Abstract: In the developmental process of digital library formation, institutional repositories are the most advanced collections that are taking the academic yield of the scholastic community. In the higher learning institutions these are the university communities. The influential responses are supposed to be based on two premeditated issues. Abstract: Few Library automation software packages are available in the market. But the cost of the software package, bar code reader, bar code labels and in all the total cost is not affordable to most of the public libraries particularly from rural areas. Most of these software packages allow the data entry of the bibliographic details of the document in English only and allow to take output reports in English language only. Few packages allow the data entry in Devnagari script, but these modules are costly and needs to be purchased separately. The authors, therefore, tried to develop a model library automation multilingual package, which will be helpful to save on costs incurred, allow to enter details in local language, and source code will be made available to make modifications (if required) in it. Abstract: The present paper endeavours to focus on the current structure of Library as a dynamic organization that transcended from the earlier unit culture to the present global culture. This transitional transformation is attributed to the splendid changes being brought about by the information and communication technology to the domain of the information management and dissemination. Further, the true culture of libraries as a social and participatory place has been buttressed in the electronic environment by the developments in the web technologies and tools. The paper in an attempt to showcase the application of web 2.0 tools as add-on technology for rendering participatory knowledge services by the libraries, focuses on some of these tools with special reference to virtual reference services. While concluding it is pointed out that the profession in general, claims a long history of effectively recognizing user’s needs and then applying that user knowledge towards service delivery schema which completely address those needs. Abstract: Importance of localization of ICTs in India and the efforts are being made by the different organizations for localization of Indian Languages are highlighted. The role of the North Eastern (NE) universities in India in this regard can be significant for making ICTs useful in the local communities, especially in rural areas. Like in Rajasthan State, a women university situated in rural area, Banasthali University’s effort in the localization process is creditable and may be a kind of learning for NE universities. As India, a linguistically diversified country, the languages being the important vehicles to carry its culture and tradition for posterity and NE states, a hub of local and tribal languages, a proper use of ICTs in developmental process is possible if proper care is given to localization of ICTs. Further, a large number of local languages, especially minority languages in the NE India are at the verge of extinction, and some have already become extinct. In the present ICT environment, enormous prospects are available to make efforts at the universities levels which will not only help in preserving these languages and literature, but also by localization of ICTs to local people will receive proper benefits from ICTs which in turn, being valuable resource, can helpful in Government’s efforts and projects; e-governance, NeGP(India), etc and other development activities of the society . Similar to Banasthali, libraries of NE can initiate some efforts through projects with the help of their parent universities and institutions in ICT localization and preservation of the local languages and literature of the localities /communities. In the age of ICT, the concept of institutional repository has arisen, which have become very essential mode of accessing and sharing the information. Information is always considered the root cause for the development of any society/community. Intuitional Repositories are digital collections of the outputs created within a university or research institution. This paper discussed about growth of IR in India and also global scenario of IRs. This paper is a consideration of some of the important aspects related with IRs. It also explores the trends at global and national level of IR. The present paper also discusses about some important software, which is being used by IR of various organizations world wide and described objective, definitions, content, use, features, design, advantages, key components, issues and challenges, etc. IR consists of formally organized and managed collections of digital content generated by the faculty, staff and students of an institution. IR enhance the visibility of the research outputs locally produced. The paper concludes with the remarks that the LIS professionals need to have more active and responsible for generation and maintenance of IR systems efficiently and effectively.
