Abstract: The college libraries of Dibrugarh district are facing many problems due to lack of adequate finance, collection, sufficient manpower, and lack of infrastructure. As a result they cannot provide expected services to the users. In this paper a study has been conducted on the management and services of college libraries in Dibrugarh district of Assam. The study intends to find out the various services rendered by the college libraries in Dibrugarh district as well as users satisfaction from the existing services; status of library automation and problems faced by the college libraries and forwarded some vital suggestions. Abstract: In today’s technological environment change has become very imperative considering the sea change in library models and advent of information technology. These days’ libraries are doing their best to deal with these changes to serve the latest need of the library patron. This paper discusses the tools and challenges of change management in the libraries to facilitate their expansion, resources management and service performance. Information services have always been under constant pressure to prove the value of their staff, services and existence to management. The key to success lies in the ability to predict, manage, and exploit change in all areas of work, with change management emerging as a key extended skill which must be added to any information professional’s repertoire. Despite the tendency for information technology, finance and marketing departments to dominate boardroom thinking, the library and information sector still has the opportunity to take control of organizational information strategies, coordinate and drive the technologies and promote library use and benefits. The paper provides useful comprehensive tools to change the traditional libraries. The W4 tool will allow library professionals to determine informally the degree to which their organizational culture is either transformational or transactional in nature. Abstract: Few Library automation software packages are available in the market. But the cost of the software package, bar code reader, bar code labels and in all the total cost is not affordable to most of the public libraries particularly from rural areas. Most of these software packages allow the data entry of the bibliographic details of the document in English only and allow to take output reports in English language only. Few packages allow the data entry in Devnagari script, but these modules are costly and needs to be purchased separately. The authors, therefore, tried to develop a model library automation multilingual package, which will be helpful to save on costs incurred, allow to enter details in local language, and source code will be made available to make modifications (if required) in it. Abstract: Developed in North America, the Internet has rapidly spread around the world in the past decade and has had an impact on the lives of millions of people. Many could not work effectively without it. Over the past few decades a variety of new and exciting information services have appeared on the Internet, each with its own distinct characteristics. Computer and Communication technologies have revolutionised the whole world of information and have penetrated in areas beyond libraries transforming nearly every facet within society. Powerful PCs, sophisticated network technologies, affordable telephone lines have given a boost for Internet. Use of the Internet and other network resources is changing the traditional library functions. While in the 1980’s and early 1990’s the Internet’s modalities were changing traditional library functions and was used mainly for communications, database searching, and bibliographic access etc. Today, the Internet’s modalities are changing or augmenting traditional functions of library profession such as the information transfer process and the perceived nature of information itself. Abstract: Human being needed learning and education throughout his life. Right from birth to death, we learn new things which come to our live. We need guidance; we need facilities to perform in order to reach our target. Modern Education is Library oriented education and research based principle. The teachers should actively engage their students in using the library as a kind of laboratory of learning “how to manage their own education”. (1) The library must be taken as an extension of the class-room and expected from the students to use it intelligently in preparation for discussions in class, seminar reports and papers. Students and other Library users may not know the system practice in the Library. What documents available in the library and what facilities the library provides to the user will be discuss in this paper. Abstract: Library 2.0 is a loosely defined model for a modernized form of library service that reflects a transitionwithin the library world in the way that services are delivered to users. The focus is on user-centered change and participation in the creation of content and community. The concept of Library 2.0 borrows from that of Business 2.0 and Web 2.0 and follows some of the same underlying philosophies. This includes online services such as the use of OPAC systems and an increased flow of information from the user back to the libraryWith Library 2.0, library services are constantly updated and reevaluated to best serve library users. Library 2.0 also attempts to harness the library user in the design and implementation of library services by encouraging feedback and participation. Proponents of this concept expect that ultimately the Library 2.0 model for service will replace traditional, one-directional service offerings that have characterized libraries for centuries.Present paper highlights the chaning role of library 2.0 in present digital environment.
