Abstract: The paper attempts to review and audit the present scenario of library automation in nine university libraries in Punjab, Haryana and Chandigarh in the background of yesteryears and expected future. Paper points out that today complete library automation and modernization means digitisation of the every bit of information contents. Abstract: University libraries have vast store of information in various forms. These sources of information can be accessed through Internet from any corner of the world. But Indian University libraries are lagging behind in this direction. But they can not afford to remain isolated form the world of information. There is a need to cat up with modern trends, which is possible only through digitization of libraries. The present paper tries to analyse the present scenario of Indian University libraries and made an attempt to propose digital libraries in Indian Universities. The proposed development of Digital University libraries have been suggested in three phases .Phase I: Acquiring Materials in Digital form; Phase II.: Digitization of Thesis, Dissertations, Manuscripts and Rare Books. Phase III: digitization of books and Journals . Lastly author has suggested that INFLIBNET which has taken up automation and networking of university libraries in India should extend its programmes to digitization of university libraries. Abstract: Convergence of technologies has made library and information services across the regional, national and transnational geographic barriers, and reach global users at the ease of time and speed. Developing union catalogues of library holdings is one of the core areas in this regard; which has invited attention for a good number of obvious reasons and objectives. Information and Library Network (INFLIBNET) programme of the University Grants Commission (UGC) had launched this noble venture of creating a Union Database of university holding of the country. This study is lined up to have a close look on the State-of-the-Art scenario of the university libraries in the NE region of the country towards accomplishing this venture. Abstract: The present approach towards partnership, networking, consortia and resource sharing adopted by Indian libraries need radical changes to evolve responsive partnerships in order to achieve best performance in service. The current practices of journal acquisition in most of the libraries in the colleges and universities in India are print based, in which each library is an island with regard to access of information. Moreover, there is wide disparity in the availability and use of information among different universities and colleges. But, consortia based acquisition and electronic desktop delivery of information can eliminate this gulf and increase the access and use considerably. Thus the difficulty now faced by the students, teachers and scientists in getting academic and research information will be eliminated on achieving full bibliographical control on the information documents available world over. This paper depicts the benefits of library consortia, analyses the present trend in the formation of consortia in India and suggests a new model of library consortia in which all academic institutions and government research organizations could participate. The formation of such a unique consortium under the direction and full support by the Government of India is stressed. The role that can be played by the INFLIBNET Centre of the University Grants Commission in the formation and management of such a consortium is also depicted. The areas of re-defining and re-engineering the operations of the university libraries necessitated by the consortia based electronic information and document delivery services are also discussed. Abstract: Higher education for the development of society is imperative because it not only emphasize on the need of creating the enlightened citizenry for the country but also establishes itself as a potential instrument of social and national reconstruction. Libraries function as an essential integral component in higher education system. Without a proper information and knowledge infrastructure, no education system can sustain and achieve its laid down goals and objectives. But in the past one-decade, due to paucity of funds, libraries are passing through a phase of deterioration, particularly in terms of its collection and services. Lot of efforts have been taken in past to over come the problem of financial crunch such as resource sharing, library networking etc. Advent of information and communication technologies and their capabilities such as high-resolution capture devices, dramatic increase of digital storage media, explosive growth of Internet and WWW, sophisticated search engines, fast-processing power and reducing cost of computers, high bandwidth networks and increasing number of electronic publications have made possible to switch over to technological solutions to the problems of present day university libraries which can not be won otherwise by the traditional system of librarianship. The present paper defines the term e-journals, illustrates the advantages of e-journals in the light of the financial problems, issues and implications, some acquisition considerations of e-journals and highlights the benefits of consortia based subscription of electronic resources.
