract: Digital resource building , Intranet online services and Internet browsing are gaining momentum in technical library services during last few years in order to supplement the modern library services, specifically in the area of research and development activities in different parts of our country, and so is the case with Central Library of Indian Institute Of Technology (I.I.T) at Kharagpur. I.I.T. Kharagpur, being a premier, large and diversified technical institute in the field of science and technology, is always at the fore front of adopting modern practices for providing new kind of services to its community. Annexing Electronic Library (EL) in the year 1995, Central Library , I.I.T. Kharagpur , since then in a continuous process, started acquiring various digitized commercial databases and also applied all other possible means to build up its digitized document collection and services thereof. This paper presents an image of experiences gathered by the ‘Author’ in augmenting digitized resources and making newer services available thereof to meet the changing needs of the users, focusing on computer based literature search services, electronic SDI, and the like. Author, being an experienced library professional, starts this paper with an introduction to a panoramic view of to-day’s library system. He, proceeds further to give a brief account of traditional library services, followed by ,the salient features of the Electronic Library at I.I.T. Kharagpur including collection of digital resources in their stock, unfolding the scope and coverage in each case, such as source of origin, the search and retrieval software, the vendor details, cost of the database and the computer platform used . Further to this ‘Author’ tries to give reference to the in-house digitized information creation by way of Homepage development and its world wide accessibility through Internet ; creation of web documents through MHRD(Ministry of Human Resource Development) project grant (i.e Archives on Technical Education) . Finally ‘Author’ concludes this paper with his optimistic idea of emergence of hybrid library system in coming days to maintain parallel collection of documents both in print media as well as in digitized format to supplement and complement the gap in formation need of the users at large. Abstract: ICTs have been adopted by libraries in India as and when they are evolved. The transformation of some traditional libraries into hybrid libraries has been gradual, but with little jerks as well. The paper stresses that ICTs are inevitable for a modern library in a networked global information society. This paper also raises some is sues, particularly the ones concerning human resources, faced by Indian libraries in various stages of transformation. Libraries in India are now faced with issues concerning the most critical resource in management, viz. the human resource. From poorly organised collections managed by non-professionals to modern networked libraries managed by professionals, and libraries falling somewhere between the two extremes, India has all types and levels of libraries. With a large number of libraries still tradit ional, some automated, and only a few having digital collections, manpower issues in case of Indian libraries are diverse and complex. Many university and special libraries have completed to a larger extent their automation processes, and are also networked. This paper highlights the problems faced by librarians in modernising their libraries and digitizing their collections. Public libraries seem to have been left behind as far as adoption of ICTs and modernisation of libraries is concerned. In the absence of clear-cut policy and guidelines for networking, and digitization of libraries, and the provision of electronic library services, library authorities and professionals are facing a lot of problems. The paper points out that in India there is also a contradiction regarding employment scenario in libraries. On the one hand there are many libraries which don't have a qualified professional librarian, and on the other there are inadequate employment opportunities for the very large number of qualified bachelors' and masters' degree holders in library and information science. This situation has implications for teachers in library and information science for updating the syllabi of existing courses and introducing new need based short-term courses to strengthen the existing professionally qualified staff. The paper lays emphasis on developing policy drafts for library and information services in the country in the context of digitization and global electronic village. Particular emphasis must be laid down in the policy on issues concerning manpower. Since government agencies have not done much regarding policy issues, concerned professional associations and organisations should take up the initiative in this regard. The paper concludes with the hope that in the near future, library associations and organisations shall play proactive and assertive roles so that some of the issues currently faced by the profession are sorted out. Abstract: The age of digital technology has revolutionised communications. It is used and enjoyed by all strata of society for business, education, research, and entertainment. Digitisation of information is of particular relevance to business. Organizations must learn how to use information effectively, as competition will keep increasing and profit margins will be under pressure. Information should be stored in a manner that the retrieval is quick and storage safe and permanent. Paper records, books, journals and reports are not very handy as compared to CD-ROMs when it comes to looking for a particular piece of information. It may take, some times, weeks to compile the results, using traditional records. So, we are looking at digitisation as a solution for the coming years. Abstract: Digital resources are a comparatively new category of information materials in Indian libraries.Although in many ways managing digital resources is similar to handling other resources, thereare significant differences. One major difference lies in the fact that libraries are also increasingly getting involved in the very creation of digital resources.Digital resources can broadly be grouped into two categories – those that are originally created and distributed in digital format and those that are originally created in another format and are later converted into a digital format through a process generally referred to as digitization. Several organizations – libraries, governments, research institutions, and commercial organizations - at local, regional, national and international levels are involved on digitization activities.
