Abstract: Electronic publishing has been revolutionizing the format of the recorded knowledge. Electronic information services are attracting reader’s attention in today’s network environment. This changing scenario in library environment has arisen for the need and use of e-journals along with print version. Electronic journals (e-journals) bring new challenges before the library and information professionals to give full text access to scholarly publications both in print and electronic version to its end users. The aim of this paper is to identify various issues relating to access and bibliographic control of e-journals, access management problems, policy issues, and development of e-journals consortium approach to subscribe scholarly peer reviewed journals for their library users in network environment. Abstract: In the current scenario, data is increasing rapidly. Chunks of data is being accumulated resulting in knowledge generation. Access to global literature, books, articles require efficient data management and querying techniques. The consequences associated are requirements of very large storage resources, complex queries, interoperability and scalability across global environment. The Integration of grid, data grid, digital library solves various issues related to the upcoming globalization of digital libraries. Abstract: The emergence of Internet has added a new dimension to information technology which gave birth to the new concepts of Digital Libraries (DLs), Knowledge Management (KM), and archiving of indigenous culture and heritage materials. The Digital Libraries have emerged as a crucial component of global information infrastructure, adopting the latest Information and Communication Technology (ICT) to promote an organisational structure that encourages communication and resource sharing between the academician and scholars across the nations. The present paper gives an overview of the latest developments, which have been taken place in the areas of digital library and an attempt is also made to give a brief account of Indian initiatives for establishing digital libraries and also effort taken by university/ institutional libraries to transform themselves from the traditional libraries to computerised and ultimately digital or hybrid libraries. In addition to that some initiatives taken by North Eastern States for the digitisation of manuscripts and rare materials, preservation of digital content etc have also been described in brief. Examples of such systems include Greenstone DSpace, and Ganesha. OSS is popular with technically sophisticated users, who are often also the software developers. This paper describes our experience in designing a web-based newspaper clipping service on CAT Intranet. The authors describe in this paper it’s coverage, digitization procedure, web enabling techniques and search engine. Abstract: This paper introduce the structure and application theorem of the RFID system, discuss application models and issues when implement the RFID system. Radio Frequency Identification (RFID) systems have been used in libraries. These applications can lead to significant savings in staff costs, enhance service, prevent book theft and easy to stock verification, provide a constant update of library collections, holding management, but also attain real-time services. Due to the issues about reliability, insufficient, interfere with noise, cost and without killer application, therefore major library only experiment with RFID for holding management. RFID provided with these characters of batch access, storage mass data, and reprogram that were barcode cannot archive. Integrate both parent and holding with functions of RFID to extend various application. Just replace barcode and magnetic strip then archive there advantages for book identification, for the sorting and conveying of library books and AV materials, not only realize precise. The most important issue is that libraries can use nonproprietary systems today because the new generation of RFID chips with the ISO standard 15693 is available. Abstract: Information is a driving force in the world and intensely making impact on economy, development and social growth of any nation. Emergence and innovations in Information and Communication Technology (ICT) is dividing the Universe in different dissection. This division is broadly known as ‘Digital Divide’ on the world map. Today, no one is going to deny the existence of digital divide. The Digital Divide is a well-known concept and is being defined by the specialists in different ways. In this paper an attempt has been made to identify the factors that are responsible for digital divide with some solutions are explained. All around the world various programmes have been launched to bridge the digital gap but despite many efforts to improve this gap seems to grow wider and wider due to the inability of those who lack the knowledge and skills needed to use the electronic contents, Internet or other communication technology. In India various programmes have been launched to bridge this digital gap and this paper explains the Role of INFLIBNET through its programme “UGC-Infonet: E-Journals Consortium which is one of the step towards bridging the digital divide in the country. Abstract: The present age is Information Age, and the pedagogic implications of this age are that people should learn new skills to use information stored on computers. Libraries and Information Centers have responded by acquiring information technology and encourage computer literacy. The information that is available through libraries, community resources, special interest organizations, media and Internet comes to individuals in unfiltered formats, rising question about its authenticity, validity and reliability. In addition, information available through multiple media poses new challenges for individuals in understanding the landscape of information and to acquire knowledge of how to gather, evaluate and use information in today’s world. Information literacy therefore, is increasingly important in the contemporary environment of rapid technological change and proliferating information resources. It enables learners to master content and extend their investigations, become more self-directed and assume greater control over their own learning. With the advances in Information and Communication technologies (Dhiman, 2001, 2002 & 2003), the traditional concepts of organization, user orientation, bibliographic description and dissemination of information are to be fine-tuned to the new environment by the Library and Information Professionals. So the LIS professionals working in the environment have to face challenges for providing the right information to the right user at the right time.
