Abstract: Abstract The security of materials and information in a library is quite essential. This paper discusses the use of CCTV cameras and biometric methods for surveillance in libraries to safe guard its possession of books and information. This paper presents the various types of CCTV cameras, their functioning and uses. A brief discussion of biometric methods like fingerprint scanning, iris scanning, facial recognition, voice recognition and palm vein authentication is presented. Finally the author recommends that the libraries in India should initiate the implementation of biometric methods and surveillance of the libraries by using CCTV cameras. Abstract: Internet technology has benefited the users of research and development library by providing effective and quick sharing of global information resources. Crime on the net has also increased with the growth of Internet. Abstract: The WWW is the largest single information resource humanity. Unfortunately, despite its dependence on computers to operate at all, most of the information is only understandable by humans and not by computers. While computers can use the syntax of HTML documents to display in a web browser, Web computers can’t understand the content the semantics. Human beings are capable of using the Web to carry out tasks such as finding the information. However, a computer cannot accomplish the same tasks without human direction because web pages are designed to be read by public, not machines. The semantic web is a vision of information that is understandable by computers, so that public can perform more of the tedious work involved in finding, sharing and combining information on the web. Abstract: Today 80 % of the content on the Web is in English, which is spoken by only 8% of the World population and 5% of Indian population. There is wealth of useful content in the various languages of the world other than English, which can be made available on the Internet. But, to date, for various reasons most of it is not yet available on the Internet. India itself has 18 officially recognized languages and scores of dialects. Although the medium of instruction for most of the higher education and research in India is English, substantial amount of literature by way of novels, textbooks, scholarly information are being generated in the other languages in the country. Many of the e-governance initiatives are in the respective state languages. In the past, support for different languages by the operating systems and the software packages were not very encouraging. However, with the advent of Unicode technology, operating systems and software packages are supporting almost all the major languages of the world that have scripts. In the work reported in this paper, we have explained the configuration changes that are needed for Eprints.org software to store multilingual content and to create a multilingual user interface. Abstract: The era of information and communication technology has created web-based learning environment and led to the digital and virtual educational systems. With elearning mode classrooms have been changed to virtual classroom. Libraries can be seen in the midst of so many innovations, progressing towards their new vision and goal to be the part of the virtual world in its true sense, where there is no barrier between information and information seekers. Libraries are undergoing phase of developmental changes even unaware of so many challenges. Today’s hybrid libraries are favouring electronic learning objects and facilitating end users with the help of innovative semantic interoperability. Extensive use of online resources in the developing countries like India, which is geographically very vast and varied, provoked the authorities of educational system to incorporate web-based learning system to facilitate the distant user who are physically deprived from the learning in form of education. Various institutions and databases are providing access to elearning objects, though they have their own ways for creating metadata. The precision value is quite low at standardized retrieval points which also vary from interface to interface, therefore, to share all these resources and for their easy exchange, a set of rules and specifications are required. Here comes Sharable Content Object Reference Model in picture, a set of rules and specification developed by Advanced Distributed Learning for setting the compatibility between e-learning object and learning management systems or tools. This paper has been divided into three sections. First one discusses the holistic nature of problem in terms of spatial changes in library architecture, change in the definition of learning object and perception and training problems of the librarians in the current scenario. Second section includes the six case studies with respect to websites of Google, Wikipedia, Merlot Open source learning project, Massachusetts institute ofTechnology, social sciences research network and consortium of educational communication. Third section carries over the insight of the first two sections to throw light on the key role of standards for the proper integration of learning management systems specifically Sharable Content Object Reference Model and the level of awareness and preparation vis-à-vis the same. Abstract: Historically the education in Bhutan was started with the early Monastic bodies. The monastic system of education has sustained the Bhutanese society in its spiritual fold for many centuries. In the monastic education system, it was practiced through informal relationship between the master and the disciples. At present there are 4971 monks have registered with the Deratshang Lhentshog (Central Monastic Body). The development of a comprehensive modern education system in Bhutan was initiated in 1961. In Bhutan there are two kinds of modern education system exits namely, Formal and Non-formal system. The education is free for all which is applicable in all type of education system in Bhutan. Sherubtse College is the apex institution of higher education for Arts and Science of the country. The total strength of the college is of more than thousand students and of more than 150 faculties. The college library has over 30,000 volumes of books and hundreds of journals, magazines and ebooks. There are two librarians and nine other staff members are working in the library. There is no Library Science programme in the country. However the staff use to attend many training programmes at regular intervals. The performance review and evaluation system is being in practice to evaluate the staff performance. Leveraging this development in technology, it is also important to explore the possibility of such technological advantages for the effective management of Library activities. SOUL is a software designed, developed and distributed by INFLIBNET to academic institutions in the country for Library Automation. SMS interface to such a package will be an added advantage for the timely alert for the services rendered by the software. This paper discusses the development paradigm for the SMS interface for the new SOUL software for reminder module, alert for the vendor/publisher, user service, CAS service etc. using standard solutions for information sharing using mobile devices.
