Abstract: With the recent rapid dissemination over the international computer networks of world-wide distributed document bases, the question of multilingual access and multilingual information retrieval is becoming increasingly relevant. Briefly discusses some of the issues that must be addressed in order to implement a multilingual interface for a digital library system in general, and the problems associated with character encoding of multilingual text in particular. Highlights the development of Unicode Standard, which is envisioned as a solution to the problem of multilingual character encoding and its progressive implementation by the computer industry, including the library community. Concludes that library and information networks in India must adopt Unicode to digitize and provide access to the rich repertoire of literature generated in scores of Indian languages. Abstract: Library consortia for purchasing electronic journals became recognized as a vital part of academic information infrastructure at the research community. The biggest challenge that newcomers to the consortium world face is grasping the fact that standard setting is about giving away rights in technology. Leading institutions in North America and Western Europe take a variety of positive measures to promote consortium activities and formed unique consortia of many kinds. On the other hand, a consortium in India is still in a developing stage and struggle to solve problems they face. The factors that have led to the development of consortia are diverse among countries. This paper describes definitions, aim, organizations, internal structures, policies and other characteristics of the UGC-Infonet E-Journal Consortium which is one of the well known consortia for Higher Education in India under the UGC. Here, we have created a framework for integration GSDL Meta data with Dublin Core meta data using a Meta data creator tool software named DC-dot. Abstract: The content of digital libraries includes data and metadata that describe various aspects of the digital record that consist of links or relationships to other data or metadata, whether internal or external to the digital library. Metadata is provided in order to provide richer searching than would be possible using standard free-text indexing. In particular it was desirable to allow users to search on a number of fields including Author, Title and Description. Metadata Expand the use of data incorporated in the digital object or text, and find ways of integrating different kinds of metadata. Metadata has been defined as “data about data”. It is information about an electronic resource which may be embedded in the resource. According to Gilliland-Swetland metadata is more than description; a more deeper conceptualization of metadata is needed as information professionals consider the range of their activities that may end up in included into digital information systems. There are three main types of metadata Descriptive metadata; Structural metadata; Administrative metadata. Traditional library cataloguing is a form of metadata and MARC21 and the rule sets used with it such as AACR2 are metadata standards. Metadata is particularly useful for large collections of documents or other materials, it can be used for managing the resource and for finding specific items. A Catalogue becomes as found by some libraries an essential tool for retrieval. Increasing size and complexity of the digital information available on the web, demands for new methods of its organization. Uniform and structured meta information which can effectively be employed to achieve this goal. “LibSys for library automation” is the prime mission of New Delhi based software company - Info-Tek Consultants Pvt. Ltd. The Libsys metadata facilitates ordering receiving loose issues, recording bound volumes of journals in print medium this can be easily converted to e- Journal recording by changing the item receiving data into e-journal release data. The location metadata in libsys can be easily converted to url.. Bound volumes can give the link to Url The Library of Congress’ Network Development and MARC Standards Office is developing a framework for working with MARC data in a XML environment. This framework is intended to be flexible and extensible to allow users to work with MARC data in ways specific to their needs. It has evolved into an ongoing program to create and maintain high quality bibliographic records for serials. Abstract: The changing world of librarianship has paved to information highway from the traditionally embarked concept of private world. The adaptation of Information Technology (IT) for data readiness, accessibility and decision support excellence has got into the virtual environment of electronic devices in many libraries. The convergence of computer and communication technologies has linked the human minds worldwide and is trying to cut across the physical barriers. This paper points out the gradual shift-over towards digital info high-tech from traditional rudimentary adherence thus giving rise to fears into the librarians to greater extent. The fears are like phobia to computer exposures, stationary skills, regressive attitude, cognitive factors etc. These are the pressing challenges before the professionals of coming generation to enthuse with information highway. Abstract: nformation explosion resulted from the rapid advances in all scientific fields has made it vital for all scientists to have rapid, easy access to scientific information. However, scientists in developing countries are hampered by the high cost of subscriptions to various journals. Since air-mail delivery is prohibitively expensive, the journals that are received come six to eight months after the publication date, hampering the work of scientists even further. Fortunately, the Internet has come to the rescue. Online journals are available immediately after publication anywhere in the world, with a few clicks of a mouse. Electronic subscriptions are normally cheaper than print subscriptions. Nevertheless, the costs to institutions are still extremely high, particularly in view of the fact that any institution has to subscribe to many journals to meet the varied needs of its scientists. In view of this urgent need, it is proposed that all institutions dedicated to research on plantation crops come together to form a consortium to subscribe to a core group of international journals, available online, that would benefit all members. This would follow the pattern of other consortia such as INDEST, INFONET and INFLIBNET. Experience gained in an initial experiment are focused. Abstract: Digital resource has emerged as complementary and substitute to printresource. But electronic has become vital source of information. MICA KEIChas experience in handling various electronic resources; it requiresinitiatives and interest to know new things. Subscription management requires continuous tracking to know that along with print subscription library will get free access to electronic journals, with little premium or to pay full subscription. This helps for retrospective searches. Association membership gives the benefits of free subscription and access to electronic resources. Commercial database has got high subscription cost but access to resources from retrospective dates. Electronic resources are cheaper because of aggregator but challenges lies with the librarian for an optimum use of resources subscribed by library. Abstract: The idea of converting library materials into digital format for creating digital collections has advanced rapidly in the last few years, thus leading to the concept of a digital library. A digital library is a library that contains materials in digitized form or access to internal or external digital resources. Digital information resources include not only rapidly growing collection of electronic full text resources, but also images, video, sound, and even objects of virtual reality. The most important component of a digital library is digital collection it holds or has access to. A digital library can have a wide range of resources. A digital library is not a single entity although it may have digital contents created in-hourse or acquired in digital formats stored locally on servers. A digital library may also act a portal site providing access to digital collections held elsewhere. The digital imaging technology offers a number of choices that can be adopted to translate from print to digital. Abstract: Digitization has immense potential to store, preserve, disseminate and redistribute cultural materials, if the materials are captured in a bit stream format so as to enable to access through network for learning and understanding the history and culture of a civic society. Generally these materials are stored in museums or in libraries, but they can be spread over the globe and with the spread of the Internet, such contents can be made available to any corner of the world. Universal access implicitly assumes a largely unidirectional flow of information from the developed world to the developing world but the latter is often richer in traditional wisdom, crafts, and cultural artifacts: digital technologies have the potential to preserve that heritage and make it accessible. For developing an Image Repository for photographs of Ancient cultural material by using the advanced digital technology is a challenge, which include description of the photographs of Indian cultural Heritage Materials, Creating Metadata from the sample, Mapping the created metadata with Dublin Core, Developing an Image Repository System using Digital Library open source software etc. This paper is the result of the case study of such an attempt by the authors on exploring Open Source Digital Library Software, DSpace, for preserving the cultural heritage materials.
