Abstract: The greatest upheaval in the library history that occurred after the invention of the Printing Press in the fifteenth century has been seen in the last two decades of the twentieth century due to a series of technological advancements. These breakthroughs in technology included the development of the Computer and the advent of the Internet. This led to the birth of the phrases "Access versus Ownership" and "Library Consortium". In this article both these phrases are discussed in detail. The benefits of consortia have also been briefly discussed. Abstract: Library consortia for purchasing electronic journals became recognized as a vital part of academic information infrastructure at the research community. The biggest challenge that newcomers to the consortium world face is grasping the fact that standard setting is about giving away rights in technology. Leading institutions in North America and Western Europe take a variety of positive measures to promote consortium activities and formed unique consortia of many kinds. On the other hand, a consortium in India is still in a developing stage and struggle to solve problems they face. The factors that have led to the development of consortia are diverse among countries. This paper describes definitions, aim, organizations, internal structures, policies and other characteristics of the UGC-Infonet E-Journal Consortium which is one of the well known consortia for Higher Education in India under the UGC. Abstract: The Information and Comunication Technologies (ICTs) have made a profound impact on the life and work of people. Library and Information is no exception to this phenomenon. Declining library budgets and growing universe of users and documents are forcing us to develop policies and strategies to ensure massive realtime access to quality information in a cost-effective manner. Library consortia is a strategic professional response to obtain the above said mission. This paper is an attempt to map the impact of ICTs on libraries as a metaphor of our documentary heritage, and ascertain professional response to fiscal and technological changes. Abstract: Libraries are moving rapidly towards the electronic method of storage and retrieval. Electronic journals are being added to the Library collections at exponential rates. Today ejournals offer flexibility and recent developments have enhanced the visibility of these by integrating all journal titles in any format. Individual libraries today are facing issues to make these e-journals accessible to users and consortia based subscriptions to e-journals has developed as a viable solution for increased access, with some cost savings. This calls for handling and management of e-journal subscriptions. This paper outlines some of the processes of handling and managing e-journals in individual libraries as well as Consortium. Abstract: Library Consortia or Consortium is now being overheard globally. It is more because of electronic or digital form of information. Consortia are all about sharing resources and improving access to information. These resources are shared among libraries that have common missions, goals and clients (users) and act on those commonalties. Before we are sharing own library resources through inter library loan, but in this Information communication technology (ICT) age it has gained momentum even in the developing countries. When library consortiums are formed, the existing environment about users’ preferences and difficulties need to be studied. Abstract: Library consortia in today’s digital age are quite different from that of library networks in yester years. The main reason is that the resources that are shared in today’s consortia environment are predominantly in electronic form such as electronic journals and databases. Hence the technology and associated tools to support sharing the electronic resources are also important components for the success of any library consortia. Technology to store, host, retrieve and deliver information resources keep changing. This paper looks at the technology requirements for modern library consortia and issues related to that both at the information providers and member libraries end. Abstract: Electronic resources are becoming increasingly important to libraries of all types and sizes. The paper discusses present situation of the e-resource availability at the degree college libraries of Purulia District, West Bengal. This paper addresses the acquisition of electronic information resources and its collection development policy to guide the librarians at College Libraries in the selection of electronic reference-resources. Instead of focusing on how well a given publication/e-resource fits into or supports the collection, the policy gives general guidance on the selection of electronic resources. The general collection development guidelines for electronic information resources include relevance and potential use of the information, redundancy of the information contained in the product, demand for the information, ease of use of the product, availability of the information to multiple users, stability of the coverage of the resource, longevity of the information, cost of the product, predictability of pricing, equipment needed to provide access to the information, technical support, and availability of the physical space needed to house and store the information or equipment. This paper is based on exhaustive survey of college libraries in Purulia District, West Bengal. It was found that a majority of college libraries do not subscribe to e-resources. A three step strategy is put forward to introduce e-resources at all college libraries in Purulia District, West Bengal. The paper also lists a few openly available e-resources and benefits of joining library consortia. In the end, the paper lists best possible draft policy for e-resource acquisition. Abstract: Presents a view to stimulate discussion within the Indian library and academic community about adopting a model of library consortia to improve Library and Information Service. Using published literature identifies and discuses factors to be considered for choosing the model. Observes that the very concept of University Library Consortia in India is very fertile one. If hatched i.e. planned and implemented in a proper way can certainly yield fruits. But the success of consortia like other cooperative efforts depends on the proper mix of enthusiasm, innovative thinking, caution and skepticism. As University libraries in India have no or little experience on consortia, these have to go in a humble way. In this connection informal consortia can achieve considerable success provided participating universities effectively act as teams not as individuals to achieve common goals and should not forget “one will not get a chicken by smashing an egg open’.
