Abstract: UGC is modernizing the University Campuses with State-of-the-art campus wide networks and setting up its own nationwide communication network named UGC-Infonet. This paper discusses the facilities made available in TISS under the UGC-Infonet programme. Also, in-house databases developed using Winisis software has been explained. Abstract: The Indian National Digital Library in Science and Technology consortium, setup by the Ministry of Human Resource Development, Government of India has currently over 140 institutions as members who are taking advantage of cost effective access of premier resources in science, technology and management. Out of the different resources accessible under this consortium, the present study selected four major resources, such as ACM Digital Library, IEEE/IEE Electronic Library, ScienceDirect of Elsevier, and Springer Link to make a comparative assessment of the key features and quantity of records in these. The results identified are presented in tabular form. More exhaustive studies are further planned to categorically identify the best resource to answer a crucial query and in identifying the inherent benefits and limitations of each resource. Abstract: This paper mainly traces the historical development of consortia based library services. States that the consortial approach in the form of cooperation was initiated by Melvil Dewey in 1880s. Main factors behind such cooperation are outlined. States that like any other form of library services consortia were also first came into existence in the United States where by the year 1970 more then 125 academic library consortia were functional. Finds that now the trend has changed and consortia are coming up in developing countries also mainly for the acquisition of electronic resources. Briefly touches the history of consortial development in India where it had not been very successful mainly due to human reasons. Describes in details the two recently formed consortia in India i.e. INDEST and E-journal Consortium of UGC Infonet. Describes the pros and cons of the present model of subscription to full set of journals of publishers in the form of so called “Big Deals” and advises that these big deals may not be really big in many cases. Outlines some of the guidelines for the librarians in these conditions. Concludes that the consortia in the country should work in close cooperation and not in competition to each other. Abstract: Big deal or the consortia site licensing is the most preferred way of e-journal subscription for Indian Consortia be it INDEST or the UGC Infonet. In the big deal model all the journals published by a publisher or hosted by an aggregator on its web site are made available to the consortia members at a so called “highly reduced” price. It has been seen that the librarians throughout the world haves been raising objections to this mode since beginning. There are various concerns which have been identified such as monopoly of the publishers, use of a limited number of titles, effect of citation ranking of journals published by the small publishers and the fear of death of journals published by the developing countries. Though a number of articles have been published on this topic but most of them have been on the qualitative aspects of such deals. There are a few studies that have been conducted on quantitative aspects. In this paper a study of use of Elsevier’s ScienceDirect at IIT Roorkee has been presented which clearly shows that a very limited number of titles are frequently used in the Institute. This data clearly indicates that the Big Deal mode of subscription is not at all in the favour of the consortia. Supports an alternate model for subscription which should be based on the fixed fee access to the limited set of journals which are frequently used and pay for use for the journals which are less frequently used. This paper describes various access points that disseminate information to researchers, librarians, and other web users in the various disciplines. Summarizes some of the issues, and explore the potential role of World Wide Web portals in helping library consortia to fulfill their objectives. Abstract: The library environment is currently undergoing a rapid and dynamic revolution leading to new generation of libraries with an emphasis on e-resources. On one side, there is an increasing demand for good library collection in terms of large amount of data/information and on the other hand, the publishing media is striving hard to support this demand at lightning speed by way of e-publication as well as online access. As a result, a large number of e-resources are published on all subject areas. Therefore, libraries need to adopt electronics media for its collection developments in a better way to fulfill the requirements of users. J R D Tata Memorial Library at the Indian Institute of Science (I.I.Sc), Bangalore with their vision has brought out a policy and adopted a strategic plan for collection development of electronic resources. This paper describes in detail, the steps taken by the library for a comprehensive e-resources access package model so that the researchers at I.I.Sc. Reap the maximum benefits by giving access to reasonable level to meet their information requirements for academic and research activities. This paper also deals with issues like social and Intellectual Property Rights apart from user requirements /satisfaction. Framework and models have been discussed about change in the media of collection development and its management. The success and reality of access to e-resources/ digital information has also been narrated in respect of INDEST consortia and other type of subscriptions. Abstract: Libraries of various institutes generally develop their own e-resources acquisition policies which they follow for acquisition of e-resources. The main object of evolving this policy is to provide easy access to all the e-resources, provide Authentic Information to users and availability to anywhere. The e-resource Acquisition Policy should follow the Library Standards like BSI (Bureau of Indian Standards), ISO (International Standards Organization) etc., Law of IPR and Copyrights should be applicable. For acquisition of e-resources and for its uninterrupted optimum utilization, libraries develop their own acquisition policy which provide safeguard while acquiring e-resources and also in the event of dispute or odd situation. In this paper, we discuss broad features of the acquisition policy which generally cover the e-resources to be selected, acquired, mode of acquisition, infrastructure required for its optimum use, collection development, availability of funds, priority to be given to e-resources to be acquired, intellectual access, ILL, technical compatibility, archival policy, contract negotiation and pricing policy, consortia acquisition, licensing, free e-resources, de-selection, exclusion of free e-resources, duplication, types of e-resources, digital collection, etc. To impart awareness among the learners and users located in remote areas,Government should take initiative to develop a network which provides information and other eresources up to that level. Abstract: Any educational system must have to depend on authentic, factual, fast and up to date information. Indian educational system is one of the largest in all over the world but due to financial limitations large number of libraries have not been able to subscribe to quite a good number of journals required for research and academic community, University libraries could play a major role to further improve the status of higher education system of India. After analyzing the situation the University Grants Commission initiated two important projects viz. UGC-Infonet providing connectivity to universities and UGC-Infonet, E-Journals Consortium to provide scholarly access to electronic journals and databases. Probably this is the golden era in the history of higher education system in India. The total program is funded by UGC and ERNET (Education and Research Network) has been entrusted to establish infrastructure within member universities on a turn key basis and the overall monitoring and execution of the project is being done by INFLIBNET. Through this program large number of e-resources subscribed and provided access to faculty and research scholars working in universities. To make people aware about the use of e-resources good number of user awareness training programs and also conducted 5 national seminars at five different places. Abstract: The traditional functions of libraries had undergone various changes in present century and E-Resources have great importance in libraries and amongst the library users. The present study has been undertaken with an attempt to evaluate the usage pattern of electronic resources made available in the Assam University Library under the UGC- INFONET E-Journals/ Digital Library Consortium of UGC/INFLIBNET amongst the research scholars and teachers of Northeastern Region of India with special reference to Assam University, Silchar. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. For that purpose, survey method has been adopted by the investigators, which comprises of administration of questionnaire, Observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of electronic resources (e-journals/e-books/databases) for their academic and research activities. The self designed questionnaire comprising of 15 questions has been distributed amongst the randomly selected samples .The samples comprises of faculty members, research scholars,UG/PG Students and officers / staff. The filled up questionnaires have been collected from the respondents for the data analysis and interpretations. On the basis of filled up questionnaire the data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The present work was carried out during July- December 2009. Therefore the present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the e-resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. The questionnaire was distributed to 350 samples, out of which 319 respondents have responded. The same study may be carried out on the larger section of population covering other universities of North Eastern Region of India to get more generalized and authentic findings. The findings of the present study may be taken as the preliminary findings from a pilot study. The paper highlights the important survey findings in respect of Internet Awareness, Internet Use Pattern and attitude of library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Besides this, some faced by the respondents have also been discussed and few suggestions and recommendations have also been enumerated in brief.. Abstract: The purpose of this study was to assess the web-based information retrieval pattern of the students of Calicut Medical College, Kerala. Structured questionnaires were employed to collect data from a representative sample of 100 MBBS students. The study found that a majority of the students often use the web for communication and to get general information and recent advances in Medicine. A good number of the students use web-mail and social networking sites very frequently. All the students use simple search methods for accessing the web. Google is the most preferred search engine followed by Yahoo. Only a very few of the students use e-journals and databases. Lack of training/orientation, lack of computer infrastructure, lack of fulltext e-journals and low Internet backbone speed are the major reasons of underutilization of web-based information resources. The findings of this study would assist medical institutions in India to develop strategies and policies that could make better use of web-based information resources for medical education and research.
