Abstract: For some years now, Indian Universities and Colleges have been deprived of access to journals and other professional literature. About two decades ago, University libraries were able to subscribe to a decent number of journals in various subjects. The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries. It is clear that this trend cannot be reversed in the conventional fashion by providing increased funding. The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching. In the present paper we describe the part of this project which deals with the provision of electronic access to journals and other literature for the University sector. Major organizations like the CSIR, DAE, AICTE etc have set up consortia involving institutes under the aegis of the respective department to have electronic access. The arrangement here involves incremental payments to be made to publishers to supplement an already large print subscription base. This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers. In our paper we will discuss details about the initiative, the novel aspects of the programme, the great benefits that it will bring to the University sector, its present and future relationship with other consortia, and the role of INFLIBNET in the planning and long term implementation of the scheme. Abstract: Web cataloguing’ or ‘metadata creation’ is an effective strategy to enhance the resource- discovery on digital collection that can be accomplished by standard metadata schema. Technological capabilities now allow multiple metadata schemas for discovering web resources. This paper aims to present the progress of web-cataloguing using ‘metadata’ and its impact on precision of search results, in discovering web resources. It also proposes various means of creating metadata in order to pursue with the large databases and/or dynamic web pages. Several metadata initiatives provide glimpses of recent activities on ‘metadata’. Here, an attempt has been made to discuss about different metadata schemas of which Dublin Core (DC) & MAachine Readable Cataloguing (MARC) seem to be widely accepted and used in cataloguing web resources. It also seems imperative to make a few modifications of the existing crosswalk between the DC & MARC-21 elements to be used in conversion of metadata from one into another. This discussion brings out the idea of OAI-PMH to make the metadata available to harvesters and attempts to explore the mechanism of DSpace for exposing metadata in a digital repository. Abstract: Developments in information communication technologies has brought about an accelerated information explosion and huge change in how information is being produced, processed, stored and communicated. Information is now being made available in digital format accessed via electronic networks such as the Internet, and being stored or preserved in digital archives or collections. In addition, digital information can be manipulated and disseminated very easily. Such forms of development have resulted in major concerns in the protection of digital information sources under existing copyright and other related laws and regulations. This Paper examines the efforts being made to revise copyright laws in order to include the protection of digital information sources, and the role library and information professionals and institutions around the world, can play to ensure that revised copyright laws do not have a negative impact on the free flow of information and access to digital information sources. The situation regarding copyright laws, digital information and libraries in India is discussed and numbers of observations are made. Also discusses the role of IFLA for protecting electronic Intellectual Property Right. It focuses on various categories of Intellectual Property Rights viz. Abstract: The study analysed the research productivity of social scientists at the Centre for Development Studies (CDS), Thiruvananthapuram, during 19998-2008. The paper gives a summary and review of the various research evaluation studies of institutions and disciplines. There were 599 research articles published by the CDS researchers, including 38.23% journal articles, 23.54% chapters in books and 15.03% working papers. The highest number of publications was in the year 2008.Kerala’s developmental issues (32%) and industry, technology & development (26%) were the leading areas of research during the period of study. Authorship pattern revealed that majority of the contributions were singe- authored (56.59%) and the remaining were multi author contributions (43.41%). The degree of authorship collaboration is found to be 0.43. More than 66% of journal articles published are in Indian journals and 33.19% are published in foreign journals. Economic and Political Weekly, contributes the highest number of articles, 79 (34.50%) followed by Indian journal of Labour Economics with 7 (3.06%). Abstract: With growing interest in the Internet, more specifically, the World Wide Web, over the past few years and rapid growth in the number of users, the volume of information carried by the Internet has increased dramatically both in sheer size and diversity. In addition, vast amount of information on the Web is publicly available to users with uncontrolled, unstructured, and drastically changing nature. Internet search engines, meta-search engines and subject directories have contributed, to a certain extent, in finding information required by the user. However, it is a time consuming task because the user has to actively search relevant information. In the context of Internet and World Wide Web, keeping completely current with all latest information available is an impossible task. But, majority of services such as the Current Awareness Services, alert service table of contents of journals, new books, standards, patents, Web page monitors, E-Newsletter and daily news digests, etc. are based on the concept called push technology for delivering latest literature right to the end-user’s desktop through e-mail as soon as published. When full-fledged features of the push technology are utilized for providing current awareness service using Web resources, it will not only open new opportunities to the librarians but also to the end-users to keep up-to-date with latest literature. The article describes the opportunities open for the Cyber Librarian, advantages and down sides of push technology, push models, types of notifications and user interfaces, and active current awareness services on World Wide Web that are relevant to the library profession. Abstract: Websites have become indispensable tools for posting the information of an organization for the global population. It plays an important role in spreading information throughout the world. There are millions of web sites available which have been created by the web site designer using special markup languages called HTML (Hypertext Mark-up Language), XHTML, CSS, Javascripts, VB scripts or other advance level languages like XML, Java, ASP, JSP etc. The IT professionals who are expert in designing and developing of the web sites are involved in this business. Most of the agencies that are involved in the design and development of the web sites create the web sites on commercial basis and host to the server, which are accessed over Internet. The present paper emphasizes the various issues of quality control and regular maintenance of web sites while designing and developing the web sites for any organization / institutions/ universities .The first part of the paper highlights the basics of quality control whereas the second part of the paper describes the various issues pertaining to design, development and maintenance of web sites, steps taken for designing a quality web sites, consideration of various aspects of quality control and regular updating of web sites, quality measure to be taken in tune with the W3Consortium recommendations.
