Abstract: Online communities of practice may use a specific tag on social bookmarking sites that enable resources to be “advertised” within that community. Considered a better alternative to submitting a website on blogs, manual social bookmarking is a simple, convenient and hassle free way of making sure that our site is noticed and marketed in the right circle. Web 2.0 technologies will promote and enable fundamental changes on intranets. Abstract: In the past two or three years, e-journals have become the largest and fastest growing segment of the digital collections. Collections that a few years ago numbered in the few hundreds of titles now number in the thousands, and the rate of growth continues to increase. We need to archive/preserved the copies of e-journals for future generations were the same copies being read by the current generation of users. Archiving of the E- Journal/E- Content addresses two major issues, Firstly, is giving access to the sources. Secondly, its preservation for long – term use. In this paper I will discusses the issues related to e-journal archiving and their possible solution using some open source software like LOCKSS, Dspace, Eprint, etc. In this paper I am also going to discuss the framework for Evaluation of Archiving Software. Abstract: A general observation of the northeastern universities and specifics based on NEHU experiences indicates that the universities in the northeastern regions record comparatively lower percentage of usage. The poor statistical show is attributed to the infrastructural dwarf in the universities. The nature of skewed usage pattern is found similar to other empirical studies suggesting that such methods may be espoused to form the parameters for determining the core collection of the electronic journal consortium. The paper briefly examines the existing subscription deals and suggested that resorting to alternative deals may strengthen collection and ultimately the usage pattern. The paper also maintains that higher per capita expenditure per students should be encouraged in the region to buildup infrastructure and come at par with the mainstream. Abstract: The Central Library of the Indian Institute of Technology, Kharagpur is engaged in developing a single window seamless access system for personalizing electronic contents to its faculty and researchers. Since a computer-based retrieval system requires carefully selected search terms to selectively separate useful and relevant information from the large collection of information available in a specific branch of knowledge and most of the electronic systems use technical terms in vogue in the concerned field, sticking to these standard terms while conducting the search helps to avoid the noise and irrelevant retrievals. Since thesaurus and other subject heading lists are very exhaustive and are not very much required in a research area description context, we look for alternative sources, but standard and authentic to create standard subject terms for use with the personalization system. As part of the system, we are devising a subsystem for assigning standardized terms for selecting and incorporating subject specializations of researchers. For example, with the aid of subject terms gathered from the specializations of the 34 Special Interest Groups of ACM and the research areas, courses and projects of faculty members in the relevant departments, we tried to arrive at standardized representation of subject terms for researchers in Computer and allied disciplines and those having computer related specializations in other branches. A similar attempt is being made to extend the subject specializations of researchers in Physics with the exhaustive list of terms provided in the Physics and Astronomy Classification Scheme. This paper will briefly illustrate some personalization projects in USA and UK, contents identified for personalization in the Institute, standardization of Computer Science terms and a partial list for terms generated for Physics along with some of the challenges and benefits. Abstract: In the field of library and information science, importance of cataloguing, classification, abstracting and indexing standards play a major role to represent the appropriate information of any document for patron’s use. In beginning, these standards were used to the documents in the print formats like shelf list, catalogue card etc. Gradually, after the invention of the computer technology, representation of information in print format has changed into the electronic format. There with the development of technology, due to flood of information and variations in the representation of the information, were forced the profession to develop different bibliographic standards; till date almost more than 30 bibliographic standards has emerged. Thus, every country is following their own bibliographic standards for representing the print documents into the electronic format. Same way, India is also working in creating the bibliographic databases of the resources available in different academic libraries of the country. INFLIBNET (Information and Library Network) Centre, UGC, Ahmedabad has embarked upon this issue and working in war footing level to achieve the goal. Abstract: Archives are repositories of public records that give emphasis on long term preservation, access and use of information contained in essential records of national importance. With the changing scenario of information and communication technologies, the concept of digital method of preservation has been accepted by archives, libraries and museums. Digital archiving system is an attempt to develop an environment in which information in digital form are collected, preserved/stored and managed as an institutional assets. Latest technological developments have facilitated to preserve the archival documents in electronic form for posterity. Digital archival system can also provide services such as acquisition, organization and dissemination of archival records for research, training and administrative uses. The concept of intellectual property rights and security issues are more seen in the electronic era where digital archiving is being practiced. The paper has discussed the above facets in detail with the problems and effective measures of digital archiving. Abstract: The present study has been undertaken with a view to know the status of ICT and Internet Literacy amongst the Assam University Library Users for accessing to E- Resources available under UGCINFONET Digital Library consortium. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. The present work was carried out during July to August 2008. For that purpose, survey method has been adopted, which comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of Internet for their day-to-day activities and status of access to e-journals for their academic and research activities. The self designed questionnaire comprising of 20 questions has been distributed amongst the randomly selected 480 samples. out of which 324 respondents have responded. The present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the eresources / web resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. On the basis of filled up questionnaire received from the respondents, data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The paper highlights the important survey findings in respect of ICT and Internet Literacy, Eresources use pattern and attitude of library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Abstract: Strategic Planning in Libraries is absolutely necessary in view of the present day rapid advances in technology. Most libraries are in the area of education and research, in a college or University supporting both teaching and research. Strategic planning should be a cooperative effort with inputs from administration, the computer center personnel, faculty, students and the library staff. Role of librarian is increasingly important during the strategic planning, as educator and leader within the process, whether the process happens within the library or in the Institution. The strategic plan developed should offer a pattern that integrates major goals, policies and actions of the institution into a cohesive whole. It should help allocate resources, capitalize on relative strengths and mitigate against weaknesses etc. This paper details well defined strategic plans for the library to set a clear direction, allow looking at the strengths and weaknesses with the environment, and devoting resources to strengthen support in the core areas of teaching and research. Abstract: The library environment is currently undergoing a rapid and dynamic revolution leading to new generation of libraries with an emphasis on e-resources. On one side, there is an increasing demand for good library collection in terms of large amount of data/information and on the other hand, the publishing media is striving hard to support this demand at lightning speed by way of e-publication as well as online access. As a result, a large number of e-resources are published on all subject areas. Therefore, libraries need to adopt electronics media for its collection developments in a better way to fulfill the requirements of users. J R D Tata Memorial Library at the Indian Institute of Science (I.I.Sc), Bangalore with their vision has brought out a policy and adopted a strategic plan for collection development of electronic resources. This paper describes in detail, the steps taken by the library for a comprehensive e-resources access package model so that the researchers at I.I.Sc. Reap the maximum benefits by giving access to reasonable level to meet their information requirements for academic and research activities. Abstract: Streaming audio became available on the Web in 1995, but with the development of the Synchronized Multimedia Integration Language (SMIL), the technology has reached a new level of maturity. SMIL is based on the XML standard, and allows audio, video, images, and text to be integrated. The implications for Web based pedagogy are tremendous. We now have the opportunity to do training on the desktop in a feature-rich open environment. We will give a basic background in streaming media technology, discuss the standards, the current state of the art, our experience with RealNetworks, how to take advantage of it in an intranet environment, and touch on future developments, including the integration of testing engines. Abstract: In a search for more natural way of learning, streaming media is one of the ways. One old Chinese statement says: “a picture is worth a thousand words if used correctly“. Today we can ask ourselves how many words worth a video sequence? The use of online courses continues to grow worldwide, yet it is still not clear whether such online learning environments enhance the learning outcome of students or even meet the level of success of traditional classrooms. Many online courses represent no more than electronic versions of traditional classes without, of course, face-to-face interaction between instructor and students. These electronic courses often contain Web materials that lack any significant level of creativity or interactivity . Cognitive research suggests that the addition of multimedia can actually improve the learning process if certain methods are employed. By using auditory and visual methods of presenting information, students can process that information more quickly, often fostering an enhanced learning process. Abstract: The article explains the concept of citation, citation index and the process of citation indexing in the present environment. Various components of the citation index such as citation index and its subparts (anonymous and patent cited index), source index, permuterm subject index, corporate index along with its sub-parts (geographic and organization index) and journal citation report are explained in brief. Further the structure, working, arrangement of these components of citation index are explained in detail with necessary and self explanatory sample entries which gives a clear idea about all these aspects. Citing and cited half-life are calculated and derived for a journal to understand the functioning and value of half-life of a journal.
