Abstract: It is often said that “People must know the past to understand the present and face the future”. This statement more particularly suits to the church archival materials which depict and reflect the church heritage. In this paper an attempt has been made to present an overview of church archival materials in India in general and the Archdiocese of Madras-Mylapore in particular. It is based on a questionnaire survey. The survey covered various church archives in India. It has been found that in almost all church archives in India the archival materials are not effectively stored and preserved. Therefore, keeping in view, the present state of affairs in the care and maintenance of church archival materials and with the available technology, it is proposed to go in for ‘digitization’ as a means of preservation of church archival materials. In this context, the concept of digitization and its advantages, the hardware and software required for digitization, and the processes have been explained. Further, the type of archival materials to be digitized has been specified. The paper, concluding that in view of the effectiveness of digitization as a means of preservation, urges that in this new millennium the church archives in India should go in for digitization. Abstract: The digital libraries are the collections of information resources in digital content selected for use by the particular end-user community through electronic media. In this present era of information, computer facilities have become indispensable tools in library culture as they are effective and efficient in serving the library needs and demands. Though libraries worldwide are moving towards digitization, however from the Indian perspective, there is still a long way to go especially in the state of Meghalaya since many libraries in colleges do not even have computers. This paper explains the problems and prospects in digitizing college libraries in Meghalaya. As the world moves towards the paperless society, it is vital to emphasize on the improvement of higher education system with the provision of computer facilities for digitization of the college libraries to enhance the quality education in the state. Abstract: EDUSAT was launched in September 2004. Given a life span of about seven years, it would be available till 2011. In case the services need to be continued, a replacement of the satellite would be necessary. Given the requirement of a lead time of about two years for designing assembling and launching a spacecraft, the preparations should start latest by 2009 accordingly. It is therefore, it has been envisaged to the type and replacement required for EDUSAT including the associated changes involved according to the experience. This paper is an attempt to briefly review the evolution of satellite based education system in the country and the achievements of EDUSAT. It examines the experiences with the present space and ground configurations and discusses the possible changes for improvement and continuity of services. Abstract: The paper introduces e-information literacy as the accepted phenomena, which helps in delivery of information, training or education programs via electronic media. It includes wide range of electronic communications like, Internet, intranet, satellite broadcast, digital television, CD-ROM, DVD, audio and video tapes, etc. Discusses the impact of e-learning on distance education and emphasizes on a paradigm shift that has facilitated the transfer of focus from the teacher to learner, and the institution of instruction to the study –room/ workplace of the learners. Also emphasizes on nature of libraries and the professional activities of the librarians are fast changing because of introduction of web technology in to the publication and communication of information, influencing the strategic direction of the development of libraries in the society. Due to interoperable opportunity, the new technology allows information to be easily personalized and customized. Librarians and LIS faculties can contribute to foster the skills through the strategic use of e-information learning tools and devices for better outcomes. Elaborates in detail about the status of e-education programmes along with course content and techniques to be used for e-education implementation in India. The LIS professionals and the web-technologists along with the planners have to play the key role for proper implementation of this e-information literacy programme that can reach to every sectors of our society. Abstract: Library 2.0 is a loosely defined model for a modernized form of library service that reflects a transitionwithin the library world in the way that services are delivered to users. The focus is on user-centered change and participation in the creation of content and community. The concept of Library 2.0 borrows from that of Business 2.0 and Web 2.0 and follows some of the same underlying philosophies. This includes online services such as the use of OPAC systems and an increased flow of information from the user back to the libraryWith Library 2.0, library services are constantly updated and reevaluated to best serve library users. Library 2.0 also attempts to harness the library user in the design and implementation of library services by encouraging feedback and participation. Proponents of this concept expect that ultimately the Library 2.0 model for service will replace traditional, one-directional service offerings that have characterized libraries for centuries.Present paper highlights the chaning role of library 2.0 in present digital environment. Abstract: The great libraries of the future are not those with great collections but those with great staff, knowledge must be rediscovered in the library before it is used (Lowry, 1991). The trained and dedicated librarian would act as an intermediary in this rediscovery process. The paper highlights the efforts made by CORD, NIRD to identify the information needs of the users, barriers in accessing information, best practices for effective use of information etc were discussed in an open form consisting of working librarians, faculty, experts, library staff etc. to find solutions for the optimum use of Library Resources. Further emphasised the importance of training for the staff/users to serve the user community by using latest technologies, in the similar lines the users also get trained to tap the resources available internally and Globally. Abstract: This paper discusses the changing nature of reference and information services in the modern electronic era and how the various technological developments in libraries have led to the emergence of new service paradigms. Abstract: Scholarly communication is in turmoil. It is not clear how scholarly publishers will cope with change or if journals will even survive. That’s why it is important to provide some insight into scholarly publishing now and in the future. The key issues confronting scholarly publishing include open access (OA), peer review, institutional repositories, multiple versions of articles, increasing author awareness of copyright issues, archiving and preserving, and faster communication tools such as blogs, Web sites, RSS feeds, and podcasts. The newer communication tools speed up communication and bypass journals. In this environment, scholars may communicate in new ways and journals may have a different role from the past, but documents of record are still essential to the business. Abstract: An error in classification can occur due to an error of omission, statistically known as a false negative or an error of commission, statistically known as a false positive. In order to build a perfect classifier, the false negatives and false positives have to be zero. With this in mind, we propose a two-tier model for the classifier. The first tier will reduce false negatives to zero and pass the results to the second tier. The second tier will reduce false positives to zero. We demonstrate the working of this model for the task of classifying sentences in Hindi as passive formations. The first tier will consist of a simple pattern matching system for filtering out sentences with likely passive formations without committing errors of omission. This will reduce the size of the corpus considerably. The second tier will work on the reduced corpus and make a complete grammatical analysis of these filtered sentences in order to reduce the false positives to a zero. The Anusaraka System [Bharati 1995] is a very good example of such a system. This paper concentrates on building the first tier. A hill climbing algorithm is proposed, where the start state is a list of patterns commonly found in passive formations. Each step up the hill will update the list of patterns such that the next state will bring down the number of false negatives, thereby reducing errors of omission.
