Abstract: An Institutional Repository is an online locus for collecting, preserving, and disseminating — in digital form — the intellectual output of an institution, particularly a research institution.For a university, this would include materials such as research journal articles, before (preprints) and after (postprints) undergoing peer review, and digital versions of theses and dissertations, but it might also include other digital assets generated by normal academic life, such as administrative documents, course notes, or learning objects. Abstract: Plagiarism is an important ethical issue, but many researchers are still not aware of its seriousness. It is a general observation that plagiarism implies just copying or borrowing another’s work and original ideas. Terms such as ‘copying’ and ‘borrowing’ can misguide readers from the seriousness of this cognizable offense and lead them towards copyright violations. Both the teacher/guide and the librarian can play key role in reducing plagiarism by guiding students on how to use and cite proper sources of information through information literacy programs. This paper discusses the issue of plagiarism along with examples from the field of Arts and Humanities, and anti-plagiarism initiatives taken in India. The author suggests that to some extent plagiarism can be avoided with an information literacy programme, and this paper attempts to present information on this literacy framework. Abstract: This article explores the possibilities of establishing Management and Engineering library consortia of two western Indian states - Gujarat and Maharashtra. It gives an overview of the current status of management and Engineering libraries of the region and examines the possibilities of building up information sharing system, which is of great importance and central to the formation of any consortia. Proposals are made here for a model of library consortia of the 21st century in two western states of India. It focuses on the joint purchase of the resources by IIT Mumbai, IIM Ahmedabad and other engineering and management institute libraries of the region. The theoretical and practical advantages and disadvantages of this form of collaborative approach between management and engineering libraries are described. Abstract: This paper describes various technological and social requirements for planning digital and electronic library services. These requirements include LAN and client-server architecture, facilities for storage and access, facilities for archiving digital information, establishing priorities in building network information resources, introducing necessary changes in library organisation and services, and providing a comprehensive usertraining programme. Guidelines for building digital library and information services are suggested. Abstract: The advent of the World Wide Web and digitisation of publications have resulted in the proliferation of a vast amount and format of content types. Initiatives such as cyber infrastructure recommended by the NSF foundation provide specifications for accessing data, information support the emerging collaborative processes within sciences and includes several components relevant for libraries. Libraries are rapidly changing and expanding to web-based delivery of content and related access services in order to conform to the changing information seeking methods and expectations of their users. Developing an understanding of changing user demands and the basic building blocks of a new architecture will be a challenge in our current library environment. Presently our current technical systems are organized around data (e.g. the catalogue, vendor-based indexes and publishers) or services (e. g. interlibrary-loan, circulation and reference). One approach is to design multitired architectures that include an integration layer providing programme level services for user level applications such as a portal. Web portals are seen as positive potential frameworks for achieving order out of chaos. The library portal is one approach to organize information resources and services in a way that supports the users’ needs. However, the library portal will not be the only starting point for access to the library. Abstract: Metadata research drastically improved the resource discovery mechanism in accessing information from a large distributed environment. Even technological capabilities permit multiple metadata schemas for standardizing the structure and content of indexing information towards an efficient resource discovery. This paper presents the issues on standard metadata in order to pursue digital repositories and dynamic web pages. It proposes various means of harvesting metadata using optimum standards and protocols. It also enumerates inherent mechanisms for metadata harvesting in DSpace enabled repositories through various harvesting tools; and evaluates XML as current popular choice for metadata harvesting (OAI-PMH) and exchange. System support to multiple metadata formats in DSpace has been discussed thoroughly. Finally it recognizes interoperability and extensibility functions that are being realized increasingly towards a long-term management and preservation of digital objects. However the glimpses of metadata production tools (newer & developed) could accelerate the digital repository initiatives with an increasing popularity of open access movement in real world. Abstract: The manpower is very important aspect in implementing an automated system/computerisation in the library and establishing a digital library for it. The librarian and other library staff play an important role in the process of establishing digital library, networking of digital libraries for information sharing. During the implementation of extending digital library activities, librarian should ensure a proper coordination of the activities in the library. Library professionals should be aware of handling modern technology and electronic gadgets. Therefore technology to awareness of library professionals and their participation in the library automation, networking and digitisation project is important for successful installation of modern system or in organising IT based digital library services. It is equally important that library professionals & staff should have computer knowledge and professional experience. Their involvement in the development of modern digital system is essential for successful implementation. The present paper highlights the concept of manpower planning, definition of human resource development, need of human resource and manpower planning for library activities, continuing education programme (CEP) for LIS professionals, role of various national level library organisations (both Government and associations) for imparting IT training for running modern libraries in network and digital environment. It also highlights the importance of manpower planning and need of trained workforce for implementing the computerised library and information services for the end users. The status of various categories of library professionals, other administrative staff working in the library, the requirement of IT training for them, role of various agencies imparting training to the LIS professionals & other staff are described in brief. Abstract: Handwriting has continued to persist as a means of communication and recording information in day-to-day life even with the introduction of new technologies. Handwriting is a skill that is personal to individuals. Recognition of characters is an important area in machine learning. Widespread acceptance of digital computers seemingly challenges the future of handwriting. However, in numerous situations, a pen together with paper or a small notepad is much more convenient than a keyboard. Handwriting data is converted to digital form either by scanning the writing on paper or by writing with a special pen on an electronic surface such as a digitizer combined with a liquid crystal display. The two approaches are distinguished as offline and online handwriting respectively. It is necessary to perform several document analysis operations prior to recognizing text in scanned documents. This paper presents detailed analysis of various preprocessing operations performed prior to recognition of Tamil handwritten characters and the results are shown.
