Abstract: Information concepts and organizational environments such as, Placid-randomized, Placid-cluster, Disturbed-reactive and Turbulent environments, which affect the information dissemination, are crucial in the present high-tech world of digital age. The communication culture in the digital age seems to have a different connotation as compared to earlier times, when it was direct and face to face with a very little chance for miscommunication. Therefore, globalization of communication, which is heavily dependent on innovative information technology, should be implemented with an ethical framework involving quick and proper communication of facts to masses. Abstract: The library services have changed very fast in the last twenty years. Nowadays, electronic resources, networks and the World Wide Web represent a large portion of the library services. The librarians must manage staff, information in several supports, and technical activities to produce quality services. Quality services means resources and services, which satisfy users’ expectations and perceptions. It is very clear that librarians must use management tools to run the library services. These tools such as TQM, SERVQUAL, LibQUAL help them to assess services, to make decisions, to improve services and to achieve a better quality. The networked environment offers libraries’ challenges and opportunities in a number of areas including management, services, and collection development. Abstract: Due to increase in the cost of journals, dwindling library budgets and proliferation of electronic information resources, libraries have been involved in cooperation, coordination and collaboration in resource sharing. The emergence of information technology made library professionals to change their role as navigator of information and come closer willingly to share available information with other libraries. Libraries and Information Services (LIS) are being transformed by technology; consequently, LIS have to adopt to meet their user’s changing needs and growing expectations. Included among the resource sharing initiatives conceived by libraries in India is the creation of a computerized network or consortium of all LIS to achieve optimum use. Recently, they have included access to electronic journals, e-books etc. The consortia’s are usually non-profit ventures formed by the association of libraries. In India also some consortia’s like INFLIBNET, DELNET etc. have been formed. But they do not go beyond sharing bibliographic databases of books and periodicals. Abstract: Paper discusses the present scenario of affiliated College Libraries in Meghalaya and found that some of the libraries have computerized their collection. Moreover all the libraries have similar resources as they follow the same syllabi and also subscribe to some important journals. Due to financial constraints most of the libraries’ procurement is limited. This proposal may be considered as a pilot project which could be extended to a greater dimension. It could be a role model which could be implemented initially in the libraries situated in the Capital and extended to other libraries of the State and North-East region as a whole. Abstract: nformation explosion resulted from the rapid advances in all scientific fields has made it vital for all scientists to have rapid, easy access to scientific information. However, scientists in developing countries are hampered by the high cost of subscriptions to various journals. Since air-mail delivery is prohibitively expensive, the journals that are received come six to eight months after the publication date, hampering the work of scientists even further. Fortunately, the Internet has come to the rescue. Online journals are available immediately after publication anywhere in the world, with a few clicks of a mouse. Electronic subscriptions are normally cheaper than print subscriptions. Nevertheless, the costs to institutions are still extremely high, particularly in view of the fact that any institution has to subscribe to many journals to meet the varied needs of its scientists. In view of this urgent need, it is proposed that all institutions dedicated to research on plantation crops come together to form a consortium to subscribe to a core group of international journals, available online, that would benefit all members. This would follow the pattern of other consortia such as INDEST, INFONET and INFLIBNET. Experience gained in an initial experiment are focused. Abstract: In today’s technological environment change has become very imperative considering the sea change in library models and advent of information technology. These days’ libraries are doing their best to deal with these changes to serve the latest need of the library patron. This paper discusses the tools and challenges of change management in the libraries to facilitate their expansion, resources management and service performance. Information services have always been under constant pressure to prove the value of their staff, services and existence to management. The key to success lies in the ability to predict, manage, and exploit change in all areas of work, with change management emerging as a key extended skill which must be added to any information professional’s repertoire. Despite the tendency for information technology, finance and marketing departments to dominate boardroom thinking, the library and information sector still has the opportunity to take control of organizational information strategies, coordinate and drive the technologies and promote library use and benefits. The paper provides useful comprehensive tools to change the traditional libraries. The W4 tool will allow library professionals to determine informally the degree to which their organizational culture is either transformational or transactional in nature. Abstract: Academic libraries have to provide very flexible services focused more on individualized and distant contact with their clients. To answer new demands they not only have to move their services and resources to the Web but also should consider the different cultural and educational backgrounds of library users. In this context this article tries to analyze and compare the contents and usability of six Indian Institute Management library Web sites and presents conclusions regarding the basic functions they perform. Abstract: As the supply of information grows more and more comprehensive, the complexity in handling it also grows. The need for reliable Content Management System (CMS) becomes more and more obvious. A Content Management System allows content to be stored, retrieved, edited, updated, controlled, then output in a variety of ways such that the incremental cost of each update cycle and output production shrinks dramatically over time. Since the amount of information is emerging day to day at a tremendous speed, to find particular information in the mist of information explosion is very difficult and so there is an urgent need for content or knowledge management and services to be adopted in Libraries. Content management is as set of tasks and processes for managing content explicitly targeted for publication throughout its life from creation to archive. CMS are essential for large or even small scale projects which involve the capture of creation of digital assets and is necessary for the creation of any basic Web sites. This paper explains about the concepts of content management, its components, needs and advantages.
