Abstract: Libraries and library professionals have tried to keep up with technological advances that impact information services. With the increase of resources on the web, librarians are exploring methods of integrating bibliographic resources found when searching or browsing the web. For instance there are currently some tools like citation managers, that librarians can collect some bibliographic data and can integrate it into in-house systems. So far libraries used technology but often those that needed human intervention to interpret. This paper aims discuss various a Semantic Web(SW)technologies that can be exploited for better and efficient management of resources enabling meaning representation so that data can be manipulated ‘with meaning and context’ by agents. SWTs offer a wide range of possible applications to meaningfully managing information resources.A typical ordering scenario is used to demonstrate the deployment of SW techniques. Abstract: This article deals with the library automation and the technological trends in recent years. It stresses about the managing the library activities and the need for library automation. The characteristics of paper library to automated library have been given in detail with the services and products. The enhancement of automated environment has been given in detail with the services offered under different headings like SDI, accession data transfer and sharing, the databanks, the role of reference librarian in automated environment, online catalogs and about information networks are explained in detail. Abstract: Reengineering as a management tool has been effectively used in many business organizations to transform vast segment of their operations and has played a major role in the resurgence of large companies world over. Reengineering requires radical rethinking and redesign of practices and processes to achieve dramatic improvements in performance while keeping the customer at the center of the exercise. Many libraries in developed countries have applied reengineering to face the challenges of declining library budgets, increasing costs of various inputs and resources, and rising demand of users for newer and faster services. Internet and information technology offer tremendous opportunities to abandon a number of old and obsolete practices and procedures, reduce time gap between the demand and delivery and considerably improve the quality of services and user satisfaction. This paper attempts to define reengineering and states how is it different from restructuring, reorganization, or quality improvement, though all these may occur as a by-product. Paper also reviews various attempts to reengineer libraries or their practices and processes. “How do we begin” lists the key elements that need to be taken care while reengineering. It highlights the need for reengineering of library acquisitions and enumerates key processes involved in the acquisition of print and electronic resources. Suggests that the reengineering of library acquisitions shall include reengineering of acquisition policy, acquisition processes, acquired material (library collection) and staff. Stresses the need for a well made plan to implement the reengineering which shall include (a) clear definition of the goals of the reengineering, (b) selecting the reengineering team, (c) identification and analysis of the policies, systems, procedures, practices and products to be reengineered, (d) developing and testing of reenginered work flow / processes, (e) implementation and time frame, and (f) gap analysis, correction. Reengineering will not be an easy task for any library. It is also not a one time job, it is a continuous long process. Librarians and libraries will face several challenges while implementing reengineering which can be overcome with the support and commitment of all stakeholders. Abstract: Libraries have always had the ability to respond to the challenges of technology, from the printing press of the middle ages to the print explosion of the twentieth century, to the digital ‘print’ of today. Modern economic rationalism demands that libraries become more accountable for both the services they provide and the funds they expand. Such accountability requires libraries to investigate, analyze and, where necessary change the methods and processes they have traditionally undertaken to justify their very existence to funding bodies. Re-engineering is about changing to the way we do things. Re-engineering is reinventing the way one does business, by stepping back and examining values, goals, and the system processes used to meet these goals. Process redesign is often an outcome of this evaluation. The acquisition process is one prime process for re-engineering as it consists of a large number of easily identifiable routines which can be compartmentalized, and altered as required. Abstract: The introduction of new information and communication technologies, as well as the emergence and development of new techniques in information processing, storage, and dissemination have changed the role of all types of libraries in information dissemination. This has made libraries to supplement long-established services with online services to users, fulfilling any time and anywhere needs and expectations. The World Wide Web is a new powerful tool for reference librarians. Information which was once only available to large libraries with very high budgets is suddenly available to any library with Internet connections. Reference librarians themselves are participating in the electronic publication trade by creating Web pages and finding aids to assist both themselves and their users to locate information electronically on the World Wide Web. The web which poses a new challenge for librarians, offers major new tools and techniques to provide the powerful services. The present paper tries to focus new aspect of reference service. With the changing world ICT plays a dominant role in today’s library and information centers. But the academic libraries of Assam especially in technical institutions except few are lagging behind. Explains the status of re-engineering of some major libraries and their services lacuna. Suggests some remedial measures for improvement in the context of digital environment. Abstract: The paper attempts to measure the level and status of best library practices and services of university library systems amidst drastic and dramatic changes in the global information environment. Describes that dynamic changes in the environment upset the static balances in the users, provides services, products and consultations. The library paradigm is shifting from storehouse model of information provision to “access” or “Gateway” model. Emphasizes that some sort of intervention is needed to put the same in order and bring equilibrium between the users and providers. Also describes that TQM is an intervention to bring radical changes in the system. With that aim in mind this paper examines and ausits the strengths and weaknesses of nine university libraries through TQM. Conceptualises the term TQM and reengineering in the context of library and information services. Points out that the aim of TQM and reengineering in the context of university libraries is to provide local and global information as a unified transaction from the same terminal. The induction of IT in all spheres of human activities have forced the university libraries to attain require competencies and information infrastructure to interface the problems, challenges opportunities and impending threats. Information management of this sort is nothing but application of information technology (IT) in all house keeping, networking, resource sharing and other advanced information handling activities. To cope with the changing needs of information the forms of information resources are also changing at a fast pace that is clearly visible from the long journey from ‘shruti’in vedic age to the Internet and digital resources. Library literature also reveals that convergence of print and digital technology is necessary condition for qualitative library services. To that end an attempt is made to measure that level of IT application with regard to forms of reading material, forms of periodicals, hardware and software facilities initiation of computerisation, status of housekeeping operations, retrieval services, application in library administration and management (MIS), size of in-house databases, and access to major networks and their services, particularly the use of Internet based services in all the nine university libraries under study. This is a sort of auditing of the existing scenario. Also suggests measures to reengineer the library management, structure, organisation, services, information infrastructure, and competencies to cope with the situation. Abstract: Information technologies have facilitated traditional reference process and made it more effective. Nowadays, most of library reference services are web-based. New version of the Web tilted Web 2.0. Some Web tools are blogs, wikis, RSS feeds, social networks, podcasting, tagging, mashups and Instant Massaging. These tools can be used in reference services in library 2.0. This article has proposed a model for reference services in 2.0 world called RS 2.0 model. This model includes direct and indirect reference services. Reference interview is done via Instant Massaging in RS 2.0. Four types of wikis used in RS 2.0. They are Ready Reference Wiki, Library Instruction Wiki, Reference Project Wiki and Collaborative Review Wiki. Refnews Blog, RefLibrarian Blog and RefLink Blog are some proposal blogs for RS 2.0. Abstract: Quality is a relative concept, closely linked to the level of user expectation and requirements. The relative nature of quality leads ultimately to excellence. Quality management includes effectiveness and efficiency rating, cost control, service assessment, user-oriented analysis. In the University system, libraries are the backbones to support the concept of quality academic functions. Unless and until, there is a quality approach in managing knowledge resources at library, it is difficult to expect quality of academic activities in university. In order to adapt to these new circumstances, universities are implementing new management procedures, and, for their part, university libraries are forced to make fundamental changes in order to conduct their business in line with managerial criteria. In this direction, an attempt has been made on Quality Management Model for Knowledge Resource Management and presented Assam University Library as a case study. Abstract: The paper identifies the changes taking place in the Higher Education and gives a brief overview of the LIS Education, its past happenings, and its present status. It briefly spells out the changing trends in the LIS curriculum, and the varied views expressed by renowned professionals regarding the profession vis-à-vis professionals. Further, the article emphasizes the role of NAAC as a positive indicator in boosting the image of academic libraries, and its share in the reaccreditation cycle. It further explains the changing job profiles and competencies of the LIS profession, and highlights the efforts initiated by the Western countries in reorienting the syllabi of LIS and enumerates examples of their Indian counterparts. The paper puts forth certain basic considerations, the various problem areas and highlights the need to think beyond the curriculum, for a safe sustenance of LIS professionals. Abstract: The paper describes a suit of Open Source Software suite ‘reSearcher’ which includes CUFTS (online serials management system), GODOT (an OpenURL compliant system) and dbWIZ (a federated search engine) and CM (citation manager) from Simon Fraser University, Canada. Presents the advantages of an integrated approach where these software are pieced together to provide federated search to a consortium of libraries. The federated search facilitates to query across desperate information resources like e-journals, Z39.50 servers, online databases, DSpace based digital repositories. In fact dbWIZ provides a single stop search engine for a wide variety of information sources. Illustrations are taken from the implementation at Indian Statistical Institute.
