Abstract: Libraries, faced with declining budgets, increasing subscription prices have found themselves unable to purchase all publications and materials that their users would generally expect to have. To compensate for this, there is shift to subscribe the journals by other models and methods. Library consortia are one of the most effective means for libraries to subscribe to E-journals. University libraries in India are accessing e-journal under UGC-INFONET E-journal consortium. This facility has also been extended to libraries in North Eastern region. This paper reflects on the growing importance of usage statistics of electronic journals, their increasing use, and in particular universities in North East region It highlights the current usage of various e-resources accessed by the users of different universities located in North East region. Abstract: The paper highlights the information needs and users’ dependence for information on Community Information Centres (CIC) in Nagaland with emphasis on Medziphema block. It also focuses on the effort needed for imparting computer literacy, information literacy for preparing and powering the underprivileged rural masses through the use of ICTs in such community centres. An attempt is made to reduce the challenges faced by disadvantaged communities such as lack of suitable skill set, language barriers and low literacy in using ICTs and the Internet through a simple, consistent and easy-to-use interface that requires low level competence from users and through accessibility to the use of multiple media (textual, audio, visual). Abstract: Developing a bibliographical database is not an easy task. While developing it the designer must think about exchange of record, minimum consumption of memory, effective retrieval of the database content, etc. With these concepts in mine, the bibliographical database should be designed and provided mandatory attributes for capturing data. Most of the Information Retrieval Systems are based on keywords of the document and retrieve a list of documents in response to a user’s query. Then the user has to sequentially determine his/her relevant document. A keyword-based retrieval is a simple model that can encounter two major difficulties such as synonymy and polosemy problem. Abstract: The emerging Information Technologies have brought many changes in libraries. These technologies have facilitated LIS professionals to work together to acquire and share library collection and provide digital library services to the user community. Increase of the literature in all subjects and shrinking of the library budget made the libraries depend upon each other. This leads to library cooperation, resource sharing and networking. Now the more accepted system of resource sharing is library consortia. Consortia approach is one of the many ways of maintaining cooperation and coordination among the libraries and in fact it has emerged as the ‘state of the art’ in library cooperation in recent years. The online databases; electronic journals are facilitate the formation of consortia among the libraries. This paper highlights the past and existing resource sharing and networking status of Bangladesh. In this paper the authors also depict the benefits of library consortia and try to provide some recommendations for the formation of library consortia in Bangladesh. Abstract: Paper discusses the present scenario of affiliated College Libraries in Meghalaya and found that some of the libraries have computerized their collection. Moreover all the libraries have similar resources as they follow the same syllabi and also subscribe to some important journals. Due to financial constraints most of the libraries’ procurement is limited. This proposal may be considered as a pilot project which could be extended to a greater dimension. It could be a role model which could be implemented initially in the libraries situated in the Capital and extended to other libraries of the State and North-East region as a whole. Abstract: The Open Access movement comprises many complementary initiatives, including digital scholarly journals, discipline-specific e-print servers, institutional repositories, and author self-archiving. Researchers are extensively using these repositories to publish their research outputs. Bibliographic control of scholarly literature of commercial publications is mostly available in the form of Abstracting, Indexing and Citation sources. But in the similar way for the open access publications it not the same case. Bibliographic control of open access e-resources is a major issue. The rapid growth of scholarly information resources available in electronic form and their organisation by digital libraries is proving fertile ground for the development of sophisticated new services, of which citation linking will be one indispensable example. Many new projects, partnerships and commercial agreements have been announced to build citation linking applications. Abstract: A general observation of the northeastern universities and specifics based on NEHU experiences indicates that the universities in the northeastern regions record comparatively lower percentage of usage. The poor statistical show is attributed to the infrastructural dwarf in the universities. The nature of skewed usage pattern is found similar to other empirical studies suggesting that such methods may be espoused to form the parameters for determining the core collection of the electronic journal consortium. The paper briefly examines the existing subscription deals and suggested that resorting to alternative deals may strengthen collection and ultimately the usage pattern. The paper also maintains that higher per capita expenditure per students should be encouraged in the region to buildup infrastructure and come at par with the mainstream. Abstract: Meta search engines are powerful tools that search multiple search engines simultaneously. Unlike crawler-based search engines such as Google, AllTheWeb, AltaVista and others, meta search engines generally do not build and maintain their own web indexes. Instead, they use the indexes built by others, aggregating and often postprocessing results in unique ways. Meta search engines accept your query, and send it out to multiple search engines in parallel. They are often quite fast, using private “backdoor” servers made available by the search engines they query. They get this privileged status thanks to revenue sharing agreements. There are several advantages to using meta search engines, though they’re not always the most appropriate tool. The most obvious advantage is that you can get results from multiple search engines without having to visit each in turn. Apart from the time savings, there is some evidence that this gives your search a broader scope, since each individual search engine’s index differs from all others. Abstract: The paper describes the importance of journal as an important medium of communicating recent developments in scientific research and the dependence of academic community of any University for their research work. It also presents the latest trend of journal publishing in electronic medium. Since, Indira Gandhi Memorial Library is the first University Library to introduce one of the major online medium to their academic community by subscribing EBSCO Online Journals Database, an analytical study of the usage statistics was undertaken in terms of number of sessions ,searches, abstracts and full text articles in order to measure deficiencies in the system. The data indicates that the usage is found extensive during initial years than the subsequent years. Abstracts and full text articles are more extensively referred Linking activity is also found to be constantly increased.. It is observed that the user’s unawareness regarding these developments is primarily affecting the usage of this new medium, whereas audit, renewal procedures, networking problems, etc. are added to the decline of the usage of e-journals. The paper suggests that a lot of orientation and publicity is still required to the academic community to increase the level of usage of such databases. Abstract: Indexing techniques during the earlier phases of their evolution relied entirely on the textual/ conceptual content for the purpose of treating conventional documents for the Index preparation. But with the changing times, the non-conventional documents, such as sound recordings, imageries, paintings, pictures, motion pictures, diagrams and maps etc. were inculcated in the collection maintained by the libraries. And in the modern society, they form integral part of any library collection. For the purpose of treating these non-textual documents, for the adequate storage and retrieval, fresh initiatives are required, preferably incorporating automated facilities. The present paper takes up the specific case of ‘Maps’, being a unique document with an ability to be auxiliary to every other discipline, in addition to that of the mother discipline i.e. Geography. But owing to the same very unique Characteristic, the Indexers face hazards while taking up the indexing of Maps. Since neither the Content nor the Concept based Indexing have been found to be absolutely suitable for the purpose. Therefore a feasibility study for a hybrid type of Indexing system has been attempted in the present paper. Beside the study explores the utility of Geographic Information System as a tool, which can further facilitate the preparation of an Index for a chunk of Maps.
