Abstract: RFID (Radio Frequency Identification) technology is proven to be a promising alternative in relieving the library staff from time-consuming routines. RFID is an innovative automated library system for automatic identification and tracking of library material. An automated library with the support of RFID technology would be a “Booksmart Library” and a “self service station” that insists least intervention by library personnel. RFID technology is helpful in taking inventory, finding missing items and identifying misfiled items. Tags or transponders, the vital components of RFID, are the electronic chips consisting of an integrated circuit and antenna coil that communicate with a reader by means of a radio frequency signal. Since RFID does not require ‘line-of-sight’ between the transponder and the reader, it surmounts the limitations of other automatic identification devices, such as bar coding. Smart labels/tags are designed for lasting to lifetime of the item they identify and also perform the EAS (Electronic Article Surveillance) function to detect the thefts. The process of using library data more effectively begins by discovering ways to connect the sources of data created by Libraries. The concept of data warehousing and data mining can assist library management in making decisions and setting policies, and can assist the library’s parent organization or community in understanding the information needs of its members. Data mining is the process of analyzing data from different perspectives and summarizing it into useful information. Data mining provides knowledge by uncovering valuable information that can be used for various purposes in different areas of applications. Using various techniques of data mining such as association rules, decision trees, and cross tabulation can help discover this unused information. The scope of this paper is to discuss the role and importance of data warehousing and data mining in making the libraries of the future. Abstract: XML based portals are specifically delineated subsets of enterprise portal technologies that provide inherent XML based data exchange and interface capabilities to access information. Abstract: The North Eastern India is not lagging behind which has also experienced the changes in the library automation and networking activities, which is possible mainly due to inclusion of 12 university libraries for financial assistance under INFLIBNET Programme, which made possible the initiation of Information Infrastructure Development of University Libraries and Database Creation Work for Library Automation and Networking. Besides that other institutions of national importance in NE Region are getting financial assistance from their respective parent bodies and funding agencies like AICTE, ICMR and ICAR. This paper describes the present scenario of library automation and networking of University / Institutional Library and Information Centres of the Region. Abstract: The Central Library of the Indian Institute of Technology, Kharagpur is engaged in developing a single window seamless access system for personalizing electronic contents to its faculty and researchers. Since a computer-based retrieval system requires carefully selected search terms to selectively separate useful and relevant information from the large collection of information available in a specific branch of knowledge and most of the electronic systems use technical terms in vogue in the concerned field, sticking to these standard terms while conducting the search helps to avoid the noise and irrelevant retrievals. Since thesaurus and other subject heading lists are very exhaustive and are not very much required in a research area description context, we look for alternative sources, but standard and authentic to create standard subject terms for use with the personalization system. As part of the system, we are devising a subsystem for assigning standardized terms for selecting and incorporating subject specializations of researchers. For example, with the aid of subject terms gathered from the specializations of the 34 Special Interest Groups of ACM and the research areas, courses and projects of faculty members in the relevant departments, we tried to arrive at standardized representation of subject terms for researchers in Computer and allied disciplines and those having computer related specializations in other branches. A similar attempt is being made to extend the subject specializations of researchers in Physics with the exhaustive list of terms provided in the Physics and Astronomy Classification Scheme. This paper will briefly illustrate some personalization projects in USA and UK, contents identified for personalization in the Institute, standardization of Computer Science terms and a partial list for terms generated for Physics along with some of the challenges and benefits. Abstract: Archives are repositories of public records that give emphasis on long term preservation, access and use of information contained in essential records of national importance. With the changing scenario of information and communication technologies, the concept of digital method of preservation has been accepted by archives, libraries and museums. Digital archiving system is an attempt to develop an environment in which information in digital form are collected, preserved/stored and managed as an institutional assets. Latest technological developments have facilitated to preserve the archival documents in electronic form for posterity. Digital archival system can also provide services such as acquisition, organization and dissemination of archival records for research, training and administrative uses. The concept of intellectual property rights and security issues are more seen in the electronic era where digital archiving is being practiced. Abstract: Strategic Planning in Libraries is absolutely necessary in view of the present day rapid advances in technology. Most libraries are in the area of education and research, in a college or University supporting both teaching and research. Strategic planning should be a cooperative effort with inputs from administration, the computer center personnel, faculty, students and the library staff. Role of librarian is increasingly important during the strategic planning, as educator and leader within the process, whether the process happens within the library or in the Institution. The strategic plan developed should offer a pattern that integrates major goals, policies and actions of the institution into a cohesive whole. It should help allocate resources, capitalize on relative strengths and mitigate against weaknesses etc. This paper details well defined strategic plans for the library to set a clear direction, allow looking at the strengths and weaknesses with the environment, and devoting resources to strengthen support in the core areas of teaching and research. Abstract: The library environment is currently undergoing a rapid and dynamic revolution leading to new generation of libraries with an emphasis on e-resources. On one side, there is an increasing demand for good library collection in terms of large amount of data/information and on the other hand, the publishing media is striving hard to support this demand at lightning speed by way of e-publication as well as online access. As a result, a large number of e-resources are published on all subject areas. Therefore, libraries need to adopt electronics media for its collection developments in a better way to fulfill the requirements of users. J R D Tata Memorial Library at the Indian Institute of Science (I.I.Sc), Bangalore with their vision has brought out a policy and adopted a strategic plan for collection development of electronic resources. This paper describes in detail, the steps taken by the library for a comprehensive e-resources access package model so that the researchers at I.I.Sc. Reap the maximum benefits by giving access to reasonable level to meet their information requirements for academic and research activities. This paper also deals with issues like social and Intellectual Property Rights apart from user requirements /satisfaction. Framework and models have been discussed about change in the media of collection development and its management. Abstract: With the forging and making operational consortia subscription of E resources, beginning with journals, by various Academic and Government R and D organizations in the country, there is an immediate need to formulate standard metrics for the analysis of the usage of such resources. In the subsequent phase the outcomes of the analysis can be co-related against various parameters to develop performance measures as relevant to the consortium members. These performance measures can then be used to benchmark against the ‘leaders’ and action item for improving the average usage across the consortium. Ultimately translating into a justifiable ROI – not necessarily in money terms. Unlike in the physical subscription, such measurements and analysis is an intrinsic benefit in E subscription and must be fully utilized. This paper will generally discuss the utility of metrics , prevailing practices of a few E content providers and lay down broad parameters to serve as a basis for evolving a standard set of E metrics. Abstract: Higher education for the development of society is imperative because it not only emphasize on the need of creating the enlightened citizenry for the country but also establishes itself as a potential instrument of social and national reconstruction. Libraries function as an essential integral component in higher education system. Without a proper information and knowledge infrastructure, no education system can sustain and achieve its laid down goals and objectives. But in the past one-decade, due to paucity of funds, libraries are passing through a phase of deterioration, particularly in terms of its collection and services. Lot of efforts have been taken in past to over come the problem of financial crunch such as resource sharing, library networking etc. Advent of information and communication technologies and their capabilities such as high-resolution capture devices, dramatic increase of digital storage media, explosive growth of Internet and WWW, sophisticated search engines, fast-processing power and reducing cost of computers, high bandwidth networks and increasing number of electronic publications have made possible to switch over to technological solutions to the problems of present day university libraries which can not be won otherwise by the traditional system of librarianship. The present paper defines the term e-journals, illustrates the advantages of e-journals in the light of the financial problems, issues and implications, some acquisition considerations of e-journals and highlights the benefits of consortia based subscription of electronic resources.
