Abstract: This paper introduce the structure and application theorem of the RFID system, discuss application models and issues when implement the RFID system. Radio Frequency Identification (RFID) systems have been used in libraries. These applications can lead to significant savings in staff costs, enhance service, prevent book theft and easy to stock verification, provide a constant update of library collections, holding management, but also attain real-time services. Due to the issues about reliability, insufficient, interfere with noise, cost and without killer application, therefore major library only experiment with RFID for holding management. RFID provided with these characters of batch access, storage mass data, and reprogram that were barcode cannot archive. Integrate both parent and holding with functions of RFID to extend various application. Just replace barcode and magnetic strip then archive there advantages for book identification, for the sorting and conveying of library books and AV materials, not only realize precise. The most important issue is that libraries can use nonproprietary systems today because the new generation of RFID chips with the ISO standard 15693 is available. Abstract: Data mining, the extraction of hidden predictive information from large databases, is a powerful new technology with great potential to help the Libraries and Information Centers to focus on the most important information in their data warehouses. Data mining tools predict future trends and behaviors, allowing Libraries and Information Centers managers to make proactive, knowledgedriven decisions. Abstract: The value of information is more appreciated than ever. Information collections are no longer geographically bound. Most of the libraries have had some degree of success with web based resources and electronic journals. In these instances e-resource will integrate easily into the infrastructure. There is growing awareness and use of e-resource by academics and students. In view of the above, the present paper tries to highlight the types of e-resources, general criteria for selection of e-resource, licensing factor relating the e-resource acquisition, argument in favour of collecting the e-resource, etc. Finally the paper would like to disclose the strategy and present state of e-resource collection in the Visva-Bharati Library. Abstract: A novel routing scheme for mobile ad hoc networks (MANETs), which combines the ondemand routing capability of Ad Hoc On-Demand Distance Vector (AODV) routing protocol with a distributed topology discovery mechanism using ant-like mobile agents is proposed in this paper. The proposed hybrid protocol reduces route discovery latency and the end-toend delay by providing high connectivity without requiring much of the scarce network capacity. On the one side the proactive routing protocols in MANETs like Destination Sequenced Distance Vector (DSDV) require to know, the topology of the entire network. Hence they are not suitable for highly dynamic networks such as MANETs, since the topology update information needs to be propagated frequently throughout the network. These frequent broadcasts limit the available network capacity for actual data communication. On the other hand, on-demand, reactive routing schemes like AODV and Dynamic Source Routing (DSR), require the actual transmission of the data to be delayed until the route is discovered. Due to this long delay a pure reactive routing protocol may not be applicable for real-time data and multimedia communication. Through extensive simulations in this paper it is proved that the proposed Ant-AODV hybrid routing technique, is able to achieve reduced end-to-end delay compared to conventional ant-based and AODV routing protocols. Now-a-days, the increasing economic importance of knowledge redefines the links among education, work and learning in Higher Education institutions. Abstract: The Open Access movement comprises many complementary initiatives, including digital scholarly journals, discipline-specific e-print servers, institutional repositories, and author self-archiving. Researchers are extensively using these repositories to publish their research outputs. Bibliographic control of scholarly literature of commercial publications is mostly available in the form of Abstracting, Indexing and Citation sources. But in the similar way for the open access publications it not the same case. Bibliographic control of open access e-resources is a major issue. The rapid growth of scholarly information resources available in electronic form and their organisation by digital libraries is proving fertile ground for the development of sophisticated new services, of which citation linking will be one indispensable example. Many new projects, partnerships and commercial agreements have been announced to build citation linking applications. Abstract: There is a large quantity of subscribed e-resources in our libraries and they contain quality information, though expensive. In spite of advantages in terms of access and search capabilities, they are underused. Systematic plan has to be in place for their promotion of use. While a good ICT infrastructure is a prerequisite, it alone will not do. Proactive strategies are required and these need to be adopted imaginatively. Access to e-resources need to be made easier for both on campus and off campus users. As a priority, active users need to be identified and they need to be converted to heavy users of eresources. Secondly, non users be converted to active users Various methods have to be tried in order to grab the attention of the users towards the e-resources. User training will increase the confidence level of the users. Traditional awareness methods include : Personal visits, user training, brochures, posters and displays. Newer technologies from the Web 2.0 such as RSS alert service, Blogs, Wikis and Facebook make the interaction with the library not only interesting but also add more value. Abstract: The world wide web has become an undisputed and powerful medium to integrate multiple information sources and services on the part of the libraries, leading to continual development of new applications and services. Efficient implementation of existing services and an opportunity for delivering information to the desktop of remote and local users has become an immediate priority on the part of the libraries. Locally owned resources like the OPAC, locally hosted electronic journals and databases, alerting services like new additions and content pages, and integrating host of other services call for an unpretentious approach for successful information services. Abstract: The idea of E- Theses and Dissertations (ETD) is coming up in International scenario, which can be easily located, readily accessible and delivered over the web. This paper analyzing the opinions of selected Ph D Researchers and Guides from selected Indian Universities on Copyright and IPR issues related to ETDs. On the basis of the output, the paper suggests that Universities can start collecting e-format of theses, creating a digital archive for easy access. But in terms of access, still only a minimum majority is favoring online global access to Indian research. This may be because of Copy Right Issues, Chances of Plagiarism and Poor Quality in Research, which may be solved through policy frameworks and enhancing standards through national agencies like UGC at national level. Abstract: The paper studies the measurement of research productivity of Indian scientists contributing to world soybean research for the period 1989-2008 based on the data available in the International Crop CD database. The paper measured the publication share of India in the world publication on soybean, its activity index, growth rate and doubling time, analysed the authorship pattern, various statistical distributions of authorship like mean, variance, binomial distributions, negative binomial distributions, geometric distributions; collaboration coefficient and collaboration index, prolific authors and their dominance factor, applicability of Lotka’s law, etc. The paper reveals that India has 2nd rank in research publication with 13.64% share in the world. The activity index of India decreases gradually. The growth rate has also decrease gradually and correspondingly doubling time has increased. The paper reveals high degree of collaboration with 93.10% contributions of joint authorship. The average collaboration coefficient is 0.931 and average collaboration index value is 3.115. Lotka’s Law is still found applicable in the study. The paper than calculate dominance factor (DF) of some prolific authors having 25 or more contributions and found most of the authors with low DF value. Abstract: The Ministry of Human Resource Development (MHRD) has set-up a “Consortia-based Subscription to Electronic Resources for Technical Education System in India” on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. Abstract: Information is a driving force in the world and intensely making impact on economy, development and social growth of any nation. Emergence and innovations in Information and Communication Technology (ICT) is dividing the Universe in different dissection. This division is broadly known as ‘Digital Divide’ on the world map. Today, no one is going to deny the existence of digital divide. The Digital Divide is a well-known concept and is being defined by the specialists in different ways. In this paper an attempt has been made to identify the factors that are responsible for digital divide with some solutions are explained. All around the world various programmes have been launched to bridge the digital gap but despite many efforts to improve this gap seems to grow wider and wider due to the inability of those who lack the knowledge and skills needed to use the electronic contents, Internet or other communication technology. Abstract: This paper presents an objective view of India’s position in the global economy. It recognizes India’s achievements, but sees a tremendous potential that is yet to be achieved. What is needed is an India-led process to coordinate and integrate reforms, combining those in the economic and institutional regime with the many initiatives that are being undertaken in the more functional areas covered in many Indian strategy reports. This can only be done through a domestic process of consultation and stakeholder awareness-raising to get buy-in on the kinds of reforms required to implement the action that can leverage India’s potential. Abstract: Information and Library Network (INFLIBNET) is the major IUC of the University Grants Commission (UGC) started in 1991 with its Headquarters located at Gujarat University Campus, Ahmedabad. The Programme is directed towards modernization of libraries and information centers, and establishment of a mechanism for information transfer and access, to support scholarship, learning and academic pursuits. It is also aimed at establishing a national network of libraries and information centres in universities, institutions of higher learning and R and D institutions in India. It is basically a co-operative endeavor in resource development, sharing and its utilization at national level. Over the years, the Programme has progressed steadily and since May 1996 it is an independent autonomous Inter-University Centre under UGC to co-ordinate and implement the nationwide high-speed network using state-of-the-art technologies for connecting all the university libraries in the country. INFLIBNET is set out to be a major player in promoting scholarly communication among academicians and researchers in India.
