Abstract: Indian education system is one of the largest and oldest education systems in the world. now in the Indian education system, universities form the base for success in higher education. Global competition in education system forced the Indian universities to change their curricula frequently and introduce new subjects, which impose a great demand to have good communication network infrastructure so that researchers, scholars and students can tap the most up-to-date information. To bring quality in higher education, the University Grants Commission (UGC) has taken major initiative to modernise the university campuses with the state-of-the-art campus wide networks and has set up its own nationwide communication network named UGC-Infonet. Abstract: Any educational system must have to depend on authentic, factual, fast and up to date information. Indian educational system is one of the largest in all over the world but due to financial limitations large number of libraries have not been able to subscribe to quite a good number of journals required for research and academic community, University libraries could play a major role to further improve the status of higher education system of India. After analyzing the situation the University Grants Commission initiated two important projects viz. UGC-Infonet providing connectivity to universities and UGC-Infonet, E-Journals Consortium to provide scholarly access to electronic journals and databases. Probably this is the golden era in the history of higher education system in India. The total program is funded by UGC and ERNET (Education and Research Network) has been entrusted to establish infrastructure within member universities on a turn key basis and the overall monitoring and execution of the project is being done by INFLIBNET. Through this program large number of e-resources subscribed and provided access to faculty and research scholars working in universities. To make people aware about the use of e-resources good number of user awareness training programs and also conducted 5 national seminars at five different places. Abstract: Now-a-day, it has become a trend among publishers to publish their document in electronic format which is known as electronic resource. Abstract: In the authors view Consortia probably resemble vendors more than they resemble libraries. A consortium aims to assist member libraries In the authors view libraries in carrying out their mission of improving the end user's access to information resources. No two consortia are alike: they have different structures, histories, and specific goals. Working with consortia often can reduce a vendor's overhead. It provides member libraries with the information (including pricing) they need to make subscription decisions. They say that If a library consortium puts its Good Housekeeping seal of approval on a new e-resource and discusses it on consortial list servs and at consortial meetings, this helps create an interest and buzz about the e-resource among the member libraries." Handling negotiations and maintaining licenses for products "saves tremendous staff time in the libraries. Vendors should try to unders tand the unique qualities of the consortia with which they work. This article offers guidance directed mostly at vendors. Abstract: The INFLIBNET Centre has SOUL software developed for the automation and management of the Indian academic libraries, which has presence across the country in around 1500 libraries. INFLIBNET Centre being a nodal agency for Indian universities and keeping in view the requirement of the modernization of the their libraries with ICT facilities, Centre has developed this software and made available to the libraries in the nominal cost. With the development of the technology and the requirement changes of the library with the technology, it was due for the INFLIBNET Centre to make some necessary changes with the SOUL software. This paper introduces the new catalogue module of the SOUL software with the very new features such as MARC21, Unicode and MARCXML etc abreast with the new applications of the ICT. The Centre happily announces the new name of the SOUL software from the “Software for University Libraries” to the “Software for Library Automation and Management”. Abstract: The INFLIBNET Centre, being a nodal agency of the academic sector of the country working in the area of resource sharing among the community, started developing union databases of library resources available in the university sector. In this regard, PhD dissertation being an important vital source of information for the academic research community, the Centre in the initial period of its establishment, started developing the union database of theses with the support of 82 universities having 52000 records. The database has now 2, 20,206 records with support from 238 universities. This article explains about the creation of theses union database at INFLIBNET Centre. It also includes steps involved in creating the database till the making available online for the user community. Further, it gives complete overview about the union database of theses. Abstract: Higher education for the development of society is imperative because it not only emphasize on the need of creating the enlightened citizenry for the country but also establishes itself as a potential instrument of social and national reconstruction. Libraries function as an essential integral component in higher education system. Without a proper information and knowledge infrastructure, no education system can sustain and achieve its laid down goals and objectives. But in the past one-decade, due to paucity of funds, libraries are passing through a phase of deterioration, particularly in terms of its collection and services. Lot of efforts have been taken in past to over come the problem of financial crunch such as resource sharing, library networking etc. Advent of information and communication technologies and their capabilities such as high-resolution capture devices, dramatic increase of digital storage media, explosive growth of Internet and WWW, sophisticated search engines, fast-processing power and reducing cost of computers, high bandwidth networks and increasing number of electronic publications have made possible to switch over to technological solutions to the problems of present day university libraries which can not be won otherwise by the traditional system of librarianship. The present paper defines the term e-journals, illustrates the advantages of e-journals in the light of the financial problems, issues and implications, some acquisition considerations of e-journals and highlights the benefits of consortia based subscription of electronic resources. Abstract: Presents a view to stimulate discussion within the Indian library and academic community about adopting a model of library consortia to improve Library and Information Service. Using published literature identifies and discuses factors to be considered for choosing the model. Observes that the very concept of University Library Consortia in India is very fertile one. If hatched i.e. planned and implemented in a proper way can certainly yield fruits. But the success of consortia like other cooperative efforts depends on the proper mix of enthusiasm, innovative thinking, caution and skepticism. As University libraries in India have no or little experience on consortia, these have to go in a humble way. In this connection informal consortia can achieve considerable success provided participating universities effectively act as teams not as individuals to achieve common goals and should not forget “one will not get a chicken by smashing an egg open’. Abstract: This paper discusses about the Interlingua approach of machine translation, especially the Nepali generator part of Interlingua based machine translation in which the Interlingua used is UNL (Universal Networking Language). Nepali is the national language of Nepal, a country in Indian sub continental region. UNL is an Interlingua proposed by United Nations University/Institute Of Advanced Studies, Tokyo, Japan to remove language barrier and digital divide in the World Wide Web. This paper describes about the architecture and design of UNL Nepali Deconverter (Generator), that has been implemented using a tool called DeCo, a language neutral generator. Nepali sentences are generated using information present in Nepali language at different linguistic levels. Information like case relations, case markers etc. in Nepali sentences can be generated from morphological level itself since Nepali is a morphologically rich language. Abstract: The rapid development of the Internet during the 1990s has opened up a new possibility where traditional print journals are being replaced by, or at least supplemented by, the electronic journals. Low library budget and increasing cost of subscription are some of the important factors for shift from print media to electronic one This paper discusses the role of UGC-Infonet in promotion of E-journals in the country through E-journal consortium. Highlights that the usage of E-journals is much below the expected target by the Universities of North East which have been given access to E-journals. Abstract: The traditional functions of libraries had undergone various changes in present century and E-Resources have great importance in libraries and amongst the library users. The present study has been undertaken with an attempt to evaluate the usage pattern of electronic resources made available in the Assam University Library under the UGC- INFONET E-Journals/ Digital Library Consortium of UGC/INFLIBNET amongst the research scholars and teachers of Northeastern Region of India with special reference to Assam University, Silchar. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. For that purpose, survey method has been adopted by the investigators, which comprises of administration of questionnaire, Observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of electronic resources (e-journals/e-books/databases) for their academic and research activities. The self designed questionnaire comprising of 15 questions has been distributed amongst the randomly selected samples .The samples comprises of faculty members, research scholars,UG/PG Students and officers / staff. The filled up questionnaires have been collected from the respondents for the data analysis and interpretations. On the basis of filled up questionnaire the data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The present work was carried out during July- December 2009. Therefore the present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the e-resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. The questionnaire was distributed to 350 samples, out of which 319 respondents have responded. The same study may be carried out on the larger section of population covering other universities of North Eastern Region of India to get more generalized and authentic findings. The findings of the present study may be taken as the preliminary findings from a pilot study. The paper highlights the important survey findings in respect of Internet Awareness, Internet Use Pattern and attitude of library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Besides this, some faced by the respondents have also been discussed and few suggestions and recommendations have also been enumerated in brief.. Abstract: Application of technologies could create new possibilities to deal with the collections, organization and propagation of vast amount of information. In the library and information centre ICT is used as enabling technology for the acquisition, representation, storage, transmission, and use of resources in electronic form known as e-resources. Electronic resources are regarded as the mines of information that are explored through modern ICT devices, refined and redesigned and more often stored in the cyber space in the most concrete and compact form and can be accessed simultaneously from infinite points by a great number of audience. The libraries could not provide the adequate information to the academic communities including students and researchers at large due to the multi disciplinary research and proliferation of information which compelled the libraries to move from print to electronic sources. The electronic sources now available profusely on Internet, World Wide Web and Consortia including subject gateways facilitated the users to be with in the midst of the galaxy of information. The present study highlights the use, evaluation and management of e-resources in Central Library, Tezpur University where the user community take the opportunities to make the best use of e-resources provided by the said library.
