Abstract: Information literacy (IL) which is described as the ability to recognize when information is needed, and to be able to locate and evaluate the appropriate information and use it effectively, have become prerequisite for all levels of education including higher education. Objective of this study is to examine to what extent the IL is practiced in university libraries in Sri Lanka. It studies the effectiveness of existing user education (UE) programs as well as IL programs in 15 national university libraries in Sri Lanka. The survey questionnaire is used as the primary data collection instrument and the findings of the study are discussed in this paper. Study revealed that all the responded university libraries (73%) are conducting UE programs and only 63% out of them have introduced IL programs. However, it was identified that majority of these IL programs are only extensions of existing UE programs and as a result, no proper contribution can be expected by them on the improvement of IL skills among user community. Abstract: Universities are expected to play a vital role in development issues of their countries and beyond as they engage in teaching, learning and research. The world-wide recognition of information as a key resource to the development of economies in the 21st century places even more responsibility on universities as they are looked upon as major consumers and creators of information touching on all sectors of the economy. Their contribution to development therefore largely depends on how applicable the information they generate through research is relevant to the needs of their immediate communities; as well as on the quality of their graduates, and their contribution towards global information reserves. The introduction of Free Primary Education (FPE) by the government of Kenya and its financial support to public secondary school students, coupled with the high demand for university education and high population growth are factors that have led to high enrolments in the country’s universities. On the other hand, the lack of a national policy on school libraries, the general lack of information literacy programmes in universities, high reliance on the lecture method and the reading-for-exams-only culture are inter-related issues that need to be tackled if the country is to benefit from quality teaching, learning and research. Based on brief literature reviews and the personal experiences through involvement of the author as a teacher-librarian and lecturer and Secretary, Kenya Library Association, this paper gives a general picture of information literacy-related activities in Kenyan universities; and efforts by some stakeholders towards encouragement, adoption and implementation of information literacy efforts in universities in Kenya. Abstract: The paper presents the results of a survey of the information seeking behaviour of students at Dev Samaj College, Chandigarh. The purpose of the survey was to explore the use of information technology by the college students for seeking information and to know how they access e-resources. The study made an effort to determine the sources of accessing e-resources in particular. A questionnaire was randomly circulated to one hundred students, who visited the library. The overall response rate was 64%. It was revealed that less than fifty percent of the respondents were not aware about e-resources. It was found that the students of the College use search engines as a major source to access e-resources for their information needs and for the purpose of updating knowledge on their subjects of interest. In order to overcome the hindrances in accessing the eresources, the study recommends awareness programmes for the students and to provide training on web searching and retrieval skills. Abstract: The paper examines the concept of return on investment (ROI) in the context of special libraries. The aim of ROI is to establish a relationship between the special library and its host institution that could be expressed in quantifiable terms and which would satisfy administrators and demonstrate the library’s economic value to the institution. The value of a library to its parent institution is difficult to measure. Many different methods have been used to measure value, including return on investment (ROI), contingent valuation, and other explicit and implicit measures — essentially derived from library services and user satisfaction. This article describes major functions, activities and services of the INMAS library. It briefly touches upon both print and e-resources subscribed by INMAS library. The article outlines activities undertaken by INMAS library which are leading to cost saving and cost recovery, thereby, increasing return on investment (ROI).This article elaborates on strategies used by INMAS library for effective promotion- for increased utilization of its resources, which shall in turn result in increased research output in form of various products and services and a better ROI. Abstract: This paper is about to cataloguing and more emphasis on copy cataloguing. Recently INFLIBNET Centre developed an application Online Copy Catalogue System (OCS). Basically to promote cooperative cataloguing and avoid duplication of efforts in terms of cataloguing, OCS is designed. Online Copy Catalogue System (OCS) is a windows based application that enables copying records of documents available in IndCat (collection of more than 60 lakh unique bibliographic records of books) into the Integrated Library Management Software (SOUL 2.0) directly. This process updates the holding information for the bibliographic record being downloaded. It als of acilitate upload & download the bulk record to & from IndCat server respectively . Abstract: The use of digital library in this era advances the speed of information access. In this regard the demand for the digitization of the paper based information into the digital format is evolving. Most of the time this requirements are fulfilled by developing digital library which are capable to hold and store a huge amount of digital data either separately or in archive. The present digital library system is facing the problem of incomplete/partial automation, resource sharing operation integration, interoperability due to heterogeneous data, information and knowledge for information discovery. Adding semantics to the digital library can alleviate the same. So, a proper Knowledge Management System based on Ontology is a key requirement. In this paper a conceptual framework is proposed for better Knowledge Management for the digital library using Ontologies. In addition to that this paper discusses about the necessity of constructing ontology based knowledge management in digital libraries using semantics. Abstract: Plagiarism is an important ethical issue, but many researchers are still not aware of its seriousness. It is a general observation that plagiarism implies just copying or borrowing another’s work and original ideas. Terms such as ‘copying’ and ‘borrowing’ can misguide readers from the seriousness of this cognizable offense and lead them towards copyright violations. Both the teacher/guide and the librarian can play key role in reducing plagiarism by guiding students on how to use and cite proper sources of information through information literacy programs. This paper discusses the issue of plagiarism along with examples from the field of Arts and Humanities, and anti-plagiarism initiatives taken in India. The author suggests that to some extent plagiarism can be avoided with an information literacy programme, and this paper attempts to present information on this literacy framework. Abstract: The study analysed the research productivity of social scientists at the Centre for Development Studies (CDS), Thiruvananthapuram, during 19998-2008. The paper gives a summary and review of the various research evaluation studies of institutions and disciplines. There were 599 research articles published by the CDS researchers, including 38.23% journal articles, 23.54% chapters in books and 15.03% working papers. The highest number of publications was in the year 2008.Kerala’s developmental issues (32%) and industry, technology & development (26%) were the leading areas of research during the period of study. Authorship pattern revealed that majority of the contributions were singe- authored (56.59%) and the remaining were multi author contributions (43.41%). The degree of authorship collaboration is found to be 0.43. More than 66% of journal articles published are in Indian journals and 33.19% are published in foreign journals. Economic and Political Weekly, contributes the highest number of articles, 79 (34.50%) followed by Indian journal of Labour Economics with 7 (3.06%). Abstract: The paper looks at the concept of ROI (Return On Investment) in the context of libraries. In light of the dynamic environment, challenging financial pressures and increasing need for accountability have in all forced libraries to prove their worth in terms of outcomes, impact and returns. The paper draws upon various studies and approaches in dealing with this relevant and important topical theme. The paper focuses on academic libraries and concludes that ROI of each library will be different depending on the settings in which it exists.
