Abstract: The library environment is currently undergoing a rapid and dynamic revolution leading to new generation of libraries with an emphasis on e-resources. On one side, there is an increasing demand for good library collection in terms of large amount of data/information and on the other hand, the publishing media is striving hard to support this demand at lightning speed by way of e-publication as well as online access. As a result, a large number of e-resources are published on all subject areas. Therefore, libraries need to adopt electronics media for its collection developments in a better way to fulfill the requirements of users. J R D Tata Memorial Library at the Indian Institute of Science (I.I.Sc), Bangalore with their vision has brought out a policy and adopted a strategic plan for collection development of electronic resources. This paper describes in detail, the steps taken by the library for a comprehensive e-resources access package model so that the researchers at I.I.Sc. Reap the maximum benefits by giving access to reasonable level to meet their information requirements for academic and research activities. This paper also deals with issues like social and Intellectual Property Rights apart from user requirements /satisfaction. Framework and models have been discussed about change in the media of collection development and its management. The success and reality of access to e-resources/ digital information has also been narrated in respect of INDEST consortia and other type of subscriptions. Abstract: Streaming audio became available on the Web in 1995, but with the development of the Synchronized Multimedia Integration Language (SMIL), the technology has reached a new level of maturity. SMIL is based on the XML standard, and allows audio, video, images, and text to be integrated. The implications for Web based pedagogy are tremendous. We now have the opportunity to do training on the desktop in a feature-rich open environment. We will give a basic background in streaming media technology, discuss the standards, the current state of the art, our experience with RealNetworks, how to take advantage of it in an intranet environment, and touch on future developments, including the integration of testing engines. Abstract: In a search for more natural way of learning, streaming media is one of the ways. One old Chinese statement says: “a picture is worth a thousand words if used correctly“. Today we can ask ourselves how many words worth a video sequence? The use of online courses continues to grow worldwide, yet it is still not clear whether such online learning environments enhance the learning outcome of students or even meet the level of success of traditional classrooms. Many online courses represent no more than electronic versions of traditional classes without, of course, face-to-face interaction between instructor and students. These electronic courses often contain Web materials that lack any significant level of creativity or interactivity . Cognitive research suggests that the addition of multimedia can actually improve the learning process if certain methods are employed. By using auditory and visual methods of presenting information, students can process that information more quickly, often fostering an enhanced learning process. Abstract: The article explains the concept of citation, citation index and the process of citation indexing in the present environment. Various components of the citation index such as citation index and its subparts (anonymous and patent cited index), source index, permuterm subject index, corporate index along with its sub-parts (geographic and organization index) and journal citation report are explained in brief. Further the structure, working, arrangement of these components of citation index are explained in detail with necessary and self explanatory sample entries which gives a clear idea about all these aspects. Citing and cited half-life are calculated and derived for a journal to understand the functioning and value of half-life of a journal. Abstract: This study attempted to investigate students’ perceptions toward the use of the digital library for higher learning. Attention was given to three variables namely sex, year of study, level of course. A Likert – type instrument consisting of 10 items was designed to collect information about students perceptions. The respondents of this study were 72 students enrolled in various Post-graduate courses at Bishop Heber College, Tiruchirappalli. Collected data were analysed using ANOVA (Analysis of Variance). The overall results suggest that students had positive perceptions toward the use of digital library. Sex, year and level of course were found to be significant factors. Females, first year students and social science students had significantly positive perceptions. Implications for practices are discussed and recommendations are made for future research. Abstract: This paper describes about the usefulness and advantage of Internet in day-to-day life, impact of Internet on the library and information services etc. and explains the aims and objectives of the present survey on the usage of Internet in Barak Valley, methodology used etc. The author highlights the use of Internet in this region is in nascent stage and it has become important to make people of this valley aware for the use of Internet and regarding its potential for having enormous resources of information which can be search instantly provided the minimum facility for Internet access is available. Abstract: Libraries of various institutes generally develop their own e-resources acquisition policies which they follow for acquisition of e-resources. The main object of evolving this policy is to provide easy access to all the e-resources, provide Authentic Information to users and availability to anywhere. The e-resource Acquisition Policy should follow the Library Standards like BSI (Bureau of Indian Standards), ISO (International Standards Organization) etc., Law of IPR and Copyrights should be applicable. For acquisition of e-resources and for its uninterrupted optimum utilization, libraries develop their own acquisition policy which provide safeguard while acquiring e-resources and also in the event of dispute or odd situation. In this paper, we discuss broad features of the acquisition policy which generally cover the e-resources to be selected, acquired, mode of acquisition, infrastructure required for its optimum use, collection development, availability of funds, priority to be given to e-resources to be acquired, intellectual access, ILL, technical compatibility, archival policy, contract negotiation and pricing policy, consortia acquisition, licensing, free e-resources, de-selection, exclusion of free e-resources, duplication, types of e-resources, digital collection, etc. To impart awareness among the learners and users located in remote areas,Government should take initiative to develop a network which provides information and other eresources up to that level. Abstract: The development of computer and network technology has led to great changes in the field of information science. With the development of World Wide Web technology, the distribution, searching and browsing of information has led to revolutionary changes. Digital libraries calls for resource sharing, which is a convenient way for managing and distributing information among users. Heterogeneous systems have to be interconnected so that the user community can have seamless/precise flow of information as per need. Also, future systems and services must be interoperable so that there is no potential loss of precision or data in the data exchange. This paper is an attempt to study interconnection and interoperability of information systems. Keeping in view the future users requirements, new technologies in the next generation information systems are also discussed. Abstract: A search begins with a search tool’s Web site, reached by means of its address or URL. Each tool’s Web site comprises a store of information called a database. Then the database has links to other databases at other Web sites, and the other Web sites have links to still other Web sites, and so on and so on. Thus, each search tool has extended search capabilities by means of a worldwide system of links. A search tool is a computer program that performs searches and retrieves information. There are different types of search tools In the search engine the different forms based user interface provides access to sophisticated searching capabilities that allow users to find references in their fields. Menu GUI (Graphical Users Interface) pops up asking user to select either the “X” Database or the “Y” Database. Accordingly, the appropriate database contents are loaded into the search engine. e.g. When one of the database buttons in the above step is clicked, the basic user interface for the search engine appears as shown. This pops up another user interface that contains the list of images that satisfied users criteria. Abstract: The design and development of OPACs are the recent development of libraries in India in general and Tamilnadu in particular. The major objective of the paper is to gain an overview of the subject access features of the OPAC interfaces being used in Tamilnadu. A sample of 50 libraries in Tamilnadu was selected. The analysis of the data represents the state-of-the-art of the libraries in the winter of 2002. The data includes, the types and nature of the libraries, Information Technology application, interface used, range of access points provided, subject access facility and types of searches in OPACs. The major findings of the survey are: an emerging trend in the development of OPACs; use of a variety of commercial software, in-house developed software also used in a few libraries; coverage of OPACs limited to book collection only; and absence of standardized vocabulary control tools for subject access. Abstract: Libraries have been undergoing tremendous developments in this era, adapting to the advent of information technology in the day to day working. Electronic, Digital Libraries have arrived. OPAC, CDROM databases, Electronic journals and Internet access exist in most Libraries. Libraries are no longer storehouses but are becoming gateways of relevant information. Some progress has been made towards increasing the relevancy of the data with the induction of various search engines and subject directories. Despite these activities, information sources remain scattered, hared to find and difficult to access. With the Internet, WWW and Information explosion, identification and extraction of information resources is an essential function of all libraries and information centers.
