Abstract: There is a large quantity of subscribed e-resources in our libraries and they contain quality information, though expensive. In spite of advantages in terms of access and search capabilities, they are underused. Systematic plan has to be in place for their promotion of use. While a good ICT infrastructure is a prerequisite, it alone will not do. Proactive strategies are required and these need to be adopted imaginatively. Access to e-resources need to be made easier for both on campus and off campus users. As a priority, active users need to be identified and they need to be converted to heavy users of eresources. Secondly, non users be converted to active users Various methods have to be tried in order to grab the attention of the users towards the e-resources. User training will increase the confidence level of the users. Traditional awareness methods include : Personal visits, user training, brochures, posters and displays. Newer technologies from the Web 2.0 such as RSS alert service, Blogs, Wikis and Facebook make the interaction with the library not only interesting but also add more value. Abstract: The world wide web has become an undisputed and powerful medium to integrate multiple information sources and services on the part of the libraries, leading to continual development of new applications and services. Efficient implementation of existing services and an opportunity for delivering information to the desktop of remote and local users has become an immediate priority on the part of the libraries. Locally owned resources like the OPAC, locally hosted electronic journals and databases, alerting services like new additions and content pages, and integrating host of other services call for an unpretentious approach for successful information services. In this paper an effort has been made to study the functions of various indexing and retrieval tools available on the web for their understanding and experience with standard indexing practices facilitating accurate and efficient data retrieval leading to the abstraction of digital library. Abstract: The idea of E- Theses and Dissertations (ETD) is coming up in International scenario, which can be easily located, readily accessible and delivered over the web. This paper analyzing the opinions of selected Ph D Researchers and Guides from selected Indian Universities on Copyright and IPR issues related to ETDs. On the basis of the output, the paper suggests that Universities can start collecting e-format of theses, creating a digital archive for easy access. But in terms of access, still only a minimum majority is favoring online global access to Indian research. This may be because of Copy Right Issues, Chances of Plagiarism and Poor Quality in Research, which may be solved through policy frameworks and enhancing standards through national agencies like UGC at national level. Abstract: The paper studies the measurement of research productivity of Indian scientists contributing to world soybean research for the period 1989-2008 based on the data available in the International Crop CD database. The paper measured the publication share of India in the world publication on soybean, its activity index, growth rate and doubling time, analysed the authorship pattern, various statistical distributions of authorship like mean, variance, binomial distributions, negative binomial distributions, geometric distributions; collaboration coefficient and collaboration index, prolific authors and their dominance factor, applicability of Lotka’s law, etc. The paper reveals that India has 2nd rank in research publication with 13.64% share in the world. The activity index of India decreases gradually. The growth rate has also decrease gradually and correspondingly doubling time has increased. The paper reveals high degree of collaboration with 93.10% contributions of joint authorship. The average collaboration coefficient is 0.931 and average collaboration index value is 3.115. Lotka’s Law is still found applicable in the study. The paper than calculate dominance factor (DF) of some prolific authors having 25 or more contributions and found most of the authors with low DF value. Abstract: The Ministry of Human Resource Development (MHRD) has set-up a “Consortia-based Subscription to Electronic Resources for Technical Education System in India” on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. Abstract: Information is a driving force in the world and intensely making impact on economy, development and social growth of any nation. Emergence and innovations in Information and Communication Technology (ICT) is dividing the Universe in different dissection. This division is broadly known as ‘Digital Divide’ on the world map. Today, no one is going to deny the existence of digital divide. The Digital Divide is a well-known concept and is being defined by the specialists in different ways. In this paper an attempt has been made to identify the factors that are responsible for digital divide with some solutions are explained. All around the world various programmes have been launched to bridge the digital gap but despite many efforts to improve this gap seems to grow wider and wider due to the inability of those who lack the knowledge and skills needed to use the electronic contents, Internet or other communication technology. Abstract: This paper presents an objective view of India’s position in the global economy. It recognizes India’s achievements, but sees a tremendous potential that is yet to be achieved. What is needed is an India-led process to coordinate and integrate reforms, combining those in the economic and institutional regime with the many initiatives that are being undertaken in the more functional areas covered in many Indian strategy reports. Abstract: Information technology refers to mosaic of technologies, products and techniques combined to provide new electronic dimensions to information and retrieval activities. The term information technology represents convergence of three strands of technologies, namely computer, microelectronics and communications. It is used to describe products and services that came-up with rapid changes in computer and communication technologies and their fusion. The libraries and information centres have always been quick to find applications of new information technologies in their libraries. Today’s modern libraries perform most of their functions using software packages that are now available off-the-shelf. It has their catalogues available on the Internet with a web-based search interface along with links to resources either acquired through external agencies or created in-house. Most such libraries are on the Campus network with CD ROM networks put-in place to serve the information requirement of their academic community. Several libraries have taken-up small-scale digitisation projects for part of their collection. The librarians and information professionals are required to develop skills that are required to use, develop and maintain IT-based services and products used by today’s libraries. Rapid changes in information technologies and their adoption in libraries during past three decades have drastically changed the functions and activities of information professionals in libraries. The article deals with new information technologies, their applications in libraries and their products and services. Abstract: Increasing use of technology as a means of accessing information and the recent shift towards cooperative learning and group study have brought changes in the way patrons use libraries and library resources. This article is based on the part of a survey that investigated the ICT knowledge and skills of librarians at the Chandigarh City. A study population of 21 librarians of Chandigarh city were surveyed by a questionnaire to establish in what ways librarians were using ICTs, what were the level of ICT knowledge and skills amongst the librarians, what problems the librarians faced in the use of ICTs and what their ICT training needs were. Interpretation of the results revealed a low level of ICT knowledge and skill amongst librarians and a general lack of formal training for ICTs amongst the academic librarians. Abstract: Though literature on information and knowledge management is vast, there is much confusion concerning the meaning of these terms. According to the literature review, technology-oriented information management includes data management, information technology management and strategic information technology management. The main emphasis of these approaches is the effective and efficient use of information technology. In contrast, content-oriented approaches focus on information and its use. They can be distinguished in records management, provision of external information, human-centered information management, and information resources management. The reading of the literature on knowledge management reveals that this term is either used synonymously for information management or for the management of work practices with the goal of improving the generation of new knowledge and the sharing of existing knowledge. This article identifies various aspects that are embraced by the terms information and knowledge management. Abstract: Information Flow refers to the technique in which information is acquired, analyzed, and distributed by Metropolitan Planning Organizations. Abstract: The present study is an attempt to identify cancer institutes and associations’ web sites that provide free information useful in research and scientific endeavors. Thirty seven cancer web sites have been identified by using Google search engine for the study with the site domains .org, .edu, and .ac. This ensures the organization is not a commercial body. Availability of research & review articles, clinical trials, scientific reports, conferences proceedings, and other information of scientific importance in full text form are studied by visiting respective sites. The study reveals that though there are innumerable sites on cancer and information content for cancer patients as well as their relatives, the coverage of free full text scientific information for cancer scientific community is woefully inadequate. Even though the sites are developed and hosted by professional bodies, access to full text scientific literature / information for scientists and clinicians is restricted.
