Abstract: The paper proposes a model which focuses on a strategy to implement successful open learning support system with a productive collaboration with the faculty. The learner is supported for his open learning correspondence through value added services and information products introduced through the virtual library portal. The Internet enabled library portal is a focused interactive learning space where information flow is targeted to the learning contacts and assignments at hand of the student. The portal is one stop shop model where the user is provided with the learning activity support and the information access facility. Information access facility, though conventional, is converted into flexible mode using modern learning and communication software. The learning activity support is developed into a value added service where the user is supported through faculty-library collaborative development of information products and services where most of the relevant products are available in the digitized environment for the studentship of both distance and on campus. Abstract: With the forging and making operational consortia subscription of E resources, beginning with journals, by various Academic and Government R and D organizations in the country, there is an immediate need to formulate standard metrics for the analysis of the usage of such resources. In the subsequent phase the outcomes of the analysis can be co-related against various parameters to develop performance measures as relevant to the consortium members. These performance measures can then be used to benchmark against the ‘leaders’ and action item for improving the average usage across the consortium. Ultimately translating into a justifiable ROI – not necessarily in money terms. Unlike in the physical subscription, such measurements and analysis is an intrinsic benefit in E subscription and must be fully utilized. This paper will generally discuss the utility of metrics , prevailing practices of a few E content providers and lay down broad parameters to serve as a basis for evolving a standard set of E metrics. Swicki can be developed by any one on any topic, with every search, vote and click it will generate power in retrieving more relevant results and turns into a valuable asset. Abstract: Organizing and providing access to the resources on the internet has been a problem area in spite of the availability of sophisticated search engines and other software tools. There have been several attempts to organize the resources on the WWW. Some of them have tried to use traditional Library Classification Schemes such as the Library of Congress Classification, the Dewey Decimal Classification and others. However there is a need to assign proper subject headings to them and present them in a logical or hierarchical sequence to cater to the need for browsing. This paper attempts to describe an experimental system designed to organize and provide access to web documents using a faceted pre-coordinate indexing system based on the Deep Structure Indexing System (DSIS) derived from POPSI (POstulate based Permuted Subject Indexing) of Bhattacharya, and the facet analysis and chain indexing system of Ranganathan. A prototype software system has been designed to create a database of records specifying Web documents according to the Dublin Core and input a faceted subject heading according to DSIS. Synonymous terms are added to the standard terms in the heading using appropriate symbols. Once the data is entered along with a description and URL of the Web document, the record is stored in the system. More than one faceted subject heading can be assigned to a record depending on the content of the original document. The system stores the surrogates and keeps the faceted subject headings separately after establishing a link. Search is carried out on index entries derived from the faceted subject heading using chain indexing technique. If a single term is input, the system searches for its presence in the faceted subject headings and displays the subject headings in a sorted sequence reflecting an organizing sequence. If the number of retrieved headings is too large (running into more than a page) then the user has the option of entering another search term to be searched in combination. The system searches subject headings already retrieved and look for those containing the second term. The retrieved faceted subject headings can be displayed and browsed. When the relevant subject heading is selected the system displays the records with their URLs. Using the URL the original document on the web can be accessed. The prototype system developed under Windows NT environment using ASP and web server is under rigorous testing. The database and indexes management routines need further development. Abstract: The present study indicates that 67.50% and 38.75% of college teachers use electronic information resources for the purpose of their class room teaching and research work. 88.75% of teachers use Internet as an electronic information resource. The study reveals that majority (78.75%) of the teachers opined that access to current information is only through electronic resources. 71.25% of respondents stated that too much information retrieved is one of the major hindrance in using electronic resources. Abstract: This article deals with the definitions and types of of e-Learning, e-education with the need for it. Abstract: Managing content in a reusable and effective manner is becoming increasingly important in knowledge centric organizations as the amount of content generated, both text based and rich media, is growing exponentially. Creating content is expensive and unless it is staged, deployed and reused effectively, these costs cannot be justified. An important aspect of content management technologies is that they are far from being mature and they are getting better with time and this will continue to stay this way for some more time. In this paper we discuss important features of next generation content management systems and key technology enablers that make it possible to achieve next generation functionality. We describe two important technology enablers that are implemented with state of the art research besides identifying evolving and futuristic research areas that will help push the content and information systems to the next level. Abstract: Associationship is an important component of data mining. In real world, the knowledge used for mining rule is almost time varying. The items have the dynamic characteristic in terms of transaction, which have seasonal selling rate and it holds time-based associationship with another item. In database, some items which are infrequent in whole dataset may be frequent in a particular time period. If these items are ignored then associationship result will no longer be accurate. To restrict the time based associationship, calendar based pattern can be used [5]. Calendar units such as months and days, clock units, such as hours and seconds & specialized units , such as business days and academic years, play a major role in a wide range of information system applications.[11] Our focus is to find effective time sensitive algorithm for mining associationship by extending frequent pattern tree approach [3]. This algorithm reduces the time complexity of existing technique[5]. It also uses the advantages of divide & conquer method to decompose the mining task into a smaller tasks for database. Abstract: Electronic resources are becoming increasingly important to libraries of all types and sizes. The paper discusses present situation of the e-resource availability at the degree college libraries of Purulia District, West Bengal. This paper addresses the acquisition of electronic information resources and its collection development policy to guide the librarians at College Libraries in the selection of electronic reference-resources. Instead of focusing on how well a given publication/e-resource fits into or supports the collection, the policy gives general guidance on the selection of electronic resources. The general collection development guidelines for electronic information resources include relevance and potential use of the information, redundancy of the information contained in the product, demand for the information, ease of use of the product, availability of the information to multiple users, stability of the coverage of the resource, longevity of the information, cost of the product, predictability of pricing, equipment needed to provide access to the information, technical support, and availability of the physical space needed to house and store the information or equipment. This paper is based on exhaustive survey of college libraries in Purulia District, West Bengal. It was found that a majority of college libraries do not subscribe to e-resources. A three step strategy is put forward to introduce e-resources at all college libraries in Purulia District, West Bengal. The paper also lists a few openly available e-resources and benefits of joining library consortia. In the end, the paper lists best possible draft policy for e-resource acquisition. To use them effectively, one should have the expertise to use it and know the individual features and advantages. Abstract: The paper highlights about the importance of total quality management in libraries. It is an view that the condition which challenged in libraries of Total Quality Management are very much prevalent here. It is not, however, clear if library managers are effecting the necessary changes to satisfy their clients. In the face of these challenges it is now time for libraries to exhibit that they are valuable to the continued survival and sustenance of their organizations. This can be done best by activity management. Therefore, it is a “system of continuous improvement employing participative management centered on the needs of customers”. Key components of TQM are employee involvement and training, problem solving teams, statistical methods, long term goals and thinking and recognition that the system, not people produces inefficiencies.
