Abstract: Recently there has been a rapid growth of Internet in the use of online communication for E-education, which means of becoming literate with new mechanism, such as computer networks, multimedia, content portals, search engines, electronic libraries, distance learning and web-enabled class rooms. Many teaching programmes incorporate the tools and techniques of E-education. The article introduces a conceptual framework for understanding the role of E-education. Abstract: Information technology opens up the whole world of knowledge and allows teaching and learning to take place beyond the traditional boundaries and resources of the school. Abstract: Digital learning in developed countries provides the learners with an interactive mode in a successful way, but in the case of developing countries such as India access to computer is limited to a few elite urban areas. Erratic power interruption, unaffordable investment cost for a normal citizen and obsolete software are some of the bottlenecks preventing for popularization of the eEducation. Although India tops the global list of software experts including teaching, their expertise could not be optimally utilized for the spread of eEducation due to the above-mentioned shortcomings. eEducation is about bringing education to people instead of taking people to education. It includes delivery of subject courses and training via electronic media. This paper addresses the important aspects and merits of eEducation through distance mode at an affordable cost for developing countries such as India. Abstract: This paper emphasizes the significance of digital libraries in present information era and describes their superstructure and technological requirements. It mainly depicts various aspects of digital library development and different types of reference services being provided in digital environment which include: (i) personalized services (ii) web-based reference and information services (iii) search engine services (iv) digital reference services for general public as well as academic community (v) co-operative digital library service. This paper highlights present scenario of digital library services in India. It outlines the initiatives taken by the UGC, India, the INFLIBNET Centre, DELNET, IITs, RECs , National Research Organisations/ Institutions of India in the digitization of libraries and information centres in order to provide digital library services. Further it suggests that in a developing country like India where resources are limited, funds are inadequate the library and information professionals should develop their skill and proficiency to meet the challenges of technological developments and changes emerging out of digital library services. Abstract: Interoperability is a key issue for resource discovery in a library consortia environment. Interoperability is a concept that addresses the extend to which different types of computers, networks, operating systems and applications work together effectively to exchange information in a useful and meaningful manner. The technology enabled library consortia environment is heterogeneous, it hosts many different technologies, various data, multiple applications and other networked resources. There are several emerging standards, which have been developed to facilitate the interchange of data in a distributed environment. Such standards make it possible to perform seamless searches across several distributed resources, which have been implemented on different platforms. Z39.50 standard is becoming an important strategic tool for libraries and other information organizations. The use of Z39.50 can enhance resource sharing by providing a single interface to search multiple information resources. This paper discusses about the z39.50 standard, various components of z39.50 system and its applications in the library consortia environment. Abstract: Phenomenal advancements have taken place in the field of Information and communication technologies in the last decade. Spectacular and innovative changes are expected to take place in these fields in coming decade. Networking technologies are going through a sea change. This paper enumerates the likely networking technologies which are emerging, particularly WLANs. Most of the personal communication in the country will be through cellular/ mobile technologies, which are also covered in the paper. Impact of mobile communication on possible wireless libraries is brought out. Economic and social changes are bound to give a fillip to online or e-education using Web based technologies. Abstract: An attempt has been made in the present study to evaluate the attitudes of faculty members, research scholars and PG students towards the adequacy of infrastructure, resources and quality of IT based services rendered in the university libraries of Karnataka State. In this study, the mode of collection of data, its presentation, analysis, and interpretation is also presented. The data for this study has been collected through two different sets of questionnaires. To make an evaluation of IT based services, it is important to know the views of both the receivers(users) and the providers(facilitators) of services – namely the users and the librarians. Often the providers’/facilitators’ views and opinions are conspicuous, and attempts are made to bring their view points to the surface, hence, this study has distinctly attempted to involve the university librarians as facilitators of information services. Abstract: Indian University Libraries are constantly grappling with the issue of cost inflation of library resources (cost of library materials have out spaced cost of living) coupled with resource explosion. Some alternate solutions may have emerged in form of rationalization of periodicals, resource sharing, site licences and now consortia. Importances of these concerns have been clearly defined in the main objectives of the INFLIBNET. However, the fundamental problem remains. The paper highlights how by using the Internet / Intranet revolution, this problem can be minimized. The focus of the paper is on developing Institutional Repositories - one of the prime issues that is of utmost importance keeping in view multifaceted factors (information explosion; cost inflation and ICT) that have had immense impact on the existing research cycle. Abstract: Intellectual Property Rights having numbers of its characters and linked with real and personal property. IP is an asset and may be bought, sold, licensed, leased, exchanged and may be given away like any other property. IP (Patent, trade mark, copy right and trade secrets) are protected on their own way thus their scope of protection and requirements for granting protection (under law) may differ nation to nation. Presently electronic media/ knowledge of the information is a conceptual rather than a physical entity. Its value usually lies in its nature, content and potential use. Under present circumstances the legal opinion and the Court of Justice have to establish the extent of professional relationship between librarians and their uses in this electronic age. According to Tarter “Information liability can be defined as a two fold question. Firstly who is responsible for creating and providing information for third party consumption and secondly to what extent the creator is actually liable for the quality of information.” Liability of information creators, who create information does not enjoy total freedom of expression. Both the creator and the publisher of information irrespective of the medium in which it is produced are jointly responsible for assuring that information content and is acceptable in legal sense. Determining who is liable for information in the electronic environment, is much more difficult task when taking with printed information. The developed countries have evolved elaborate Laws and Rules, so as to reward the creators of the IP to encourage them and gain from their such activities, and also to ensure that the competitive envi ronment continue and works of creativity to reach the customers on reasonable cost. So that the growth of knowledge would serve the country in its overall economic and social developments.
